The Banyuwangi Festival is the flagship of Banyuwangi tourism on a national level. In addition, the presence of the Banyuwangi Festival also supports the growth of tourist visits to the Banyuwangi area. The success of the Banyuwangi Festival is inseparable from the presence of two significant events, namely the Banyuwangi Ethno Carnival (BEC) and the Gandrung Sewu event. The success of organizing these two significant events cannot be separated from the multi-actor collaboration between the Banyuwangi local government and the private sector to culturalists. This article answers questions about the Collaborative Governance process in the Banyuwangi Festival Program, which consists of the BEC event with the Hybrid Culture theme and Gandrung Sewu with the Traditional theme. This study uses a qualitative comparative method. In Collaborative Governance at the BEC event, the Banyuwangi government cooperates with Dinan Fariz Event Organizer as a private party who provides ideas in terms of conceptual to various detailed elements that support the implementation of a modern carnival. Meanwhile, the Blambangan Arts Council from the Cultural side determines the theme of traditional culture and the party that maintains traditional standards that must be maintained in the implementation of BEC. At the Gandrung Sewu event, the Banyuwangi local government invites cultural cooperation to determine all aspects of culture in the Gandrung Sewu event. Meanwhile, schools and art studios were invited to collaborate to involve their students in the Gandrung Sewu performance. The success of organizing two significant events, namely BEC and Gandrung Sewu, summarized in the Banyuwangi Festival program, cannot be separated from the collaboration of multi-actors who have successfully played their roles by the functions and synergies that have been built between all actors involved.

When entering a business competition in the digital market, SMEs must have readiness in the use of technology or e-readiness. Readiness to use technology is essential to compete through digital markets that have a broader scope. SMEs in Banyuwangi are trying to enter the digital market by increasing information technology capacity through assistance from the local government through the online marketing website Banyuwangi-mall.com. For this reason, this article attempts to examine the readiness of SMEs to adopt technology (e-readiness) in entering e-commerce facilitated by local governments. This study uses mixed methods by conducting quantitative methods through surveys first. To then be deepened through a qualitative research process conducted with in-depth interviews. The research results show that SMEs that use digital marketing Banyuwangi-mall.com already have a high readiness for technology adoption in the aspects of strategy and management. However, in the aspect of workers, they are still at the middle level, or there are still some shortcomings.Â

