Abstract

ABSTRAK Pelanggaran lalu lintas di wilayah hukum Polresta Bandar Lampung pada tahun 2012 berjumlah 12.590 kasus dan sampai bulan Agustus 2013 telah terjadi pelanggaran mencapai 8.373 kasus. Jumlah pelanggaran yang tinggi ini, diikuti dengan penyitaan barang bukti pelanggaran lalu lintas oleh kepolisian yang berupa kendaraan bermotor yang bersangkutan, SIM atau STNK. Sehubungan uraian di atas, peneliti tertarik melakukan penelitian dengan permasalahan: Bagaimanakah pelaksanaan kewenangan kepolisian dalam melakukan suatu tindakan penyitaan terhadap barang bukti pelanggaran lalu lintas dan Apakah faktor penghambat pelaksanaan kewenangan kepolisian dalam penindakan pelanggaran lalu lintas. Penelitian ini menggunakan metode pendekatan yuridis normatif dan pendekatan yuridis empiris. Hasil penelitian dan pembahasan menunjukan bahwa: Kewenangan kepolisian dalam melakukan penyitaan barang bukti pelanggaran lalu lintas Kota Bandar Lampung dilakukan terhadap Surat Izin Mengemudi (SIM), Surat Tanda Kendaraan Bermotor (STNK) dan kendaraan bermotor bersangkutan. Bagi pengendara kendaraan bermotor tidak membawa SIM saat pemeriksaan kendaraan bermotor, polisi dapat menyita STNK. Penyitaan terhadap kendaraan bermotor dilakukan apabila kendaraan tidak dilengkapi oleh surat-surat kendaraan, pengendara tidak memiliki SIM, terjadi pelanggaran persyaratan teknis dan laik jalan, kendaraan bermotor diduga berasal dari hasil tindak pidana atau digunakan untuk melakukan tindak pidana dan kendaraan yang terlibat kecelakaan lalu lintas. Faktor-faktor penghambat pelaksanaan kewenangan kepolisian dalam penindakan pelanggaran lalu lintas di Kota Bandar Lampung adalah masih kurangnya rambu-rambu lalu lintas, pengetahuan masyarakat tentang hukum lalu lintas yang masih kurang dan jumlah petugas polisi lalu lintas belum proporsional.                                                                                  Kata kunci: kewenangan kepolisian, penyitaan barang bukti, pelanggaran lalu lintas

Abstract

Faktor-faktor penghambat pelaksanaan kewenangan kepolisian dalam penindakan pelanggaran lalu lintas di Kota Bandar Lampung adalah masih kurangnya rambu-rambu lalu lintas, pengetahuan masyarakat tentang hukum lalu lintas yang masih kurang dan jumlah petugas polisi lalu lintas belum proporsional.                                                                                  Kata kunci: kewenangan kepolisian, penyitaan barang bukti, pelanggaran lalu lintas

Abstract

Bogor Regency is among the top three regions with the highest unemployment rate in West Java Province after Bogor City and Cimahi City (Open Unemployment Rate / TPT data released by BPS West Java Province as of August 2022). Therefore, efforts are needed to reduce the unemployment rate. The importance of job preparation for trainees requires an appropriate approach in the recruitment and selection process to ensure the suitability of participants with the programs offered. The purpose of implementing this community service is to increase participants' knowledge and skills in making job application letters and ATS CVs, improve skills in taking psychological tests and interview techniques, improve skills in building leaderless group discussions and equip soft skills to support job preparation. The method of implementation is through training which includes lecture, simulation, discussion and practice methods so that participants really understand and are able to apply well. The participants of the community service program consisted of 41 participants from the Bogor Regency Job Training Center (BLK). The results obtained from community service activities are an increase in the participants' understanding and skills in making CVs, application letters, taking psychological tests, conducting interviews, FGDs and soft skills. This is reinforced by the positive response and satisfaction level of the participants as well as the increase in post test scores. Keywords: Recruitment, Training, Skills, Job Selection

Abstract

Adaptive performance is crucial for boosting the performance of public organizations. The Ministry of Manpower (Kemnaker), as the leading public organization responsible for the employment sector, needs to improve organizational governance and human resource adaptability to address the challenges of current environmental changes. This study aims to determine the role of workforce agility and perceived organization support on adaptive performance at public sector organizations in the manpower sector. The research method used was quantitative, with data collection through a survey. The population in this study was all civil servants (ASN) in the Ministry of Manpower of the Republic of Indonesia, using a purposive sampling technique, involving 93 respondents. Data analysis used IBM SPSS 25 software. The results of the regression analysis show that simultaneously, workforce agility and perceived organizational support have a significant effect on adaptive performance, with the calculated F value > F table and significance < 0.05. Partially, workforce agility (p = 0.000) has a significant effect on adaptive performance, while perceived organizational support (p = 0.069) does not show a direct significant effect. These findings indicate that employee work agility is a key factor in encouraging adaptability in manpower public organizations.

Abstract

This study investigates the effects of motivation, compensation, and job satisfaction on the performance of functional civil servants transitioning through the inpassing mechanism. Using a quantitative approach and SmartPLS for data analysis, the research examines both direct and indirect relationships among these key variables. Data were collected from a number of respondents who experienced the inpassing process, offering valuable insights into employee perceptions and outcomes.The findings reveal that motivation has a significant and direct influence on both job satisfaction and performance, making it the most dominant factor in the model. Compensation also exerts a positive and significant effect on job satisfaction, although its impact on performance is more moderate. Interestingly, while job satisfaction shows a positive relationship with performance, this connection is not statistically significant. Model evaluation demonstrates that motivation and compensation together explain 59% of the variance in job satisfaction and 48% in performance.These results underscore the importance of intrinsic motivation and a fair compensation system in improving employee performance, particularly during organizational transitions. The study contributes both theoretically and practically by providing a better understanding of what drives performance in the public sector. It highlights the urgent need for strategic HR policies that strengthen internal motivation and ensure fair treatment, especially for employees shifting roles through inpassing.
