Abstract

The Government's Strategy in Minimizing Violence against Children in the Office of Women's Empowerment, Child Protection, Population Control, and Family Planning of Lhokseumawe City. The problem that occurs in this study is cases of violence against children that continue to occur every year, especially cases of child abuse (Aged 5-12 years) where in 2016 there were 5 cases, in 2017 it increased by 15 cases and then in 2018 it decreased by 4 cases then in 2019 (Second Quarter) increased to 5 cases,  so that reliable strategies from the government are needed to reduce cases of violence. The focus of this research is on how the strategy is carried out by the government and what are the obstacles faced when implementing the strategy. The purpose of this study is to find out how the strategy to minimize violence against children and what obstacles are faced by DP3AP2KB Lhokseumawe City.   This research uses a qualitative approach with a descriptive method. In collecting data, researchers make observations, interviews, and documentation. The results of the research that have been obtained by researchers explain that the strategy carried out in minimizing violence against children is to carry out prevention and handling efforts and in implementing the strategy experience obstacles, namely the allocation of the budget for child protection is still limited and the strengthening of human resources (HR) is still weak, causing the programs that have been planned to be still less than optimal,  and the lack of public awareness and knowledge to report/follow up on violence that occurs which causes perpetrators to experience less deterrent effects. With this problem, DP3AP2KB of Lhokseumawe City must continue to improve its performance optimally and thoroughly so that acts of violence against children do not occur again.

Abstract

PKH has provided benefits for recipients, but its implementation in various regions does not always run well. From the beneficiary's perspective, the problem often occurs is the misuse of the assistance provided. This article briefly describes the impact and motives for the misuse of PKH assistance by beneficiary families in Gampong Bluka Teubai, North Aceh. The research method used is qualitative with a descriptive approach. Data collection techniques used are observation, interviews, and the study of relevant documents. This study found that most KPM informants used aid funds that were not following their designation. The motive for this misuse is the weak economic condition of the KPM and the assumption that the aid funds are fully proprietary so that they can be used as needed. The misuse of these aids indirectly affects the education and health aspects of KPM so that there are still KPMs who drop out of school are malnourished and stunted.

Abstract

The role of Acehnese female legislators is crucial for empowering and advocating for women's socio-political wellbeing in Aceh. Their social orientation skills often allow them to effectively prioritize women's rights and social equity over their male counterparts. However, their low electability in the 2024 elections poses significant challenges to addressing the pressing needs of Acehnese women. This study uses qualitative methods, including library research and field observations, to analyze their roles. Findings indicate that while these legislators are important for advancing women's interests, their contributions are hindered by internal obstacles such as insufficient political and legal competencies, and external issues like entrenched power dynamics and cultural norms. Political parties often exacerbate these barriers, limiting female legislators' effectiveness. The research underscores the need to enhance knowledge based on Acehnese norms and improve the leadership skills of female legislators. Promoting alignment between local cultural values and Islamic law is essential for navigating patriarchal and matriarchal systems. Continuous focus on these principles is vital for ensuring the meaningful contributions of Acehnese female legislators and empowering future generations of women.

Abstract

This research aims to determine the Dependence of Poor Families On Government Social Assistance Programs (Case Study in Mekar Sari Hamlet, Stabat Lama Barat Village, Wampu District, Langkat Regency). The focus of this study includes social and economic dependence as well as the factors that cause poor families to rely on social assistance. This research uses a qualitative method with a descriptive approach to comprehensively describe the social reality of the beneficiaries. The theory used is the Habitus theory proposed by Pierre Bourdieu. The results show that community dependence occurs not only in the economic aspect but also extends to social and structural realms. Social assistance programs such as PKH, BPNT, BLT-DD, replacing the role of work productivity and forming a passive mindset. The factors causing dependency include job and income instability, low levels of education and skills, the absence of sustainable empowerment programs, and consumer-oriented aid policies. The impact of dependence on social assistance makes people have a dependent attitude by maintaining poor status in order to continue receiving assistance. Analysis through the theory of Habitus shows that the lived experience in conditions of persistent scarcity creates habits and passive mindsets that are passed down through generations. This habitus is difficult to change without strong structural intervention from the government through comprehensive and sustainable community empowerment programs.
