Abstract

Evaluasi teknis merupakan tahapan yang penting dalam proses pemilihan konsultan, karena hasil dari evaluasi tersebut akan menghasilkan peringkat teknis yang kemudian digunakan dalam menentukan konsultan pemenang. Didasari oleh kepedulian dan rasa ingin tahu terhadap proses pemilihan jasa konsultansi khususnya pada tahap evaluasi teknis maka dilakukan penelitian guna mengetahui faktor-faktor penilaian berdasarkan peraturan yang berlaku dan juga fakta yang terjadi di lapangan. Disamping itu penelitian ini juga membandingkan antara hasil evaluasi teknis yang telah dilakukan oleh panitia pengadaan dilapangan dengan metode pengambilan keputusan yang berdasar pada pedoman evaluasi yang berlaku. Penelitian ini dilakukan dengan data evaluasi teknis yang telah dilakukan oleh panitia pengadaan khususnya pada direktorat jenderal penataan ruang, kementerian pekerjaan umum. Data tersebut dianalisis dengan metode pengambilan keputusan yaitu AHP (analytical hierarcy process) dan TOPSIS (Technique For Others Reference by Similarity to Ideal Solution).Kata kunci : Evaluasi Teknis, Pemilihan Konsultan, Metode Pengambilan Keputusan, AHP, TOPSIS

Abstract

Abstract The port is an infrastructure that connects land and sea transportation modes, which greatly affects the movement of goods and passengers. The construction or development of a port requires an in-depth study, because it is associated with large costs. Several parameters are needed to conduct a feasibility study for the construction of a port, which includes the demand for loading and unloading of goods and ship visits. In this study, a feasibility study was conducted on the construction of a port in East Kalimantan Province. This study shows that the planned development of a port in East Kalimantan Province is economically feasible but not financially viable. Abstrak Pelabuhan merupakan infrastruktur yang menghubungkan moda transportasi darat dan moda transportasi laut, yang sangat berpengaruh terhadap pergerakan barang dan penumpang. Pembangunan atau pengembangan suatu pelabuhan memerlukan kajian yang mendalam, karena terkait dengan biaya yang besar. Diperlukan beberapa parameter untuk melakukan kajian kelayakan pembangunan suatu pelabuhan, yang mencakup kebutuhan bongkar muat barang dan kunjungan kapal. Pada studi ini dilakukan kajian kelayakan pembangunan suatu pelabuhan di Provinsi Kalimantan Timur. Studi ini menunjukkan bahwa rencana pembangunan suatu pelabuhan di Provinsi Kalimantan Timur layak secara ekonomi tetapi tidak layak secara finansial. Kata-kata kunci: pelabuhan; kelayakan pembangunan; kelayakan ekonomi; kelayakan finansial.

Abstract

Contractor selection is a decision characterized by multiple objectives. Project owners want to minimize possible project costs but they also want contractors to be able to complete work on time and meet acceptable quality standards. The methods used in this research are Questionnaire, Microsoft Excel, and Statistical Package for the Social Science (SPSS). The purpose of this research is to identify the risks that may or may occur in the implementation of water resources construction projects based on the bid price against the owner estimate to determine the actions that must be taken to prevent and handle the risks that occur in the implementation. The results of the analysis of the 27 (twenty-seven) risk variables above, several risk variables have a high value (high risk), meaning that the risk has the potential to occur in the implementation of water resources construction projects, both at the bid price < 80% owner estimate and the bid price > 80% owner estimate.

Abstract

Indonesia is the largest archipelago country in the world located at the confluence of four tectonic plates. This condition makes Indonesia potentially and become vulnerable to natural hazard that have a significant impact and reach various sectors. One of the impacts of natural hazard that occurred in Indonesia is the education sector. This natural hazard has an impact on the physical building of schools and also hinders the process of teaching and learning, causing trauma, and even fatalities at school. The Indonesian Institute of Sciences (LIPI) through the Community Preparedness (COMPRESS) program inaugurated disaster preparedness education at the school community level. In 2008, LIPI began implementing disaster risk reduction by developing a model of disaster preparedness schools. Then LIPI published Guidelines for Implementing Disaster Preparedness Schools in 2013. This guide does not yet have a specific Knowledge and Attitude category and can be used as a reference. Therefore, the development of the Disaster Preparedness School Implementation Manual needs to be done. The development of this measuring instrument was analysed by compiling a comparison matrix using the AHP method so as to produce a new development system from the Knowledge and Attitude assessment category. This study produced 3 sub-categories of Knowledge and Attitude assessment, namely (1) Standard Operating Procedure (SOP) for Teaching and Learning Disasters with a weight of 33%, (2) Knowledge about Disasters and Disaster Management with a weight of 43%, and (3) Knowledge Access About Disasters and Disaster Management with a weighting of 24%. Such approach can be used in advancement of others variables of measuring tool for school preparedness.