Abstract The Covid-19 pandemic has impeded economic activity, reduced the number of employees, and lessened purchasing power, potentially diminishing the well-being of the population. It led to an increase in the number of impoverished individuals and families in Indonesia, particularly in Jedong Cangkring Village, Sidoarjo Regency. This study attempts to determine how the Village Fund Unconditional Cash Transfer was administered in Jedong Cangkring Village, Prambanan District, Sidoarjo Regency, during the Covid-19 pandemic. The authors implemented a qualitative method with a descriptive approach for this study. This study examined indicators of effective policy implementation in the distribution of Village Fund Unconditional Cash Transfers in Jedong Cangkring Village, Prambon District, Sidoarjo Province. There are six indicators of successful implementation: (1) standards and policy objectives ; (2) resources; (3) inter-organizational relations; (4) characteristics of implementing agents; (5) social, economic, and political conditions, and (6) executor disposition or attitude. Village apparatuses, neighborhood leaders, and citizens who received Village Fund Unconditional Cash Transfers were used as informants for this study. The data for this study were collected through interviews, documentation, and literature reviews. The findings of this study indicate a number of issues regarding implementation indicators. Village Fund Unconditional Cash Transfer distribution needs to be brought back on track; there is a lack of coordination between the center and the village; and there is no role for NGOs as third parties in monitoring Village Fund Unconditional Cash Transfer distribution. The social, economic, and political conditions did not go according to plan, and there is also a problem with technology, as many elderly employees still struggle with it. On the other hand, policy implementers strive to adhere as closely as possible to regulations from above or the central government. ABSTRAKKelurahan Semolowaru merupakan salah satu kelurahan yang berada di Kecamatan Sukolilo, Kota Surabaya. Kelurahan Semolowaru merupakan salah satu kelurahan yang memiliki jumlah Usaha Mikro Kecil dan Menengah (UMKM) yang cukup banyak, seperti fashion, makanan dan minuman, craft, dan agribisnis. Namun, banyak dari UMKM yang berada di Kelurahan Semolowaru masih belum menerapkan digital marketing, sehingga potensi yang dimiliki UMKM masih belum menjangkau masyarakat luas. Seiring berkembangnya teknologi dan informasi banyak sekali bermunculan aplikasi untuk mempermudah dalam memasarkan produk. Adanya inovasi aplikasi berupa platform belanja secara online (e-commerce) bernama Pemberdayaan dan Ketahanan Ekonomi Nang Suroboyo atau biasa dikenal dengan E-Peken, aplikasi yang dibuat oleh pemerintah Kota Surabaya dirasa menjadi jalan keluar untuk permasalahan pelaku UMKM yang ada. Namun adanya inovasi ini perlu dilakukan sosialisasi agar UMKM mengetahui secara mendalam mengenai E-Peken dan menjadi langkah awal bagi UMKM untuk menuju penjualan berbasis digital sehingga memperluas jangkauan pasar untuk mendapatkan penghasilan yang mampu meningkatkan taraf hidup. Kata kunci: sosialisasi; e-peken; UMKM. ABSTRACTSemolowaru Village is one of the villages in Sukolilo District, Surabaya City. Semolowaru Village is one of the villages that has a large number of Micro, Small and Medium Enterprises (MSMEs), such as fashion, food and beverage, craft, and agribusiness. However, many MSMEs in Semolowaru Village have not implemented digital marketing so that the potential of MSMEs has not reached the wider community. Along with the development of technology and information, many applications have sprung up to make it easier to market products. There is an application innovation in the form of an online shopping platform (e-commerce) called Empowerment and Economic Resilience Nang Suroboyo or commonly known as E-Peken, an application made by the Surabaya City government is felt to be a way out for the problems of existing MSMEs. However, this innovation needs to be socialized so that MSMEs know in depth about E-Peken and become the first step for MSMEs towards digital-based sales so as to expand market reach to earn income that can improve their standard of living. This research aims to review the government collaboration process in the Women and Children Friendly Kampunge Arek Suroboyo (KAS RPA) program. This research adopts qualitative research with a descriptive approach. Data was obtained through interviews, direct observation, documentation collection, and a literature review of previous journal articles. Data sources were obtained through primary data. The main focus of this research is to review the collaboration process, namely face-to-face dialogue, building trust, commitment to the process, mutual understanding, and collaboration results. The results obtained by the author are that the collaboration process carried out in the KAS RPA Program has been successfully carried out. The success of this collaboration occurred because of effective communication in the form of dialogue between the RW hall managers and the Women's Empowerment and Child Protection Services as well as Population Control and Family Planning of the City of Surabaya. Apart from that, the contribution of policy implementers and the community also succeeded in making the KAS RPA Program successful.

The Sampang Regency Government has implemented the Universal Health Coverage (UHC) program, which means that all levels of society will receive quality health services without considering finances. However, in its implementation, there are still budgetary problems so that the government deactivated 38,990 UHC participants. The purpose of this study is to examine the influence of expectations, performance, and disconfirmation on the level of public satisfaction as recipients of UHC services at the Sampang Regency Regional Hospital using the Expectancy Disconfirmation Model from Van Ryzin (2004). This study uses a quantitative approach with an explanatory research type and a survey research strategy. The study population is inpatients at the Sampang Regency Regional Hospital in 2024. To determine the number of samples, the Isaac and Michael formula was used with a sampling technique, namely simple random sampling. The instrument used was a questionnaire. The data analysis and interpretation technique in this study uses path analysis. In addition, correlation and multiple regression are used as the basis for calculating the path coefficient. The results of this study indicate that the level of expectations and performance influences disconfirmation by 0.478, and the level of expectations, performance, and disconfirmation influences the level of citizen satisfaction by 0.678. From the results of this study, it shows that the expectation disconfirmation model is very appropriate for the public sector because it can determine how to manage public satisfaction.

