Abstract

Abstrak ditulis dalam bahasa Inggris, berisi uraian secara singkat pendahuluan, tujuan penelitian, metode, hasil dan kesimpulan. Abstrak ditulis dalam format satu kolom. 200-250 kata. Rata kiri kanan (justify The purpose of this study is to analyze and compare the recruitment process of the State Civil Apparatus (ASN) in Malaysia and Indonesia. Both countries have comprehensive ASN recruitment systems, but there are differences in terms of the mechanisms, selection criteria, and regulations followed. In Malaysia, the recruitment process is overseen by the Public Service Commission (PSC), which ensures that candidates are selected on merit through administrative selection procedures, written exams, interviews, and entry-level courses. However, in Indonesia, the National Civil Service Agency (BKN) oversees the recruitment process, which includes administrative selection, basic competency test (TKD), special competency test (TKB), and work experience, with guidelines set by the Minister of Administrative Reform and Bureaucratic Reform Regulation (PermenPAN-RB).The study findings show that although both countries have merit-based selection criteria, Malaysia places more emphasis on work performance and educational qualifications, while Indonesia places more emphasis on CPNS test results. Both countries also face challenges such as corruption, nepotism, and administrative control; however, Malaysia's governance mechanism has become more organized and efficient. On the other hand, administrative procedures in Indonesia are often slow, reducing recruitment efficiency.

Abstract

The health service system is a vital aspect in ensuring the welfare of society. In the context of Indonesia and Singapore, the two countries have different approaches to providing health services. This comparative study aims to analyze the significant differences between the health care systems in the two countries. Indonesia, as a developing country with a large population, faces challenges in providing equitable access to health for its entire population. Indonesia's health system is based on the principle of mutual cooperation, where the central and regional governments play a role in providing health services. However, obstacles such as lack of infrastructure, limited human resources, and disparities between urban and rural areas are still major problems. On the other hand, Singapore is known for its efficient and quality health system. With a more centralized approach and supported by advanced technology, Singapore has achieved excellent health outcomes at relatively low costs. A mandatory health insurance system and widespread adoption of information technology have enabled Singapore to provide affordable, high-quality health services to its entire population. This study will compare several key aspects of the two health systems, including accessibility, quality of service, cost efficiency, and level of community satisfaction. Through this comparative analysis, it is hoped that valuable lessons can be found that can help develop the health systems in both countries and encourage improvements in the welfare of society as a whole.

Abstract

This research focuses on the economic development and unique institutional dynamics of Batam Island, Indonesia, since the 1970s. Initially developed under the governance of the Batam Authority (now BP Batam), Batam has experienced rapid population growth and significant economic expansion, making it one of Indonesia's fastest-growing cities. Despite economic downturns in other parts of Indonesia, Batam has consistently attracted foreign direct investment (FDI) and avoided recessions. The research examines the visionary leadership of B.J. Habibie, whose tenure transformed Batam into a major industrial hub with top-tier infrastructure, and the subsequent economic boom during the 1990s, marked by high growth rates. The study also addresses the dual institutional governance between the Batam City Government and BP Batam, which has led to conflicts in authority over licensing, land management, and assets. Efforts by the central government to maintain Batam's special status while implementing regional autonomy policies are explored, including the transition from a Free Trade Zone (FTZ) to a Special Economic Zone (SEZ) to attract investment. Methodologically, this research utilizes both secondary data from previous studies and primary data from surveys and interviews with Batam's stakeholders, including government representatives, business leaders, and community members. Findings highlight ongoing legal ambiguities, declining investment, economic growth challenges, and social issues. The study provides insights into the perspectives of experts and industry players on Batam's current problems and potential policy solutions for its future development.

Abstract

This abstract explores the challenges and opportunities in solid waste management through waste banks in Batam City, emphasizing the necessity for collaborative efforts among government, industry, and society. The discussion highlights current initiatives and the obstacles encountered in implementing effective waste management practices, particularly focusing on the fragmented nature of existing collaborations and the persistent community behaviors that hinder progress. Key challenges include low environmental awareness, limited community participation in waste sorting, inadequate infrastructure, and inconsistent enforcement of regulations. These issues underscore the need for intensified education, awareness building, and incentivization to foster greater community engagement. The abstract proposes solutions through enhanced collaboration and joint commitment among stakeholders. It advocates for strengthened regulatory frameworks, improved coordination among government agencies, and greater corporate responsibility in prioritizing sustainability. These measures aim to establish a comprehensive waste management system that not only enhances environmental quality but also supports sustainable economic development in Batam City. Ultimately, by addressing these challenges and leveraging collaborative governance, Batam City can achieve a cleaner, healthier environment and sustainable growth for its residents.
