Abstract

Pembangunan nasional adalah proses pembangunan seluruh sistem pemerintahan suatu negara untuk mewujudkan tujuan nasional yang tercantum dalam Pembukaan UUD 1945. Penelitian ini bertujuan untuk mengetahui hubungan kinerja keuangan daerah dengan pertumbuhan ekonomi dan ketimpangan wilayah kabupaten/kota di Provinsi Bali. Penelitian ini terdiri dari variabel bebas (rasio kinerja keuangan daerah seperti rasio kemandirian, rasio efektivitas, rasio efisiensi, rasio aktivitas, dan rasio pertumbuhan), dan variabel terikat (pertumbuhan ekonomi dan ketimpangan daerah). Penelitian ini merupakan penelitian kuantitatif dengan teknik analisis SEM PLS. Metode pengumpulan data dengan dokumentasi dan menggunakan data sekunder. Studi dilaksanakan di seluruh kabupaten/kota di Provinsi Bali dengan periode penelitian 2013-2019. Sumber data berasal dari Badan Pusat Statistik berupa data sekunder berupa APBD dan PDRB kabupaten/kota di seluruh Provinsi Bali. Hasil penelitian menunjukkan bahwa rasio kemandirian dan rasio efisiensi berpengaruh signifikan terhadap pertumbuhan ekonomi dengan t-statistik > 1,96 sedangkan rasio efektivitas, rasio aktivitas, dan rasio pertumbuhan tidak signifikan dengan t-statistik < 1,96. hubungan antara pertumbuhan ekonomi dengan ketimpangan wilayah tidak signifikan dengan h t-statistik < 1,96. Implikasi dari penelitian ini adalah untuk memberikan kontribusi kepada pemerintah dalam mengambil keputusan mengenai pertumbuhan ekonomi dan ketimpangan wilayah. Dalam mewujudkan pertumbuhan ekonomi dan mengurangi ketimpangan daerah, pemerintah kabupaten/kota perlu meningkatkan pendapatan asli daerah yang dapat mengurangi ketergantungan daerah kepada pusat dan meningkatkan kinerja dalam mengelola aset daerah (belanja daerah) dalam rangka meningkatkan kesejahteraan masyarakat.

Abstract

The role of leadership has become an important topic in the business, management and strategic literature. However, the important role of leadership in building organizational agility is still separate and has not been incorporated into the existing literature. The present study identifies the trend of research and publications in the Web of Science and Scopus database in the last two decades which were analyzed using a systematic literature review approach. The results show that at present, both topics are very important publication ideas, especially how organizations deal with turbulence from markets, competitors and even pandemics. Furthermore, the trend of publications regarding leadership in building organizational agility is increasing both in the number of publications, topic selection, impact factors, citations and author country networks. This review literature study provides a comprehensive overview of future leadership to build organizational agility research and collaboration opportunities. Keywords: Bibliometrics analysis, leadership, organizational agility, VoSViewer

Abstract

This study aims to analyze the implementation of the Planning, Organizing, Actuating, and Controlling (POAC) management functions in the procurement of Daily Market List items for the Culinary Department by the Purchasing Department at A hotel, identify the obstacles encountered during the procurement process, and examine the efforts undertaken to overcome these obstacles. This study employed a descriptive qualitative method with a case study approach. Data were collected through observation, interviews, and documentation involving the Purchasing Manager, Purchasing Staff, and Receiving staff at Hotel A. Data were analyzed using the interactive analysis model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the POAC management functions in the procurement of Daily Market List items has been carried out effectively and in accordance with established procedures. This is reflected in procurement planning based on the Daily Market List, clear task allocation and coordination among departments, the implementation of procurement activities following operational procedures, and control through quality and quantity inspections as well as periodic supplier performance evaluations. However, several obstacles remain, including delays in the Daily Market List approval process, late deliveries from suppliers, limited product availability, fluctuations in food ingredient prices, and discrepancies in the quality and quantity of delivered goods. To address these challenges, the Purchasing Department maintains intensive coordination with the Culinary Department and suppliers, utilizes alternative suppliers, identifies suitable substitute ingredients, and conducts regular supplier performance evaluations. These efforts are expected to improve the effectiveness and efficiency of the procurement process, thereby supporting the smooth operation of the Culinary Department at Hotel A.
