Abstract

This reserach will discusse about effort of Non-Government Organization PeacePlayer International in Cyprus, 2008-2014 .Cyprus until now still hit by conflict and secession. Conflict in the Republic of Cyprus is from 13 new amendments proposed by the President of the Republic of Cyprus. This amendment was rejected by the representative of the President of the Republic of Cyprus as it is considered detrimental to the ethnic Turkish and manufacture without involving the vice president. Conflicts two leaders then have an impact on society and the parliament of the Republic of Cyprus. violence in almost every city in the Republic of Cyprus, the presence of organizations that represent each ethnic Greek and Turkish involvement and further aggravate the security situation in Cyprus, so in 1983 the ethnic Turkish declare independence. This independence is not recognized by the international community. This research use the perspective of pularalism with two-track diplomacy theory supported by the concept of peacebuilding and international organization. In the case of Cyprus non-government ornagization PeacePlayer International act as third party actor bridging dialoge between communities at the grassroots level. Abstract

This research is trying to explain about the policy of United States of America that send a Private Military Company to Iraq in 2011. United States is the country that has invaded Iraq in 2003 since begining until the end of the war united state has use a Private Military Company to help and make a contribute for the war in Iraq.This research is using realism perspective,realism is a perspective that explain about the national security concern in the world of anarchy international politics.This research is also using national interest theory which is explain why national sustainability matters.Private Military Company was involved in much operation freedom in Iraq, because they are hire by United State of America itself ,even after that invaded lot of army from United State was going back to America and taking demilitarization in their homeland but not for the Private Military Company it’s because United State still need their bargaining in Iraq and they need something that can be useful later.Preventif action that United State made to Iraq, after the invaded was one of the scenario that united state ever made, because there is still other reason for United State to make a policy and it should be something useful and after the invaded United State made a decision to recovery and reconstruction for Iraq it is one of the reason why United State of America send a contractor or Private Military Company in Iraq.Keyword: Private Military Company, ratified, hegemony, national interest, foreign policy, violate, superiority

Abstract

The ongoing conflict in Palestine has had a devastating impact, especially on children who are the main victims of violence and instability. UNICEF, as an international organization responsible for the protection of children's rights around the world, including in Palestine, faces various challenges in carrying out its mission. This study aims to analyze the obstacles faced by UNICEF in dealing with children affected by conflict in Palestine during the period 2022-2024. The research method used is qualitative with a case study approach, where data is collected through literature review, official reports from UNICEF and related international organizations, and interviews with experts and humanitarian practitioners. The research focused on two main aspects: political and security conditions affecting UNICEF's operations, and resource and logistical limitations impacting program effectiveness. The research revealed that the unstable and frequently changing political situation is a major obstacle for UNICEF in implementing its programs. Tensions between political groups and restricted access to isolated areas hamper the distribution of humanitarian aid and health services. Aid programs designed to meet children's basic needs are often hampered by inadequate infrastructure and restricted movement. This study concludes that to improve the effectiveness of UNICEF's work in Palestine, a more inclusive policy and an adaptive approach to the dynamics on the ground are needed. Abstract

The World Food Programme is the largest humanitarian organization helping to combat the world's food crisis by providing food aid in emergencies, and working with communities to eliminate malnutrition and build resilience. Madagascar, a low-income country with more than 1.3 million people, faces severe hunger in 2021. In this case, WFP is here to help address the food crisis in Madagascar through the Madagascar Country Strategic Plan (2019-2024). This research uses the International Organization theory and the Group Analysis level. This theory explains how the role of international organizations, which not only makes policies, but must carry out every activity that becomes a policy in fulfilling its responsibilities as an international organization. The research method used is a qualitative method with data collection techniques obtained from literature studies. The results show that the World Food Programme has played an active role in dealing with the problem of the food crisis in Madagascar. Based on the theory of International Organizations put forward by Teuku May Rudi, there are three roles, namely as a forum for cooperation, as a means of negotiation, and as an institution that carries out its work program. First, as a forum, where WFP cooperates with the Government of Madagascar to deal with the food crisis that occurred. Second, WFP as a facilitator of negotiations between the government of Madagascar and the government of Madagascar.

Abstract

The emergence of conflict that occurred on April 15 2023 in Sudan caused many Sudanese people to become victims. The increasing violence coupled with the collapse of the health system in Sudan has resulted in many victims injured due to conflict as well as patients with complaints of other illnesses experiencing a health crisis to recover their condition. Medecins Sans Frontieres (MSF), which is an international non-governmental organization, is present in Sudan to help overcome the health crisis that is occurring in that country. This research analyzes the role of MSF in helping overcome the health crisis in Sudan amidst the current conflict situation. This research is qualitative research with secondary data collection methods through journals, news, official websites and MSF's official social media. In analyzing the role of MSF, this research uses the theory of the role of NGOs (Non Governmental Organization) put forward by David Lewis and Nazneen Kanji. The results of this research show that MSF as an international NGO has two roles in Sudan during the 2023-2024 conflict period, namely as implementer and partner. As an implementer, MSF plays a role in distributing goods and services to Sudanese citizens who are experiencing a health crisis. MSF's role as a partner is to collaborate, especially with the Sudanese Ministry of Health, to help overcome the current crisis conditions. Abstract

