Abstract

Determination of temporary shelters garbage (TPS) and the final disposal site (TPA) is a very important, that pile of garbage does not interfere the daily activity of society, their comforts, and the beauty of the city. City government has set the TPS at all kelurahan, such as in Kota Jakarta Timur.  There are a number of polls spread over 60 kelurahan and 10 districts. Meanwhile, the TPA is available only 3 locations spread and allocated to accommodate waste from around the TPS in Jakarta. Therefore in this study developed a model of urban waste disposal site selection based on their shortest distance using binary integer linear programa method with the help of microsoft excel solver. As for the data used in them is the location of the TPS and TPA, as well as the distance between them, which is derived from Dinas Kebersihan Jakarta Timur, Central Board of Statistics (BPS), and google maps. Optimization model is expected to help the government in determining the exact location of each TPA TPS.

Abstract

The bin packing problem is a classic combinatorial optimisation problem that is widely used in various applications such as assembly line balancing, scheduling, and time-tabling. Metaheuristic algorithms can provide solutions to these problems faster than exact methods. Bees Algorithm, a metaheuristic algorithm inspired by the foraging activity of bees, is known for its performance in solving optimisation problems. To our best knowledge, this is the first use of the Bees Algorithm to solve a bin packing problem. In this paper, we use the basic Bees Algorithm to demonstrate near-optimal solutions and measure the accuracy of solutions to the one-dimensional bin packing problem. The algorithm procedure and parameter settings are set following the previous research. Benchmark datasets are used in the experiment, and accuracy is measured. The results indicate that the basic Bees Algorithm for bin packing problems and previous research on travelling salesman problems produce similar accuracy results.

Abstract

Rumah sakit XYZ merupakan rumah sakit umum pemerintah tipe A yang bekerja sama dengan BPJS kesehatan, sehingga setiap pasien BPJS memiliki hak untuk mendapatkan pelayanan secara gratis dari pihak rumah sakit. Biaya pelayanan rumah sakit untuk pasien BPJS ditanggung pihak BPJS dengan besaran biaya yang ditetapkan melalui hasil coding system Tarif INACBGs milik BPJS. Salah satu jenis pelayanan rumah sakit XYZ untuk pasien BPJS adalah bedah operasi tulang di departemen Orthopedi dan Traumatologi. Pada bedah operasi tulang, terdapat tindakan ORIF yang memakan biaya cukup tinggi karena menggunakan bahan habis pakai pada prosedur operasinya. Salah satu jenis tindakan ORIF adalah tindakan Distal Medial. Berdasarkan data, besaran biaya tindakan Distal Medial melalui hasil coding system Tarif INACBGs BPJS rata-rata hanya ditanggung dibawah 50% saja oleh pihak BPJS, sehingga sisanya menjadi kerugian pihak rumah sakit XYZ. Penelitian ini bertujuan untuk menganalisis risiko-risiko penyebab tingginya biaya tindakan Distal Medial mulai dari identifikasi, analisis, evaluasi, dan mitigasi. Simulasi Monte Carlo dilakukan untuk mengetahui berapa biaya rata-rata yang akan terjadi sebelum dan sesudah mitigasi dilakukan. Berdasarkan identifikasi risiko, terdapat 12 indikator risiko yang mempengaruhi tingginya biaya Distal Medial. Dari hasil pemetaan risiko terdapat 3 risiko ekstrim, 3 risiko high risk, 2 moderate risk dan 4 low risk. Setelah dilakukan mitigasi risiko pada semua kelompok risiko, dengan melakukan simulasi Monte Carlo diperoleh rata-rata biaya Distal Medial menjadi sebesar Rp 61.889.153,- atau terjadi penurunan sebesar 31,06 % dari rata-rata biaya Distal Medial sebelum mitigasi yang sebesar Rp 89.773.175,-. Dengan penurunan rata-rata biaya tersebut, maka persentase selisih bayar yang dialami oleh pihak rumah sakit XYZ pun mengalami penurunan dari 63,2% menjadi 46,6%, dimana angka tersebut sudah sesuai dengan harapan manajemen pada kisaran 40-50%.
