Abstract

Act (Act) No. 41, 1999 concerning state forestry forests is one determinant of life supporting systems and sources of welfare. During the first 20 years of forest management by concessions have many negative issues, especially forest destruction and many concession holders who cease to operate before the time runs out. They argument there are potential for wood that has been exhausted, and some of them not extend the operating license for the second time becouse forests have been heavily damaged and its potential continues to decline.Under these conditions, the Government in this case the Ministry of Forestry tried to look for the new format and issue a wide range of policies to create an optimal model of forest management. One of the policies issued by the government is the establishment of Forest Management Unit (FMU) in every function of forest area. Hereinafter abbreviated Forest Management Unit (FMU) is the smallest unit of forest management according to the principal functions , which can be managed efficiently and sustainably.Scientific papers about the analysis of governance relationships of ex HPH areas management in Jambi Province namely as a guide for local governments for implementation of a good institutional relationship that is consistent and harmonious between KPHP and IUPHHK units. While the goal of scientific writing in order to formulate a governance relationship between IUPHHK and KPHP units.In the implementation of sustainable production forest management, organization of production forest area is the Unitary Production Forest Management (KPHP) while for protected area is KPHL and for conservation areas is KPHK. In the former concession areas that do not have the license holder, KPHP duty are: (1) conduct forest management ex-concession area. (2) describe the national forest policy, provincial and district forestry sector to be implemented in the management of the former concession area in units of KPH. (3) implement forest management activities in their areas ranging from planning, organizing, implementation and supervision and control. (4) carry out monitoring and evaluation of the implementation of forest management activities in the areas of ex-HPH. (5) investment opportunities in the former concession area in order to support the achievement of objectives of forest management and (6) social construction in the community around KPH.

Abstract

The density of mangrove cover is one of the factors that influence changes in shoreline both accretion and abrasion. This study aims to determine the effect of changes in density of mangrove cover on shoreline changes in 1989-2018 in the Coastal Province of Jambi. The method used is the interpretation of Landsat satellite images in 1989, 2000 and 2018 using NDVI (Normalized Difference Vegetation Index) and overlaying images to see shoreline changes and DSAS (Digital Shoreline Analysis System) to calculate the area of change. The results showed that there had been a change in shoreline both accretion and abrasion in several locations that had different mangrove densities in the period 1989-2018. The results showed that accretion occured in 6 locations with an average change of Kota Sebrang 771 m, Tungkal Ilir 240.65 m, Kuala Betara 153.73 m, Mendahara 167.78 m, Kuala Jambi 169.35 m and Nipah 57.3 m, while abrasion occurs at 2 locations with an average change in Sabak Timur -41.8 m and Sadu -36.55 m. Where in the 6 locations that had accretion, mangrove density dominantly was in a close-densed and moderate state and only a few are in a low-densed condition. Meanwhile, the 2 locations that had abrasion were in a moderate state and have a low density mangrove forest.

Abstract

Kesatuan Pengelolaan Hutan Produksi (KPHP) Limau Sarolangun adalah salah satu KPH yang terdapat di Provinsi Jambi tepatnya di Kabupaten Sarolangun. Salah satu permasalahan mendasar yang dihadapi kelembagaan KPHP Limau Sarolangun sejak berbentuk UPTD tahun 2012 sampai tahun 2017 adalah ketersediaan sumberdaya manusia berbasis kompetensi yang sangat terbatas, baik secara kuantitatif maupun kualitatif. Selanjutnya berdasarkan SK Menteri Tenaga Kerja dan Transmigrasi No 63 Tahun 2013 bahwa sektor kehutanan harus memiliki standar kompetensi kerja nasional. Berdasarkan UU No 23 tahun 2014 tentang pemerintah daerah, bahwa mulai Tahun 2017 kewenangan pengelolaan hutan produksi sudah berada di bawah kewenangan pemerintah provinsi, maka semua KPHP di provinsi Jambi menjadi tanggung jawab Dinas Kehutanan Provinsi Jambi. Berdasarkan hasil survei terhadap status pegawai 34 pegawai KPHP Unit VIII (Limau) Sarolangun hanya 10 orang berstatus PNS (29,4%) dan 24 orang berstatus Non PNS (70,6%). Berdasarkan kondisi status dan kepangkatan dalam srutuktur kepegawaian UPTD KPHP Unit VII masih jauh dari yang ideal. Berdasarkan pengalamam pelatihan kepemimpinan hanya 1 orang telah mendapat diklatpim III. Mengacu kepada aturan ekselonisasi UPTD dan jenjang struktural maka ketersediaan SDM pada KPHP Unit VII saat ini masih banyak belum memenuhi aturan struktural. Pemenuhan standar kompetensi SDM KPHP sebagai sebuah Unit Pelaksana Teknis Dinas Kehutanan Provinsi Jambi masih belum memadai dalam mengisi struktur dan strutural organisiasi UPTD KPH. Standar kompetensi SDM KPHP Unit VII Hulu (Limau) dalam kegiatan manajemen, konservasi, budidaya dan pengolahan hasil hutan masih sangat terbatas dan belum memenuhi standar kompetensi. KPHP sebagai unit bisnis Dinas kehutanan Provinsi Jambi memerlukan SDM yang memiliki kompetensi dalam hal pemanfaatan hasil hutan, dan enterpreneurship. Untuk peningkatan SDM KPHP dalam memenuhi struktural organisasi KPH sebagai sebuah UPTD Dinas Kehutanan Provinsi Jambi maka pelatihan kepemimpinan dan kepangkatan perlu dipertimbangkan karena kondisi SDM yang ada saat ini belum memenuhi syarat eksenlonisasi. Untuk memenuhi Standar Kompetensi SDM Untuk KPHP menuju mandiri maka sangat banyak diperlukan kegiatan pelatihan, workshop, kursus yang berkaitan dengan kegiatan KPH.

Abstract

The purpose of this study was to determine the benefit and value of mangrove forest ecosystems on Cagar Alam Hutan Bakau Pantai Timur in the Alang-alang village region, the concept of economic valuation used to quantify the total value of direct benefits and value of the indirect benefits that exist. This research was conducted by field observations and interviews on the field against the respondents using a questionnaire guide. Based on the results obtained mangrove forest ecosystem in the Alang-alang village region has a total economic benefit value of Rp 291.037.310/year with a value contributor greatest benefit is direct benefits value in the form of Non-Timber Forest Products (honey, catching fish, crabs, shrimp, and scallops). The calculation of direct benefits value that is by using the market price method, the results of direct benefit Rp 259.479.000/year. As for the indirect benefits valuation that an assessment of the ecological functions of the area as a seawater intrusion barrier to the success of the productivity of coconut plantation owned by the community with the method of productivity changes to the indirect benefits value obtained Rp 31.567.310/year. Total economic value can be used as a reference or a basis of comparison for the community and the government in determining the policy of the management and utilization of existing mangrove forests.

Abstract

The purpose of this study to analyze the social economic model behavior in the land utilization of in the Kerinci Seblat National Park (TNKS). The sampling method in this study using the Snowball Sampling method and obtained in both villages as many as 50 respondents as the head of the family. This type of research uses quantitative and qualitative approaches. The data analysis technique in this research is multiple linear regression using primary and secondary data obtained through structured interviews (questionnaires) with farmer farmer respondents. The results of the analysis conducted show that social economic factors together have a significant effect.
