Abstract

Digital transformation is essential for modernizing public procurement systems, particularly within the Procurement Unit of the Ministry of Finance of the Republic of Indonesia (UKPBJ Kemenkeu). This paper explores the strategic design and implementation of such transformation, emphasizing its role in fostering efficiency, transparency, and sustainability in procurement processes. A qualitative approach was employed, analyzing the integration of digital tools and strategies across four foundational pillars: changes in work patterns and governance, business process simplification, human resource empowerment, and a data-driven approach. Data were collected through organizational records, interviews, and case studies of the implemented initiatives. The transformation strategy yielded five interrelated initiatives that culminated in eleven synergistic innovations. These initiatives streamlined procurement workflows, enhanced inter-agency collaboration, and improved decision-making through real-time data analysis. The findings highlight the importance of aligning digital transformation with organizational goals and stakeholder needs. Key success factors included leadership commitment, cross-functional collaboration, and adaptive capacity-building efforts. The digital transformation efforts at UKPBJ Kemenkeu have significantly improved the effectiveness and efficiency of procurement processes. These innovations provide sustainable benefits for the organization and its stakeholders, positioning the unit as a model for inclusive and accountable public procurement.

Abstract

Generation Z's use of technology in health services is very significant in various aspects, including access to information, health services, and interactions with doctors or other health workers. The Republic of Indonesia has guaranteed health for all generations in the implementation of the health service system through the 1945 Constitution and Health Law number 17 of the year. This study aims to determine the factors that influence the level of generation Z sick visits to health service centers in Bima Regency, NTB. The importance of conducting this research is because the level of sick visits by generation Z at health service centers in Bima Regency is not yet optimal and the use of smart phones by generation Z in accessing health information is indicated by the low number of visits by Generation Z which can hinder the realization of the vision of a golden Indonesia 2045. Research according to the level of explanation consists of: Associative research is research that focuses on finding relationships between one variable and other variables. Selection of informants based on theory or theoretical sampling is suitable if the main objective of data collection is to develop a substantive theory. The informants in this research were 23 people. The selection of informants in qualitative research is completely determined by the researcher, so it is often called purposeful sampling, namely selecting informative cases (information rich cases) based on the strategy and objectives that the researcher has set, the number of which depends on the study objectives and resources (Heryana, 2018). Collecting data obtained from the results of interviews and observations as well as documentation recorded in field notes, data reduction with the aim of concluding the data then sorting the data into units of concepts and categories and certain themes, and presenting data which has been reduced and categorized and represented in a form that is easier to understand. This research was carried out by reducing data, displaying data and drawing conclusions to the point of saturation. In Bima, Generation Z who are active in the digital world and social media prefer to seek health information independently through health applications and social platforms such as Tik-tok and Instagram, rather than coming directly to health facilities, especially for minor health problems. in Bima Regency. Factors such as distance, condition of road infrastructure, availability of transportation, and location of health facilities greatly influence the ease or difficulty of access. Generation Z tends to look for health facilities that are close, have complete services, or are more strategic to save time and energy. As a group transitioning towards financial independence, Generation Z tends to consider the cost of health services, availability of insurance, and quality of facilities before deciding on treatment.

Abstract

Background: The high incidence of obesity also occurs in children with a prevalence that continues to increase from year to year. Local socio-cultural aspects are often the cause of obesity in children. Sometimes the promotive and preventive efforts that are carried out experience obstacles from the socio-cultural aspect. Objectives: This study aims to synthesize research findings regarding socio-cultural aspects of health promotion efforts in the incidence of childhood obesity. Research Metodes: The study in this study was conducted using systematic review methods and meta-synthesis studies. The data search was carried out using 3 (three) databases, namely PubMed, Science Direct, Taylor & Francis with certain keywords and the 2017-2021 research study range. Results: There are several socio-cultural aspects related to the incidence of obesity in children, namely peers, home environment, school environment, access, and economy. Conclusion: Socio-cultural aspects have both positive and negative influences on promotive and preventive efforts in cases of childhood obesity, therefore the socio-cultural aspects must be a serious concern in solving local specific problems.

