Abstract

Batik is one of the Indonesia characteristics and cultural heritages.  It is the Government’s responsibility to develop batik in accordance with the local characteristics of each region. At the same time, it is the opportunity for the batik producers around the archipelago to utilize the moment. The purpose of these activities are: the procurement of printing equipment and a table cap in accordance with the desired design pattern; skills training using the tool, with the direct learning methods applied; training and helping for business management and simple bookkeeping; assisting the marketing process through training techniques and marketing strategy; making the media marketing.The applied methods are: identifying the problem and needed equipment, such as: a molding tool/ stamp, tasting table for batik, stove to the tasting table, printer wok batik; skills training in using the tools, forming the simple bookkeeping, making media marketing. The taken approach is a direct method of learning and working with participatory methods.Results and implications: the procurement of 4 printing tools following the pattern of SMEs, provision of 2 sets consisting of: Tables stove, printer wok, gas stove, regulator, gas hose, 12 Kg LPG Tube, a marketing tool. They have been handed over to the SMEs. It had been done the technical training activities and business management training and simple bookkeeping.  The existence of tools increase the number of batik production more than ever

Abstract

Research on the effectiveness of unrecorded marriage status services through jemput bola program in the Kelurahan Kalirungkut uses the effectiveness theory of Sutrisno which has five variables, namely program related understanding, right on target, on time, achievement of goals, and real change. The research was carried out in Kelurahan Kalirungkut, Surabaya City, Province East Java. The aim of the study was to find out the effectiveness of jemput bola program for unrecorded marriage status services carried out by interns for the data target. The research method uses a qualitative approach to the type of descriptive research. Data is collected from observations, interviews, and literary studies of previous research. The results of the research show that the implementation jemput bola program has been effective except in terms of on time because there still a lot of target data with their unrecorded marriage status due to limited executor in the field.

Abstract

This research was motivated by the urgent case of stunting toddlers in Indonesia, including in the city of Surabaya. This stunting has a very negative impact on the health and growth and development of toddlers. The East Java BKKBN initiated the Great Parent School program and collaborated with the local government to implement this policy in the community. Continuing, the Mayor of Surabaya has formulated the policy of Mayor Regulation Number 106 of 2023 concerning Schools for Great Parents to support the acceleration of reducing stunting cases in the City of Surabaya. Sukolilo District is part of Surabaya City, so Sukolilo District also implements this policy. This program focuses on education for parents in parenting their children well and correctly. In implementing the SOTH program in Sukolilo District, researchers found that this program had a big influence on reducing the number of stunting cases currently in Sukolilo District in 2023-May 2024. Support from the public and the Mayor of Surabaya is one of the supporting factors for the success of this program. And parents should always apply the parenting patterns they have been taught so that their children avoid stunting. In this research the researcher used the Mazmanian and Sebatier model of policy implementation theory to describe the implementation of the policy, and the researcher used a descriptive-qualitative research approach in his research

Abstract

Large cities in Indonesia are not exempt from severe traffic congestion problems. This occurs because people feel more comfortable and dependent on using private motorcycles and cars. Public transportation in Indonesia aims to help reduce congestion, decrease pollution, and save on expenses. This type of research uses the literature study method and employs a qualitative approach because the data generated are in the form of words or descriptions. In the data collection process, researchers combine information that aligns with the topic or issue being studied, which is obtained from research reports, books, and journals. According to the theory of Donald van Metter and Carl van Horn, with six variables consisting of policy size and objectives, resources, characteristics of implementing agents, disposition of implementers, organizational communication and activities, as well as economic, social, and political environment, it can be concluded that the existence of the Suroboyo Bus as one strategy to tackle congestion in Surabaya has not yet been effective. However, there has been an increase in the number of passengers each year. It is hoped that more people will use public transportation to solve congestion issues, and that the government will further innovate the Suroboyo Bus so that people will have more interest in using this public transportation.