The rise of China has been a major determinant in the rise of the Quad initiative and the group's new initiatives in aggressive foreign policy. Australia's approach to the Quad has changed significantly since participating in the Malabar naval exercises in 2007. The formulation of the problem in this study is how Australia's involvement in the Quad (quadrilateral security dialogue) and its implications for Australia's defense and security policy. The purpose of this study is to analyze what interests Australia has in being involved in the Quad and the implications of Australia's membership in the Quad for foreign policy. The theory used is the Alliance Theory. This study uses a qualitative method, with data collection techniques through literature studies sourced from several books, journals, articles, websites. This study uses a document-based research study method, namely a research method carried out by analyzing documents that have a high level of relevance to the topic being studied. Australia in the Quad can collaborate to fund infrastructure projects in the Indo-Pacific, create business opportunities for Australian companies, so that it has an agenda to improve connectivity in the Indo-Pacific region, which includes transportation, communications, and digital trade, so as to grow the economy and strengthen defense and security for Australia itself. Abstract

This research discusses the role of the Food and Agriculture Organization (FAO) in dealing with the food crisis in Afghanistan in 2018-2023. The food crisis in Afghanistan, which reached its peak in 2018, requires the role of international organizations such as FAO. This research aims to analyze FAO's actions in addressing the crisis. FAO runs programs that have had significant results in reducing food insecurity levels, including rebuilding water management systems for agricultural success, accessing roads, strengthening river banks, and implementing river flow management activities. FAO also collaborates with various parties and provides technical and financial assistance to Afghanistan. FAO supports the Afghan government in setting zero hunger as a development priority and enhancing zero hunger policy programs through capacity building, advocacy, public awareness, and the establishment of food security and nutrition committees. The results of this paper indicate that FAO plays an important role in helping to deal with the food crisis in Afghanistan by providing emergency and food security assistance, rehabilitating agricultural infrastructure through the IRDP program, servicing the food and nutrition sector. This has resulted in a significant decrease in the number of Afghans experiencing acute food insecurity, from 23 million in 2022 to 14.2 million in 2024. Abstract

CTI-CFF is a form of multilateral cooperation that Indonesia utilizes to strengthen maritime security through conservation and sustainable management approaches. This study aims to analyze Indonesia's strategy in improving maritime security through the implementation of CTI-CFF programs. This study employs a descriptive qualitative approach with an institutional neoliberalism theoretical framework. The primary focus is on the role of institutions in creating cooperation mechanisms that foster trust, transparency, and compliance in addressing transnational maritime challenges. The results of this study show that through three main programs, Indonesia has successfully utilized CTI-CFF not only for conservation purposes but also as a strategic instrument in addressing non-traditional maritime security threats. Indonesia's active involvement in this institution strengthens its diplomatic position and reflects its consistency in maintaining collective regional stability. Abstract

This study examines the implementation of defense offsets in the joint development of the KF-21 Boramae fighter jet between Indonesia and South Korea. Using qualitative methods and theoretical frameworks of international cooperation and defense diplomacy, the research focuses on three aspects: (1) Indonesia’s offset policy under Law No. 16/2012, (2) the dynamics of the KF-21 Phase II project (2012-2023), and (3) the project’s significance for Indonesia’s national interests. Findings reveal that while Indonesia secured 15% industrial participation via direct offsets (technology transfer, human resource training, and component manufacturing), the initial 20% target was unmet due to U.S. technology restrictions under the Defense Technology Security System (DTSS). Rational actor model analysis indicates Indonesia’s commitment to continue the project stems from strategic calculations, including defense industrial capacity building, international reputation enhancement, and reduced reliance on arms imports. The study recommends strengthening legal offset frameworks and diversifying partners to mitigate future geopolitical risks. Abstract

Simpang Petai village was formed due to the expansion of the village in 2008.  As a new village, Simpang Petai lacks facilities to face the challenges of implementing village development. The level of understanding and skills of the village officials for planning system is still very low.  The participation of UMKM in the implementation of village development needs to be carried out and strengthened as one of the bases of village stability and the driving force for improving the village economy.  The PkM Team of the Riau University Village Development Program, as Technical Assistance, helped solve village problems.  Inventarisasi PkM team, compile activities systematically and continuously, to improve the understanding and skills of officials and village communities in the process of preparing and implementing participatory village development planning. The forming of active participation of young people, as drivers of village UMKM, in development as the basis for the resilience of rural communities and the driving force of the village economy.  The activities of Advanced Welding Skills Practice, which with Product orientation, and Management Activities website Desa as the basis for village planning for Community Services and Marketing of Local Products succeeded in improving the economy of UMKM ABSTRAKDesa Simpang Petai terbentuk karena pemekaran desa tahun 2008. Sebagai desa baru, Simpang Petai minim fasilitas menghadapi tantangan melaksanakan pembangunan desa. Tingkat pemahaman dan keterampilan Aparat desa menyusun sistem perencanaan desa masih sangat rendah. Partisipasi UMKM dalam pelaksanaan pembangunan desa perlu dijalankan serta diperkuat sebagai salah satu basis stabilitas desa dan motor penggerak peningkatan Perekonomian desa. Tim Kegiatan Pengabdian Masyarakat Program Bina Desa Universitas Riau, sebagai Technical Assistance, membantu menyelesaikan permasalahan desa. Inventarisasi tim PkM, menyusun kegiatan secara sistematis dan berkesinambungan, yaitu untuk meningkatkan pemahaman dan keterampilan Aparat dan masyarakat desa pada proses penyusunan dan implementasi perencanaan pembangunan desa yang partisipatif. Terbentuknya partisipasi aktif para pemuda, sebagai penggerak UMKM desa, dalam pembangunan sebagai basis ketahanan masyarakat desa dan motor penggerak Perekonomian desa. Kegiatan Praktik Keterampilan Pengelasan Lanjut, yang dengan orientasi Produk, dan Kegiatan Pengelolaan website Desa sebagai basis perencanaan desa untuk Pelayanan Masyarakat dan Pemasaran Produk Lokal berhasil meningkatkan ekonomi UMKM.