Abstract

Taxes obtained can directly finance all state activities. State revenues, while coming from tax revenues, are also obtained from revenues outside of taxes which consist of 3 parts, which can be seen as income, capital or money to finance total government activities as shown in Law Number 17 of 2003 concerning State Finance, which can be explained in principle as follows. First, State revenues are derived from tax revenues. Second, non-tax government revenue. Thirdly, government revenue from grants. The third principle is referred to as state revenue from the tax sector and is still the largest source of revenue for state revenue. Research objectives in this paper are issues concerning taxation provisions; the application of the ultimum remedium is highly dependent on the prevailing priority scale with its main emphasis on optimizing state revenue, and not on the so-called criminal aspect; with the main reason being that the perpetrators of tax crimes should be responsible and continuously return or repair all losses incurred as a result of their mistakes. The method used is normative legal research by elaborating field data with secondary data in the form of primary, secondary and tertiary legal materials to be analyzed qualitatively. The results to be achieved in this study are willing to develop an overall understanding of tax court decisions as an ultium remedium effort for taxpayers. The application of the ultimum remedium principle directly is to increase state revenue, especially revenue in the sector.

Abstract

This paper examines microorganisms causing damage to rock arts in Leang Pettae, Maros Karst Area, South Sulawesi. The damage is indicated by a layer of white sediment on the cave walls and rock arts. This research aims to identify the microorganisms that cause the damage and to determine the preservation strategy for the rock arts. Microorganism samples were taken from the area around the damaged hand stencils and figurative paintings of babirusa (Babyrousa). The samples were cultured on PDA (Potatoes Dextrose Agar) medium at the Biology Laboratory of the Agency for Borobudur Conservation. The analysis identifies fungus from the genus Paecilomyces, which thrives in humid and wet conditions, and produces protease enzymes that affect the organic elements of the rock arts. To preserve the rock arts in Leang Pettae, it is suggested to control temperature and humidity, prevent air pollution, and limit human activities inside the cave.

Abstract

Belis dalam istilah didesa nanga mbaur disebut sebagai prongkosan perkawinan yakni, salah satu tradisi dengan bertujuan untuk melaksanakan perkawinan yang sah, dalam hal ini belis juga sebagai tuntutan adat yang telah menjadi budaya turun temurun serta bagian kehormatan tertinggi dalam kehidupan bermasyarakat wabil kusus di desa nanga mbaur, Dalam praktik keseharian didesa nanga mbaur besarnya jumlah belis atau perongkosan perkawinan merupakan salah satu masalah yang mendapat reaksi berbagai kalagan serta kendala bagi masyarakat didesa nanga mbaur dalam melaksanakan perkawinan, dalam hukum Islam jumlah belis bukanlah sesuatu hal yang mutlak yang harus dipenuhi dalam perkawinan, lalu bagaimana dengan penetapan jumlah belis dalam perkawinan di desa nanga mbaur prespektif maslahah. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan metode deskriptif analitis dengan mengumpulkan data-data yang bersifat konseptual dan dianalisis dengan metode miles dan huberman. Tulisan ini mendeskripsikan tentang penetapan jumlah belis dalam perkawinan yang selama ini terjadi karena kurangnya pemahaman tentang konsep pernikahan dalam islam, serta penetapan jumlah belis dalam perkawinan terlalu besar dan memberatkan bagi pria laki-laki, hasilnya adalah banyak kalangan masyarakat menunda pernikahan Karen alasan biaya pernikahan terlalu besar, sangat tidak dianjurkan karena akan menjerumus kepada hal yang mengarah pada kemaksiatan, sedangkan memudahkan pernikahan dengan tidak memberatkan adalah perbuatan yang mulia.

Abstract

The implementation of carbon tax has been postponed twice by the government based on the mandate of Articles 13 and 17 of Law No. 7/2021 on Harmonization of Tax Regulations. However, it is unclear how long these delays will last, raising questions about compliance with existing regulations. The postponement of carbon tax implementation based on existing regulations in the Harmonization of Tax Regulations raises concerns regarding compliance with the mandate of the law. The reason for the delay given by the government also needs to be further evaluated to ensure policy consistency and transparency in decision-making. This research aims to analyze the postponement of carbon tax implementation based on the regulations listed in the Taxation Regulations Harmonization Act, as well as identify the reasons for the postponement given by the government. This research method uses normative juridical, qualitative methods by reviewing literature, related rules, and regulations,Reasons for the delay given by the government include caution against a fragile economic recovery and a spike in energy prices. However, these reasons were also used to postpone the increase in the value-added tax (PPN) rate, potentially raising questions about compliance with regulations.
