Abstract

Abstract

Purpose: E-government is one of the government's efforts to develop the implementation of electronic-based government activities in order to improve the quality of service to various parties effectively and efficiently. In the context of implementing e-government in Cirebon City, Cirebon City is carrying out a smart city or smart city movement with its vision of realizing Cirebon as a creative, innovative, synergistic and competitive smart city in 2028. Lots of programs have been implemented as supporters of the realization of the smart city movement in the city of Cirebon. Research with the title "Implementation of E-government in the Village Public Administration Electronic System Program (SEDULUR) in Kalijaga Village, Harjamukti District, Cirebon City", has a formulation of the problem of how to implement the sedulur program in Kalijaga Village, Harjamukti District, Cirebon City. Design/methodology/approach: This research uses a case study method with a qualitative approach that is descriptive. Determination of informants using purposive sampling. The theoretical foundation used is the Balanced E-government Scorecard theory with five dimensions in it, the five dimensions are: benefits, efficiency, participation, transparency, and change management. Findings: Based on the research that has been done, it is concluded that the implementation of e-government in Kalijaga Village, Harjamukti District, Cirebon City with case studies of the sedulur program has not been optimal in its implementation, this is because the sedulur program still wants to be developed so that later all people can access it without having to contact the head of the RW First of all, it's just that the budget was diverted during the Covid-19 pandemic which hampered the development of the Sedulur program. Practical implications: The efforts that have been made are with Harjamukti District supporting government programs related to people who are aware and obedient of paying taxes so that revenue-sharing funds (DBH) from these taxes can be allocated for the development of the sedulur program. Abstract

The single-use plastic water bottle represents a highly optimized market device that has successfully commodified a vital public resource. However, its immense convenience generates severe environmental externalities, leading to a corporate shift towards sustainable packaging alternatives. Although empirical studies on eco-friendly packaging are rapidly expanding, a comprehensive synthesis of how these material changes structurally activate consumer psychology is lacking. This systematic literature review employs the PRISMA guideline to evaluate and synthesize current academic evidence regarding the repercussion of sustainable packaging on consumers willingness to buy, specifically examining the mediating role of environmental awareness. A systematic search of major digital databases (including Scopus and Web of Science) was performed for peer-reviewed studies published between 2016 and 2026. Applying strict inclusion and exclusion criteria, a final pool of relevant empirical articles was selected and qualitatively synthesized. The synthesis reveals that while sustainable packaging changes (such as rPET and bioplastics) act as critical structural visual cues, their direct effect on purchase intention is highly volatile and bounded by price premiums. Importantly, the literature consistently identifies environmental awareness as a key psychological mediator; sustainable packaging attributes are most effective when they successfully trigger a consumer’s internal eco-consciousness and situational guilt. This research straddles the disciplines of economic sociology and green marketing, as it re-theorizes the sustainable bottle, not simply as a container, but as a pedagogical market device. The results offer managerial implications to beverage manufacturers for optimizing eco-branding strategies and policy-makers evidence to support extended producer responsibility frameworks.

Abstract

Flood mitigation in Indonesian coastal cities depends not only on infrastructure but on how local government institutions coordinate across sectors and administrative levels. Cirebon, a dual river-and-tidal flood-prone city on the north coast of West Java, exemplifies coordination challenges of Indonesia's decentralised disaster governance, where the city, regency, technical agencies, and community actors operate with overlapping mandates. This study examines how local government coordination is structured, practised, and constrained in flood mitigation policy. Data were collected through interviews with 22 key informants from eight institutions, two focus group discussions, field observation, and document analysis, analysed using the Miles and Huberman interactive model with inter-coder reliability verification. Findings show coordination operates through three overlapping mechanisms: formal command-line coordination led by the Regional Disaster Management Agency (BPBD), semi-formal multi-stakeholder forums, and informal digital communication channels. Effectiveness is constrained by fragmented budget authority, the city-regency administrative split, weak SOP enforcement, and limited real-time data sharing, while community-based early warning groups and sustained leadership commitment act as key enablers. The study offers context-specific evidence for strengthening cross-sector flood governance in mid-sized Indonesian coastal cities.
