Abstract

This study aims 1) To determine the effectiveness of PBB collection management in Saritani Village and 2) To determine the determinants of the effectiveness of PBB collection management in Saritani Village. This research will be conducted using a descriptive qualitative approach. Data collection techniques used are observation, interviews and documentation. There were 2 people who became research informants. The data analysis technique used is data reduction, presentation and conclusion drawing. The results of the study indicate that (1) The effectiveness of land and building tax collection in Saritani Village is not maximized because the implementation of collection is still not optimal because tax officials are considered not able to maximize both from the planning, driving, organizing and monitoring aspects which have not been effective. (2) The determining factor in collecting Land and Building Tax in Saritani Village is because there is still a lack of support for facilities that support the implementation of Tax collection in Saritani Village because Saritani Village is very wide. Even the very manual land and building tax collection system makes collection effectiveness not work well. Then due to the lack of awareness of taxpayers in paying land and building taxes.

Abstract

This study aims to determine 1) internal factors such as business management, business location, business capital, length of business and working hours that affect the income of Village-Owned Enterprises in Hulawa Village 2) To determine external factors that affect the income of Village-owned Enterprises in Hulawa Village such as natural resources, economic conditions, culture, security which affect the increase in Hulawa BUMDes income. This research is a type of descriptive research with a qualitative approach. The data analysis technique used is data analysis technique by processing data using the Miles and Huberman Models. The research informants were the Head of BUMDes, Secretary of BUMDes, Treasurer of BUMDes, Head of Hulawa Village and the Community (3 people). Data collection methods used in this study were observation, in-depth interviews and documentation. The data analysis technique used is data analysis technique by processing data using the Miles and Huberman Models. The results of the study are 1) Internal factors that have been optimal and have an effect on BUMDes income in Hulawa Village, Paguyaman District, Boalemo Regency are business location, business capital, length of business and working hours. But the business management factor is not yet optimal, because business management still needs to be improved, especially in BUMDes business management. 2) External factors that have been optimal and have influenced BUMDes revenue in Hulawa Village, Boalemo District, are local culture and the security of BUMDes management that has been supported. But the internal factors of natural resources and economic conditions are not optimal. Because the available natural resources have not been utilized properly while the economic conditions of the Hulawa Village community are the lower middle class such as farmers, traders and miner.

Abstract

Task commitment and organizational commitment are the main driver of individual and organizational performance in the public sector. This paper considers that regional heads who consistently use influence tactics in rational persuasive behavior will be positively correlated to task commitment and organizational commitment. The result of a survey on 165 heads of Regional Government Agency showed that only two tactics in rational influencing behavior namely rational persuasion tactic and inspiring tactic which are positively and significantly correlated to task commitment and organizational commitment of subordinates in local government of Gorontalo province.

Abstract

This study has a formulation that is: "Is there any effect of using social media on the work behavior of employees at the Wonosari sub-district office?". To answer this research question, an associative type of research is used with a quantitative approach with social media facebook as a variable (X) and employee work behavior as a variable (Y). premiere data collection was used through questionnaires which were distributed to 30 respondents with saturated sampling technique or all members of the population, namely the Wonosari sub-district office employees as sample members. The results of data collection were then analyzed using correlation and regression analysis techniques with the help of the SPSS version 17 application program. The results showed that there was no significant effect of social media on the work behavior of employees at the Wonosari sub-district office, with an influence contribution of 7.70% and the rest explained by regulatory factors. Thus, the researcher's hypothesis which states that there is a significant negative influence of social media on employee work behavior is proven and unacceptable, so that if the control of the use of social media is good, the work behavior of employees in the Wonosari sub-district office will also improve. Therefore, it is suggested that the leader can control the individual work behavior of employees in using excessive social media by conducting an objective and fair assessment process for all employees by including the aspects of managerial competence needed. So that the merit system in employee management can really be realized in order to realize a more professional government bureaucracy. The work behavior assessment can be carried out by detailing thoroughly and in detail about aspects of work behavior, including performance and leadership aspects such as teamwork skills, communication skills, initiative, and work responsibilities. So that the expected merit system of employee management can actually be realized in the Regional Government of Boalemo Regency, especially Wonosari District in order to realize a professional government bureaucracy. The work behavior assessment can be carried out by detailing thoroughly and in detail about aspects of work behavior, including performance and leadership aspects such as teamwork skills, communication skills, initiative, and work responsibilities. Abstract

Penelitian ini bertujuan menganalisis pemanfaatan data stunting dalam penyusunan Rencana Kerja Pemerintah Daerah (RKPD) Kabupaten Bone Bolango, sekaligus mengidentifikasi faktor pendukung dan penghambat integrasi data tersebut ke dalam kebijakan perencanaan pembangunan daerah. Stunting merupakan salah satu isu strategis pembangunan manusia yang masih menjadi prioritas nasional, dan Kabupaten Bone Bolango termasuk daerah yang menghadapi tantangan dalam upaya penurunannya. Ketersediaan data terkait prevalensi stunting relatif memadai, namun belum sepenuhnya terintegrasi secara sistematis dalam dokumen perencanaan tahunan. Penelitian ini menggunakan pendekatan kualitatif dengan desain case study, melalui wawancara mendalam dengan pemangku kepentingan kunci, analisis dokumen perencanaan, serta observasi partisipatif pada forum musyawarah perencanaan pembangunan (Musrenbang). Hasil penelitian menunjukkan bahwa pemanfaatan data stunting dalam RKPD masih terbatas karena fragmentasi sumber data, perbedaan metodologi pengukuran antarinstansi, serta koordinasi lintas perangkat daerah yang belum optimal. Di sisi lain, penerapan sistem informasi pembangunan dan dukungan regulasi memberikan peluang untuk memperkuat integrasi data dalam proses perencanaan. Kesimpulannya, penguatan tata kelola data stunting melalui koordinasi lintas sektor dan pemanfaatan sistem informasi yang terpadu merupakan prasyarat penting untuk menghasilkan perencanaan pembangunan yang lebih tepat sasaran serta mendukung pencapaian target penurunan stunting di Kabupaten Bone Bolango.

