Abstract

Setiap anak berhak atas kelangsungan hidup, tumbuh kembang, dan perlindungan dari kekerasan demi kesejahteraan mereka yang membutuhkan dukungan dari pemerintah. Hal ini karena kasus kekerasan terhadap anak terus meningkat dari tahun ke tahun. Penelitian ini dilakukan atas dasar adanya fenomena peningkatan kasus kekerasan anak yang disebabkan faktor keluarga dan kurangnya pengetahuan tentang pengasuhan anak. Fenomena tersebut menjadi dasar bagi Pemerintah meluncurkan layanan PUSPAGA sebagai langkah terdekat dalam pencegahan kasus kekerasan anak pada lingkup keluarga yang dapat diakses melalui digital, khususnya di Kota Surabaya. Penelitian ini bertujuan untuk mengetahui proses Digitalisasi Layanan Puspaga Dalam Pencegahan Kekerasan Anak di Kota Surabaya yang dianalisis berdasarkan lima elemen fokus teori inovasi oleh Rogers yaitu: keunggulan relatif, kesesuaian, kerumitan, kemampuan uji coba, dan kemudahan diamati. Metode penelitian menggunakan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan proses digitalisasi layanan puspaga telah berjalan dengan baik dengan adanya inovasi aplikasi SIAP PPAK yang terintegrasi secara digital melalui layanan konseling. Meskipun masih terdapat kendala yang ditemui yaitu pemahaman masyarakat terhadap teknologi digital khususnya aplikasi SIAP PPAK serta kendala jaringan, tetapi dapat diatasi dengan sosialisasi lebih intensif oleh Fasilitator Puspaga serta penyediaan fasilitas tambahan bagi masyarakat pengguna layanan apabila terkendala jaringan.

Abstract

This study aims to see that the development of facilities at the Cangar Hot Springs by Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Provinsi Jawa Timur provides a positive contribution to tourist attraction, increasing visitors and locally-generated revenue, while still paying attention to the environmental in conservative areas, and can make regional tourism into national superior tourism.  This research uses a descriptive method with a qualitative approach through interview techniques, observation and document study. The research results show that the Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Provinsi Jawa Timur carries out five main roles based on Siagian (2012) theory, namely as a stabilizer, innovator, modernizer, pioneer and implementer. As a stabilizer, maintains social stability through monitoring mechanisms involving various parties, although community involvement in planning still needs to be increased. As an innovator, efforts have been made to implement environmentally friendly concepts, but conceptual innovation and work systems need strengthening. As a modernizer, it has succeeded in integrating efficient management, mastery of science, and modern infrastructure to support sustainable tourism. As a pioneer, strategic steps were taken to emphasize social justice, sustainability and environmental care. As an implementer, ensures the construction of facilities according to national standards with an environmentally friendly approach and efficient budget management.

Abstract

This study aims to analyse the implementation of PKH for elderly and severely disabled beneficiaries in Kemlagi District, Mojokerto Regency, which has one of the highest numbers of recipients in the region. A qualitative descriptive method was applied, focusing on three elements of implementation based on David C. Korten’s theory: the program, the implementing organisation, and beneficiaries. Data were collected through interviews with the Mojokerto Social Affairs Office, PKH facilitators, and beneficiary households (KPM), complemented by documentation and field observations. The findings reveal that PKH has generally succeeded in improving living standards, encouraging self-reliance, and reducing poverty, although the amount of assistance remains insufficient to fully cover household needs. The implementing organisations are considered effective due to multi-level coordination from national to village levels, although the limited number of facilitators poses challenges. Beneficiary targeting and data collection largely follow regulations, yet issues of mistargeting remain due to weak initial validation. In conclusion, PKH plays a significant role in providing social protection for the elderly and severely disabled groups, but improvements in data accuracy, validation, and facilitation are needed to optimise program outcomes.

Abstract

This study aims to evaluate the implementation of the Non-Cash Food Assistance Program (BPNT) in Magersari District, Mojokerto City, using the Bridgman and Davis evaluation model, which covers input, process, outputs, and outcomes. The research method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that from the input aspect, the allocated budget is not fully sufficient for household needs, and the availability of human resources in the distribution process is still limited. From the process aspect, the implementation mechanism is systematic, but the distribution does not run every month. From the output aspect, the amount of assistance received is in accordance with provisions, and from the outcome aspect, there are positive impacts in the form of reduced household expenses and profits for e-warongs, as well as negative impacts in the form of limited commodity quantities. Thus, the BPNT program has been running quite effectively, but still requires improvements in terms of increasing the budget, adding human resources, and strengthening coordination between stakeholders.

Abstract

This study aims to analyse the roles of actors within the Pentahelix model: Academia, Business, Community, Government, and Media in the governance of shallot in Nganjuk Regency. The research employs a descriptive qualitative approach through in-depth interviews, observation, and documentation studies. The informants consist of representatives from the Department of Agriculture, the University of Muhammadiyah Malang, UD Pangrukti Tani, the Luru Luhur Farmers’ Group Association, and Radar Nganjuk. The results show that three actors (Government, Academia, and Community) have performed optimally, while two actors (Business and Media) have not yet fully contributed. Academia plays a role through research and farmer training; businesses are involved mainly in seed supply and upstream training; communities act as implementers and technology validators; the government functions as the main coordinator; and the media remains event-driven. The study recommends strengthening the role of businesses in value-added activities, enhancing media engagement through continuous education, and establishing a formal Pentahelix forum to facilitate equal collaboration among actors.
