Abstract

Local Original Revenue (PAD) is a vital source for financing regional development, with levies as the main component. However, the main challenge faced is the inability of conventional evaluation methods to identify factors that influence the contribution of levies to PAD effectively. This study aims to evaluate the potential and contribution of levies to PAD by applying the Decision Tree C4.5 method. This research method uses a quantitative data-based approach, by analyzing tax data from various sectors, including Hotel Tax, Parking Tax, Entertainment Tax, and Advertising Tax. The results of the study indicate that the C4.5 method successfully identified more complex contribution patterns and provided a deeper understanding of the influence of seasonal and external factors on tax contributions. Entertainment Tax and Hotel Tax showed the largest contributions in certain periods, while Parking Tax showed greater stability throughout the year. The implications of this study indicate that the application of C4.5 can improve the effectiveness of PAD management, by providing a basis for tax policies that are more data-based and responsive to economic and seasonal fluctuations.

Abstract

Law enforcement against the operation of unlicensed power plants owned by palm oil companies in Siak Regency is urgently needed. This research is expected to contribute to the development of legal science, particularly administrative law and energy law, as well as provide practical input for policymakers in realizing better, more equitable, and sustainable electricity governance. The purpose of this research is to analyze law enforcement, obstacles, and efforts to overcome these obstacles against the operation of unlicensed power plants owned by palm oil companies in Siak Regency based on Law Number 30 of 2009 concerning Electricity. The method used is sociological legal research. Based on the research results, it is known that despite clear regulations in Law Number 30 of 2009 concerning Electricity, its implementation still faces obstacles. Several companies still operate power plants without official permits, and law enforcement actions tend to be reactive, with sanctions inconsistent. This demonstrates the need for cross-agency coordination and strengthened oversight mechanisms to ensure more effective law enforcement and a deterrent effect. Obstacles include limited resources, suboptimal coordination, and resistance from some companies, which have made the implementation of Law Number 30 of 2009 less effective. This indicates the need for a more integrated law enforcement strategy, increased oversight capacity, and community empowerment to create a deterrent effect for violators. Efforts to overcome these obstacles include inter-agency coordination, increased oversight capacity, simplified licensing procedures, and community participation, all complementary measures. A more structured coordination mechanism is recommended between the Environmental Agency, the Ministry of Public Works and Housing (DPMPTSP), law enforcement officials, and other relevant agencies. This will expedite prosecution of companies operating unlicensed power plants and avoid overlapping authority.

Abstract

Currently PDAM 3-phase water pump voltage monitoring is still manual, handling problems such as damage, loss of phase voltage, is difficult to detect quickly. However, this research aims to make it easier and save time in monitoring the voltage and current on the panel, especially when the voltage on one of the phases does not match the specified parameters. This research uses an experimental method, by testing the function of a series of tools using ESP32, PZEM 004T Sensor, I2C LCD Module, SSR Module, Buzzer, and the Telegram Bot application as data receivers. The research results show that this tool can identify problems that occur on the panel. The results of the measurement data for voltage readings on measuring instruments and sensors show an error rate in the R phase = 0.34%, S phase = 0.32%, T phase = 0.52% and comparison results in the current phase R = 6.7%, S phase = 2.3% T phase=3.56%. The sensors used to read voltage and current have a low error rate and are good to use.

Abstract

Monitoring weather parameters in agricultural fields is essential for improving cultivation efficiency and supporting data-driven decision-making. Farmers often face limited access to real-time microclimate information, highlighting the need for an autonomous and accurate data acquisition system that can operate reliably in the field. This study aims to design and evaluate a sensor-based weather monitoring system that measures temperature, humidity, light intensity, and rainfall conditions, with an emphasis on supporting precision agriculture in rural areas. Field testing was carried out at the Paccoka agricultural site in Watang Suppa Village, where 15 sets of measurements were collected using digital sensors and an RTC module. The results indicate high sensor accuracy, achieving 97.92% for temperature, 94.03% for humidity, and 96.56% for light intensity, while the rain sensor consistently detected surface moisture variations based on incremental water droplets. The developed system demonstrated stable performance and effectively captured real-time microclimate dynamics, making it suitable for implementation as an IoT-based environmental monitoring solution in agricultural applications.

Abstract

The coastal waters of Parepare City are surrounded by numerous food stalls whose wastewater and food residues are often discharged directly into the marine environment, leading to seawater pollution. Continuous monitoring is therefore required to assess water quality and support effective environmental management. This study aims to develop an Internet of Things (IoT)-based web server system for monitoring the seawater pollution index in the coastal waters of Parepare City. The research adopts a quantitative Research and Development (R&D) approach by integrating pH, turbidity, and Total Dissolved Solids (TDS) sensors to collect real-time water quality data. Sensor readings are transmitted to an IoT-based web server and processed to calculate the Water Pollution Index (WPI). Experimental results demonstrate that the system operates effectively under field conditions. Morning measurements produced a pH value of 6.9, turbidity of 2443 NTU, and TDS of 1179.1 ppm, resulting in a pollution index of 1.91, classified as lightly polluted. Afternoon measurements indicated a pollution index of 2.04 with increased turbidity, which also falls within the lightly polluted category. The proposed system provides a reliable solution for real-time monitoring of seawater quality in the coastal waters of Parepare City.

Abstract

The persistently low performance of Indonesian students in numeracy, as consistently reflected in national and international assessments, indicates that numeracy instruction in primary schools still confronts substantial challenges. This study aims to identify and analyze various strategies that have been implemented to enhance numeracy literacy among primary school students in Indonesia. Employing a Systematic Literature Review (SLR) approach, 31 peer-reviewed articles published between 2018 and 2024 were systematically reviewed. The procedure involved selection based on inclusion criteria, content coding structured around strategic components, and thematic analysis of the instructional approaches utilized. The findings reveal five dominant strategies: the use of interactive media, contextual-thematic learning, collaborative-community-based approaches, differentiated instruction, and the integration of digital technology. The results further indicate that the efficacy of numeracy literacy enhancement is largely dependent on the alignment of the chosen strategies with the specific student context, the proactive role of the teacher, and the comprehensive support provided by the school and family environments. This study concludes that effective numeracy strategies must be integrative, adaptive, and contextually grounded to adequately meet the demands of 21st-century mathematics education. These findings are expected to serve as a practical and conceptual reference for teachers, curriculum developers, and educational researchers in designing effective and sustainable numeracy interventions at the primary education level.