Abstract

The aim of this study was to determine the level of community satisfaction in village development performance in the Village Government of Hungayonaa, Tilamuta District, Boalemo Regency. The research method used in this research is a quantitative approach with this type of research using a survey. The study population was 1,066 families from 5 hamlets and the sample in the study was 87 people. The sampling technique used in this study is a non-probability sampling technique of purposive sampling. The data collection technique used in this study was a questionnaire or questionnaire and documentation. The data analysis technique used in this research is descriptive data analysis using a quantitative research approach. The results showed that the level of community satisfaction with the development performance of Hungayonaa Village, Tilamuta District, Boalemo Regency was still low, where the community's perception of village development performance was lower, namely 73.95% compared to community expectations, namely 80.48%. Of the two aspects of development assessed, the human aspect is lower than the physical aspect, namely 67.68% of human development performance. Meanwhile, the performance of physical development was 80.33%. This means that physical development is more dominant than human development.

Abstract

This study aims to analyze the effectiveness of the Regional Government Information System (SIPD) in supporting the synergy of development planning in Gorontalo City. A qualitative approach with a case study design was employed, utilizing data collection techniques such as in-depth interviews, observation, and documentation. The research informants included local government agencies and relevant stakeholders involved in the development planning process. Data analysis was conducted using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the implementation of SIPD has contributed to improving the integration of planning, budgeting, and development reporting in a more systematic and transparent manner. SIPD also enhances synergy among municipal, provincial, and central governments through policy alignment and data integration. However, its effectiveness has not been fully optimized due to technical constraints such as system stability and network access, as well as non-technical challenges including limited human resource capacity, data literacy, and institutional coordination. This study highlights that the effectiveness of SIPD is not solely determined by technological factors but also by organizational readiness, human resource capacity, and policy support. Therefore, optimizing SIPD requires a comprehensive approach through capacity building, strengthening technological infrastructure, and improving intergovernmental coordination. These findings provide empirical contributions to the development of data-driven governance and the enhancement of integrated development planning.

Abstract

This research aims to find out the workload of Doctors in the implementation of health services at Tani and Fishermen Hospital Boalemo regency. This research uses a descriptive type of research with a quantitative approach. The number of samples analyzed was 12 Doctors from 25 Doctors at Boalemo Regency Farmers and Fishermen Hospital with observation collection techniques, interviews, and questionnaires. Besides, the research results were analyzed with Workload Indicator Staffing Needs (WISN) analysis techniques. The results showed that the available working time of doctors in health services at Tani Hospital and Boalemo Regency Fishermen in each poly is different. The highest available working time in the implementation of health services is the Internal Medicine Specialist with 1,981 hours/year and the lowest Doctor of Heart and Blood Vessels with 161 hours/year. With the highest standard workload activities, doctors in 23,772 hours/year for old patients and 11,886 hours/year for new patients. The lowest workload was 1,806 hours/year for old patients and 1,204 hours/year for new patients. Minimum standard of at most 0.27 or 27% for Pediatricians, Internal Medicine Specialists, Surgical Specialists, Obgyn Specialists, Dental Specialists, Neurologists, Skin and Genital Specialists, and ENT Specialists. Then 0.28 or 28% of the standard of relaxation of ophthalmologists and 0.30 or 30% of the standard of the leniency of Heart and Blood Vessel Specialists from the total working time is available to perform additional activities so that the needs of Doctors in health services at Boalemo Regency Farmers and Fishermen Hospital are 1 Doctor in Poly Surgery, Eye, Heart and Blood Vessels and 2 Doctors in Dental Poly.

Abstract

Population administration is a fundamental public service that ensures citizens' legal identity and access to social protection. This study aims to evaluate the implementation of population administration services in Bunga Village, Bone Raya Sub-district, Bone Bolango Regency, focusing on the integration of the Population Administration Information System (SIAK) and the quality of frontline service delivery. Using a qualitative descriptive approach, data were collected through in-depth interviews with village officials and community members, field observations, and documentary analysis. The findings reveal that Bunga Village has successfully modernized its administrative workflow through SIAK, enhancing data accuracy and processing efficiency. A key highlight is the village's "zero-cost" policy, which ensures inclusive governance and equitable access for all residents. However, the study identifies a significant "digital divide" characterized by unstable network connectivity, which hampers real-time online operations. To mitigate this, village officials adopt a proactive "manual bypass" strategy by physically delivering documents to the Public Service Mall (MPP). The study concludes that while technological adoption is vital, human-centric bureaucratic responsiveness remains the primary driver of service quality in resource-constrained rural environments. Continuous infrastructure improvement and professional staff training are recommended to sustain these administrative advancements.