Penelitian ini bertujuan untuk menganalisis e-readiness Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang dalam penerapan NING YAONAH sehingga dapat diketahui faktor-faktor yang perlu diperbaiki guna meningkatkan kualitas layanan. Metode penelitian yang digunakan adalah mixed method dengan desain explanatory sequential. Sampel dalam penelitian ini adalah 35 pegawai yang terlibat langsung dalam pelayanan NING YAONAH yaitu Bidang Pelayanan Pencatatan Sipil dan Bidang Pelayanan Pendaftaran Penduduk. Informan dalam penelitian ini adalah Kepala Dinas dan 2 pegawai yang paling mengetahui tentang NING YAONAH. Teknik pengumpulan data yang digunakan adalah survey, wawancara, dan studi kepustakaan. Teknik analisis data yang digunakan adalah statistik deskriptif dan model analisis data interaktif. Penelitian ini juga menggunakan pemeringkatan e-government readiness Center for International Development Harvard University (2019) yang terdiri dari empat kategori yaitu belum siap, cukup siap, siap, dan sangat siap. Hasil penelitian menunjukkan bahwa Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang siap dalam penerapan NING YAONAH, dilihat dari penilaian e-government readiness Al-Osaimi et al menggunakan framework STOPE dengan lima domain penilaian yaitu 1) strategy, e-readiness berkategori siap namun perlu roadmap TIK sebagai petunjuk arah mewujudkan rencana strategis 2) technology, e-readiness berkategori siap namun masih diperlukan sosialiasi secara menyeluruh, software yang ter-upgrade, evaluasi terukur, serta peningkatan kualitas dan kuantitas sumber daya manusia 3) organization, e-readiness berkategori siap namun perlu landasan hukum secara khusus mengenai NING YAONAH dan kebijakan manajemen risiko 4) people, e-readiness berkategori siap namun tetap diperlukan peningkatan kemampuan TIK pegawai kedepannya dan mendorong pegawai untuk memperoleh sertifikasi TIK 5) environment, e-readiness berkategori siap namun perlu peningkatan kemampuan berbahasa inggris pegawai dan dibentuknya unit penelitian dan pengembangan.

Global environmental issues are inseparable from mangrove deforestation. Mangrove areas continue to decline every year, while mangrove ecosystems are the most efficient carbon capture and storage systems in the world, currently storing carbon equivalent to more than 21 billion tons of CO2. Mangroves protect communities from the impacts of climate change and generate income through ecotourism and their products. Therefore, their preservation needs to be a focus of the government and the entire community, and efforts must be made to conserve these areas. Kebun Raya Mangrove (KRM) is a mangrove conservation area in the center of Surabaya. This study uses a descriptive qualitative approach. This study aims to identify, analyze, and describe the management of the Kebun Raya Mangrove Kota Surabaya so that it can be used as updated information and enrich studies related to the importance of conservation areas. The results of the study show the roles of several actors, including the Dinas Ketahanan Pangan dan Pertanian Kota Surabaya, NGOs, and the community.

The development of tourism looks brilliant because of the achievement of its economic contribution. However, current tourism management, especially in Indonesia, tends to neglect the ecological aspects of the environment and the social community. This injures Indonesia's commitment to sustainable development. This study aims to review the development of tourism in Indonesia and the impact caused by tourism development, especially tourism development in Yogyakarta. The methodology used in this study is qualitative by using secondary data such as journal articles, news, books, and government report. The study results found that tourism development in Indonesia, especially in Yogyakarta Province, only focuses on the economic sector. The tourism sector management actors focus more on making as much profit as possible without paying attention to sustainable tourism development. This results in environmental problems such as the scarcity of clean water for the community. Tourism management that does not pay attention to sustainable tourism practices also causes community conflicts against tourism actors
