Abstract

Human resources are a critical determinant of organizational success, particularly in the public sector. Employee performance is influenced by several factors, including leadership, work motivation, and work discipline, which remain challenges in regional government institutions such as the Department of Industry, Trade, Cooperatives, and SMEs in Yahukimo Regency, Indonesia. This study aims to examine the influence of leadership, work motivation, and work discipline on employee performance, both partially and simultaneously. A causal-comparative research design with a quantitative approach was employed. The population consisted of all 37 employees of the department, who were included as a saturated sample. Data were collected through questionnaires, interviews, observations, and documentation, and analyzed using multiple linear regression with classical assumption tests, t-tests, and F-tests. The findings reveal that leadership, work motivation, and work discipline each have a significant positive effect on employee performance. Simultaneously, the three variables explain 51.1% of the variance in performance, with work discipline contributing the strongest effect, followed by motivation and leadership. The results highlight the importance of strengthening leadership practices, implementing effective motivational strategies, and enforcing consistent work discipline to improve organizational performance in the public sector. This study contributes empirical evidence to the human resource management literature in developing regions and provides practical recommendations for local governments to enhance civil servant performance.

Abstract

The research was conducted in Jayapura City by utilizing quantitative methods. In this study using time series data. Time series data is data that is organized based on the time sequence of events. The time series data includes all MSMEs in 21 sub-districts registered at the Jayapura City Office of Cooperative Trade and Micro Business during 2015-2022. The results showed that the growth of MSMEs in Jayapura City played an important role in the economic growth of Jayapura district / city by increasing the Gross Regional Domestic Product (GRDP). The effect of MSMEs on economic growth, showing the results of the tcount value of the variable number of MSMEs on GRDP of -8.9259 with a probability value of 0.000. Because the probability value is smaller than 0.05, it can be concluded that the growth in the number of MSMEs is significant in influencing the growth of GRDP in Jayapura city. The negative regression coefficient shows that the growth in the number of MSMEs is inversely proportional to the growth of GRDP in Jayapura city. When the number of MSMEs has decreased since 2021, the GRDP of Jayapura city has actually continued to increase.

Abstract

Micro, Small, and Medium Enterprises play a crucial role in Indonesia’s economy, particularly in North Sumatra, yet struggle to access Islamic banking financing due to internal and external challenges. This study seeks to develop strategies for enhancing partnership-based financing for these enterprises within Islamic banks. Employing the Analytic Network Process, the research engaged nine key informants from academia, regulatory bodies, and Islamic banking practitioners through in-depth interviews and pairwise comparison questionnaires to prioritize solutions. Findings reveal that insufficient bank staff expertise in understanding the needs of these enterprises is the primary internal barrier, while dependence on personal or informal capital poses the main external obstacle. Key strategies include targeted staff training, fostering multi-stakeholder partnerships, promoting enterprise products digitally, and implementing policies for financing subsidies and collaboration forums. This study provides a strategic framework for inclusive, sharia-compliant financing to drive regional economic growth. Limited to North Sumatra with a small informant sample, the findings may not fully apply elsewhere. The proposed strategies offer practical guidance for banks and policymakers to strengthen financing ecosystems, promoting sustainable development for these enterprises.

Abstract

Enggros Village in Jayapura City, Papua, has abundant marine resources, but their utilisation remains traditional, resulting in suboptimal economic value. This community service activity was carried out on 1 May 2025, involving 22 women from the Betlehem Enggros Protestant Church congregation. The aim of the activity was to improve fish processing skills to make fish nuggets and to provide entrepreneurial skills to open up small business opportunities. The training was conducted in two sessions, namely practical fish nugget making and entrepreneurship learning. The evaluation results showed a significant increase in the participants' knowledge and skills. Participants who initially did not understand the processing process were able to explain the steps of production, produce ready-to-eat nuggets, and understand simple marketing strategies, pricing, and household financial management after the training. The visible social impact was a growth in confidence, motivation to become entrepreneurs, and the emergence of initiatives to form congregational business groups. This activity has made a tangible contribution to community empowerment, promoting economic independence, and strengthening community-based social solidarity.
