Abstract

The mining sector is a sector that contributes to economic growth in areas, one of which is in the Manokwari Regency. Within 12 years (2010-2022) the GRDP of the mining sector is likely to increase. The GRDP of the mining sector contributes 3% of the total GRDP of the Manokwari regency. Based on this, does the mining sector have the potential and the carrying capacity or competitiveness in the increasing GRDP in the Manokwari Regency? Therefore, this study aims to assess the potential and carrying capacity of the mining sector in increasing economic growth in the Manokwari regency. The method used is overlay analysis, which results from a combination of the assessment methods of Static Location Questient, Dynamic Location Questient, Shift Share Analysis, Typology Classen analysis, and Growth Ratio Models. The data used is GRDP data for Manokwari Regency and West Papua Province from 2010 to 2022. The results obtained show that the mining sector in Manokwari Regency is not the main sector or has not become the main focus in Manokwari Regency. However, this sector is a prospective sector or has the potential to be developed in the future so that it becomes the mainstay sector or the main sector.

Abstract

PT. X is one of the companies in Manokwari that is engaged in rock mining. Currently, the company has conducted a feasibility study and has progressed to the production operation stage. Any company that aims to upgrade its license from an Exploration Mining Business License (IUP) to a Production Operation License is required to prepare a post-mining plan document, which includes post-mining financing. The amount of this financing will be deposited in a bank as a post-mining guarantee to the government. This study aims to estimate the amount of the post-mining guarantee that will be deposited on behalf of the government. To achieve this objective, the study employs an applied research method by referring to the Minister of Energy and Mineral Resources Decree No. 1827 K/30/MEM/2018. The results of this study show that the post-mining guarantee consists of direct costs amounting to IDR 92,750,110 and indirect costs amounting to IDR 15,303,768, resulting in a total post-mining cost of IDR 108,053,878 to be deposited. Based on these findings, the post-mining guarantee will not be fully paid at once, but will be divided into three installments: in the first year, IDR 55,242,545 will be deposited, followed by IDR 33,891,302 in the second year, and IDR 23,102,571 in the third year.

Abstract

Manokwari merupakan kabupaten yang memiliki potensi sumber daya alam, salah satunya di sektor pertambangan. Namun, terdapat permasalahan mengenai apakah keberadaan sumber daya alam pada sektor ini membawa manfaat atau justru menjadi kutukan bagi pembangunan daerah. Penelitian ini bertujuan untuk menganalisis fenomena kutukan sumber daya alam pada sektor pertambangan di Manokwari. Penelitian ini menggunakan metode komparatif berdasarkan tingkat eksplanasinya untuk membandingkan indikator ketergantungan sumber daya alam dengan tingkat pembangunan berkelanjutan. Analisis dilakukan dengan menggunakan dua pendekatan, yaitu indeks komposit dan overlay. Hasil penelitian menunjukkan nilai Natural Resource Dependence Index (NRDI) sektor pertambangan sebesar 0,0107 dan Regional Sustainable Development Index (RSDI) sebesar 0,4477. Nilai NRDI yang lebih kecil dibandingkan dengan RSDI mengindikasikan bahwa tidak terdapat fenomena kutukan sumber daya alam di Manokwari, sehingga sektor ini berpotensi menjadi berkah. Meskipun sektor pertambangan di Manokwari bukan merupakan sektor unggulan, sebagaimana ditunjukkan oleh nilai Location Quotient yang berada di bawah 1. Namun, sektor ini memberikan kontribusi kecil dengan pertumbuhan yang cepat dan daya saing terhadap sektor lain. Hal ini diperkuat oleh hasil analisis shift-share dan tipologi Klassen.