Abstract

The growth of motorized vehicles is influenced by increased vehicle production and limited public transportation services. The government has launched various models of public transportation to overcome traffic jams in Surabaya due to lack of attention to public transportation. The aim of this research is to find out and analyze the implementation of the policy for organizing people's transportation on the road by public transportation as an effort to reduce congestion in the city of Surabaya and to find out and analyze the factors that influence the implementation of the policy for organizing people's transportation on the road by public transportation as an effort to reduce congestion in the city. Surabaya. This type of research is qualitative research with descriptive methods. The findings from the research results show that in implementing regional regulation policy number 07/2006 concerning public transport on the road, the Surabaya city government has collaborated with transport organizations, operators, public transport owners and the community effectively. The Surabaya government is also increasing the implementation of these policies to achieve the goals of reducing congestion and increasing the efficiency of public transport.

Abstract

This research aims to analyze and describe the effectiveness of e-Government services in making passports at the Special Class I Immigration Office in Surabaya. This type of research uses a qualitative descriptive method with data collection techniques through observation and interviews. This research uses theory from the Harvard JFK School of Government in Indrajit. The research results show that the effectiveness of e-Government services in making passports at the Surabaya Special Class I Immigration Office as a whole is quite effective. However, there are several obstacles that the government can overcome by technically expanding the system capacity to accommodate more requests on a regular basis. This allows the implementation of a more efficient and transparent queue scheduling system, ensuring users get the right time to apply for their passport.

Abstract

This research was conducted with the aim of evaluating parking management policies in minimizing illegal parking in the city of Surabaya. This research analysis was carried out using a qualitative descriptive approach. The research results show that the parking policy in the city of Surabaya has been implemented and implemented in stages, but this is still less effective in overcoming the problem of illegal parking in the city of Surabaya. In minimizing illegal parking in the city of Surabaya, the government must pay close attention and understand the obstacles faced by the community, improve the quality of parking services and optimize the use of parking lots and also reduce the number of illegal parking perpetrators.

Abstract

The Family Hope Program (PKH) is a social protection policy aimed at reducing poverty through conditional cash transfers to low-income families. This study analyzes the implementation of PKH in Kedungrejo Village, Waru District, Sidoarjo Regency, using a descriptive qualitative approach and the policy implementation theory by Van Meter and Van Horn. The findings indicate that the implementation of PKH has been effective, as seen in the implementers’ understanding of the program, inter-agency communication, and stable socio-political support. However, challenges remain, including delays in fund disbursement, limited technical capacity at the sub-district level, and public dissatisfaction with beneficiary data validation. Therefore, the study recommends a more structured disbursement schedule, improved technical capacity of implementers, and the involvement of community leaders in the data collection process to ensure better targeting and sustainability of the program.

Abstract

The Padat Karya (Labor-Intensive) Program is one of the strategies implemented by the Surabaya City Government to reduce poverty through local economic empowerment. This study aims to analyze the implementation of the Paving Production Padat Karya Program in Siwalankerto Sub-District, Wonocolo District, Surabaya City. The research used a descriptive qualitative approach with data collected through observation, interviews, and documentation. The analysis was based on Van Meter and Van Horn’s policy implementation model, which includes six indicators: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, social-economic-political environment, and disposition of implementers. The findings indicate that the program has not been implemented optimally. There is a lack of measurable operational indicators, limited available resources, and ineffective inter-agency coordination. Moreover, the absence of a dedicated implementation unit and weak affirmative policy support have hindered the program's sustainability. Both implementers and participants tend to be passive due to the lack of tangible economic outcomes. The study recommends strengthening institutional frameworks, improving capacity, and developing affirmative market-based policies to ensure the program's sustainability.

Abstract

Pasuruan City has an economic dynamic driven by the informal sector, especially street vendors (PKL), which play a crucial role in supporting the community's economy. One of the locations that is the center of street vendor activities is the Pasuruan City Square area. Despite its strategic value, the presence of street vendors in the area has caused problems related to order, cleanliness, and public space management. In response, the Pasuruan City Government has enacted Local Regulation No. 2/2013 on the Arrangement and Empowerment of Street Vendors. This study aims to analyze the implementation of the policy and identify factors that support and hinder its implementation. This research uses a descriptive qualitative approach by referring to Van Meter and Van Horn's policy implementation theory, which includes six main indicators. Data collection techniques were conducted through interviews, observation, documentation, and literature study. The results show that policy implementation is quite effective, as seen from the addition of official locations, assistance with facilities such as carts, and entrepreneurship training. However, challenges remain, mainly related to limited human resources and low compliance of street vendors with zoning regulations.
