Abstract

This study calculates the financial inclusion index, which includes three dimensions: 1) banking penetration, 2) availability of financial services, and 3) usage of financial services in 33 provinces in Indonesia from 2011-2019. The study aims to find empirical evidence on whether financial inclusion affects local tax revenue using the Fixed Effects Panel Data Model. The results show that Indonesia's average regional financial inclusion index is still in a low category. The financial inclusion index has a positive and significant effect on local tax revenue. The results are robust for taxes from different sources, such as provincial tax revenue, regencies/cities tax revenue, or local tax revenue.

Abstract

Penelitian ini dilakukan untuk menganalisis pengaruh pengeluaran pendidikan oleh pemerintah daerah terhadap pengeluaran pendidikan oleh rumah tangga menurut kelompok pendapatan. Sumber data utama yang digunakan berasal dari Indonesian Family Life Survey (IFLS) 2007 dan 2014 serta APBD kabupaten/kota. Dengan model tobit, penelitian ini menemukan hasil bahwa peningkatan belanja pemerintah untuk pendidikan dasar berhubungan dengan pengurangan yang signifikan dalam pengeluaran pendidikan dasar oleh rumah tangga di setiap kelompok pendapatan. Menurut jenis pengeluaran, peningkatan pengeluaran pendidikan oleh pemerintah signifikan mengurangi pengeluaran iuran sekolah di semua kelompok pendapatan. Sementara itu, pengurangan pengeluaran untuk peralatan sekolah, transport dan kursus hanya terjadi pada rumah tangga berpendapatan rendah dan menengah.

Abstract

Indonesia applied adjustments and refocused the policy of using the Village Funds budget to minimize the impact of the Covid-19 pandemic in 2020, especially in the rural area. The Village Funds have been used as a social safety net as Village Cash Transfer. The researchers carried out this study to present an overview of the evaluation of the effects of Village Cash Transfer on the economic well-being of rural communities in every household quintile. This study uses data on the characteristics of 35,759 households obtained from merging results of the March & September 2020 Susenas data with the Village Fund data in each district/city area. Data were analysed using Smoothed Instrumental Variables Quantile Regression, which overcame endogeneity issues and produced robust estimates. The study results show that the Village Cash Transfer has a positive and significant impact on the economic well-being of rural households. Still, their impact is felt more by the upper middle quintile households, which benefit more from Village Cash Transfer households in the Java region. As a result, it is advisable for Governments to be more generous in providing benefits to families in the lowest quantile and to monitor the program by the requirements of beneficiaries closely.

Abstract

Village development and improving village status are among the main agendas of the Indonesian Government. Village fund maybe have an important role, however, empirical studies on village funds and village status are still limited. This study aims to prove impact of the village fund on the development of village status according to the Village Development Index in Indonesia. Using First Difference method between 2014 and 2018, we found that village funds had a partially significant impact on the development of village status. Although statistically significant, the regression coefficient shows a small economic impact.

Abstract

Indonesia has implemented the concept of community-driven development in rural areas through village funds since 2015. Village funds are one of the instruments to minimize the impact of Covid-19 in rural areas. Abstract

The provincial government in Indonesia has been mandated to collect environmental-related taxes in recurrent vehicle taxes, vehicle transfer taxes, and gasoline taxes. These vehicle-related taxes have been the dominant type for the provincial government. Yet, the environment-related spending has been relatively low, within 1-3% of total expenditures. This study examines to what extent such environmental tax–spending mix affects the environmental outcomes measured by the air quality index. The novelty of this study comes in using detailed environmental-related tax revenues at the sub-national level and providing a context of the large developing country in a decentralized economy – Indonesia – as a case study. Our study finds the link between environmental tax in the case of the vehicle recurrent tax and gasoline tax in improving air quality and environmental quality index, respectively. But on the spending side, there is no evidence that provincial environmental spending may improve the air or environmental quality index. Nonetheless, we found a correlation between the vehicle transfer tax revenues and the share of province environmental spending, implying that environmental tax revenues, to some extent, correspond to the related provincial expenditures on environmental protection. Abstract

