Abstract

The threat of criminal sanctions in Indonesian state law does not have a major impact on reducing sexual harassment cases. In some places, efforts to sanction cases of sexual harassment using adat law can be another alternative, because of the unique relationship between traditional communities and adat law. This research examines the existence and implementation of adat law sanctions to solve the problem of sexual harassment in Kungkai Village, Merangin, Jambi Province. The type research is field research or empirical juridical research using a legal anthropological approach. The data collection instrument is through observation, interviews with indigenous peoples, and literature review. Adat sanctions for perpetrators of sexual harassment crimes in Kungkai Village are called “utang adat”. This sanction was given by the adat party in Kungkai Village for perpetrators of sexual crimes to pay compensation. The application of Islamic values in the Jambi Malay traditional seloko, adat bersendi syarak, syarak bersendi Kitabullah can be found from the addition of punishment by assessing the marital status of the perpetrator or victim such as the jarimah zina in Islamic criminal law. The existence of adat law has an urgency to maintain community compliance with legal values and norms.

Abstract

Garbage is one of the many environmental problems that exist today. The community and government in Jambi City face the same problem with the amount of waste volume increasing from time to time. Issuance of Perda Jambi City No. 5 of 2020 concerning Waste Management, it is hoped that public awareness of environmental cleanliness will improve. However, many people still don't know about this regional regulation, as well as the lack of socialization about how to manage waste properly. This activity was carried out as a form of community service in the form of socialization on how to manage waste and legal counseling related to regional regulations regarding waste management in Jambi City. Located in Sungai Putri Village, Danau Sipin District, Jambi City, this activity was generally carried out using interactive lecture and discussion methods. So, it is hoped that through this extension activity the paradigm and responsibility of the community for environmental cleanliness can be changed for the better, especially in waste management with an environmental perspective. In addition, by using the understanding approach through Islamic law, activity can be more targeted because the majority of residents who attend counseling are Muslims. Residents' concern for the cleanliness of their environment is in line with Islamic religious orders which are the essence of the material presented

Abstract

Background: This research investigates the forms of maladministration that occur in the management of One-Stop Integrated Service Center (PTSP) City Jambi. Objective: To determine the key managerial factors contributing to maladministration and their impact on the quality of services provided by public enterprises. Methods: A qualitative approach with a case study design was applied, with data collected through in-depth interviews involving PTSP officials, clients, and members of the Indonesian Auditors’ Board (BPK), accompanied by an analysis of relevant policies and institutional documents. Informants were purposively sampled to ensure rich data and validation until theoretical saturation was achieved. Results: The findings indicate that maladministration remains a serious issue in the PTSP of Jambi City, manifesting in various forms, such as the absence of an integrated complaint system, subjective application of procedural transparency, and persistent delays in service delivery. These problems are corroborated by the audit report from the BPK Jambi Provincial Office, highlighting fundamental weaknesses in institutional planning within the governance and management of the Public Service Mall (MPP) in Jambi City. Conclusion: These insights suggest that strategic initiatives are essential to improve governance at the PTSP, enhancing citizen satisfaction and trust in local government.