This research aims to analyze the benefits of fiscal incentives provided through KITE IKM facilities on the export performance of SMEs in Indonesia. To achieve this goal, this study used a Fixed Effect Model with the object of research is SME users of KITE IKM facilities which was grouped into 14 business fields during the first quarter of 2014 to the fourth quarter of 2020. To explain export performance, three variables are used, namely export value, export volume and export concentration. The results show that the fiscal incentives provided through the KITE IKM facility are positively and significantly correlated to the export performance of SMEs in Indonesia.

Abstract

Rural road infrastructure in Indonesia has increased significantly, especially during the last decade. This study presents an overview of how rural road quality and accessibility affected village economic transformation. It is the first empirical study in Indonesia addressing rural transformation. Village-level microdata, referring to the smallest administrative official, were utilized. Using a Random-Effects Panel Logit model, this study discovered that improving the type of road surface and accessibility for four-wheeled vehicles significantly increased the probability of village economic transformation. Different types of road infrastructure improvement affected the rural economic transformation both within and outside Java-Bali. Paved or concrete roads in Java-Bali had a higher marginal effect than on other islands, thereby increasing the likelihood of rural economic transformation. However, the road accessibility for four-wheeled vehicles in Java-Bali did not significantly affect the probability of rural economic transformation. Nevertheless, for villages on other islands, it did. Furthermore, the transformation significantly influenced other infrastructures, such as electricity coverage, market presence, information and communication technology (ICT), and flatland topography. Moreover, the road access to villages and the availability of water or irrigation significantly affected the probability of surviving in the agricultural sector. Following these findings, policymakers should prioritize villages’ infrastructure by considering different types of infrastructure provision across villages, referring to different infrastructure needs for Java-Bali and other islands.

Abstract

Research Originality: The novelty of this study lies in its use of a combined approach of probit analysis and propensity score matching to evaluate the impact of the Program Keluarga Harapan (PKH) on reducing out-of-school rates at the senior high school level, specifically before and after the COVID-19 pandemic.Research Objectives: The study aims to empirically assess the effectiveness of PKH in enhancing educational outcomes to break the cycle of poverty.Research Methods: The study also utilizes recent data from 2019 and 2022, reflecting the increased financial support of up to IDR 10 million per family per year. The analysis was conducted in two stages: first, on the overall sample of students from eastern Indonesia and other regions, and second, on a subsample of students in eastern Indonesia.Empirical Results: The results indicate that PKH was more effective in 2022, with a 2.3% reduction in the overall sample and a 1.4% reduction in the eastern Indonesian subsample in preventing students from dropping out of school compared to 2019.Implications: The study suggests that PKH can effectively support educational participation and reduce out-of-school rates, supplementing primary programs like PIP (Program Indonesia Pintar).JEL Classification: I26, I38

Abstract

The National Medium-Term Development Plan for 2020-2024 aims to provide 100% of residents with access to safe drinking water. However, according to Central Bureau of Statistics, the average of residents with access to safe drinking water is still at 92% in 2022. Attaining this goal is difficult without focusing on fiscal transfer policy and governance. This study explores the relationship between fiscal transfer and good governance toward access to safe drinking water in each district/city in Indonesia using 2019-2022 data from The Socioeconomics Survey, Central Bureau of Statistics, Ministry of Finance, and Ministry of State Apparatus Utilization and Bureaucratic Reform. The regression of panel data using a fixed effect model shows that specific-purpose capital grants for drinking water and good governance significantly have a positive impact on access to safe drinking water. These results indicate that specific-purpose capital grants still hold a crucial role in providing access to safe drinking water. Meanwhile, good governance is also a key factor in obtaining optimal outcomes in safe drinking water. In the western region of Indonesia, good governance and poor governance have a stronger effect on access to safe drinking water yet specific-purpose capital grant in the eastern region have a higher impact.
