Abstract

The Indonesia National Sports Event, commonly known as Pekan Olahraga Nasional (PON), is a quadrennial multi-sport event involving athletes from all provinces in Indonesia. The PON is expected to encourage economic growth to increase local tax revenue for the host. This study aimed to measure the impact of PON event to local tax revenue, specifically taxes from hotels, restaurant, entertainment and advertisement. Using Even study approach, this study measured the effect of PON event from PON 2000 to PON 2016, involving local tax revenue data from 105 districts and cities in the provinces of PON events. The empirical test results show that PON affects total local tax revenue, restaurant tax, and entertainment tax in the short term, but has no impact on hotel and advertisement tax revenue. This study suggested the local governments to manage and maintain the facilities and infrastructure so that the local government can utilize these facilities andinfrastructure after the PON ends to add local tax revenue. Improving the performance in handling PON can also improve the local image to attract the public’s interest and investors to the area.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh pendirian Badan Usaha Milik Desa (BUMDes) terhadap keberadaan Koperasi Unit Desa (KUD) di Indonesia. Dalam konteks pembangunan ekonomi perdesaan, BUMDes diharapkan dapat memberdayakan masyarakat desa dan meningkatkan kemandirian ekonomi perdesaan. Namun, keberadaan BUMDes juga menimbulkan persaingan bagi entitas bisnis terdahulu di desa yakni KUD, yang telah lama berfungsi sebagai pilar ekonomi pedesaan. Penelitian ini menggunakan pendekatan kuantitatif dengan analisis regresi data panel fixed effect, mengintegrasikan data sekunder dari Badan Pusat Statistik, Kementerian Desa Pembangunan Daerah Tertinggal dan Transmigrasi, Kementerian Dalam Negeri serta Kementerian Keuangan untuk periode 2014 hingga 2021. Hasil penelitian menunjukkan bahwa pendirian BUMDes berpotensi memberikan potensi efek crowding in bagi KUD dalam hal iklim kompetisi sehat yang mendorong keberadaan KUD di Indonesia. Temuan ini memberikan wawasan penting bagi pengembangan kebijakan ekonomi pedesaan yang lebih efektif dan berkelanjutan, serta mendorong kolaborasi antara BUMDes dan KUD untuk menghadapi tantangan ekonomi yang kompleks di tingkat desa.

Abstract

Penelitian ini mengevaluasi dampak kebijakan belanja wajib bidang kesehatan terhadap penurunan tingkat prevalensi stunting pada level pemerintah daerah. Berdasarkan teori, aturan fiskal yang mewajibkan alokasi belanja tertentu dapat mengarahkan prioritas anggaran secara lebih efektif, menghasilkan dampak yang lebih optimal. Penelitian ini menggunakan pendekatan kuantitatif dengan metode regression discontinuity design (RDD) dengan menggunakan data belanja daerah bidang kesehatan dan prevalensi stunting pada 508 pemerintah kabupaten/kota di Indonesia pada periode 2016-2022. Hasil menunjukkan bahwa pemerintah kabupaten/kota yang mematuhi ketentuan belanja wajib kesehatan memiliki tingkat prevalensi stunting yang lebih rendah dibandingkan dengan daerah yang tidak memenuhi ketentuan tersebut. Temuan ini menegaskan pentingnya kebijakan belanja wajib kesehatan sebagai salah satu instrumen strategis untuk mengatasi stunting sekaligus memperkuat fokus pengeluaran pemerintah daerah guna meningkatkan layanan publik yang lebih baik.

Abstract

The provincial government in Indonesia has been mandated to collect environmental-related taxes in recurrent vehicle taxes, vehicle transfer taxes, and gasoline taxes. These vehicle-related taxes have been the dominant type for the provincial government. Yet, the environment-related spending has been relatively low, within 1-3% of total expenditures. This study examines to what extent such environmental tax–spending mix affects the environmental outcomes measured by the air quality index. The novelty of this study comes in using detailed environmental-related tax revenues at the sub-national level and providing a context of the large developing country in a decentralized economy – Indonesia – as a case study. Our study finds the link between environmental tax in the case of the vehicle recurrent tax and gasoline tax in improving air quality and environmental quality index, respectively. But on the spending side, there is no evidence that provincial environmental spending may improve the air or environmental quality index. Nonetheless, we found a correlation between the vehicle transfer tax revenues and the share of province environmental spending, implying that environmental tax revenues, to some extent, correspond to the related provincial expenditures on environmental protection. Abstract

Research Originality: The novelty of this study lies in its use of a combined approach of probit analysis and propensity score matching to evaluate the impact of the Program Keluarga Harapan (PKH) on reducing out-of-school rates at the senior high school level, specifically before and after the COVID-19 pandemic.Research Objectives: The study aims to empirically assess the effectiveness of PKH in enhancing educational outcomes to break the cycle of poverty.Research Methods: The study also utilizes recent data from 2019 and 2022, reflecting the increased financial support of up to IDR 10 million per family per year. The analysis was conducted in two stages: first, on the overall sample of students from eastern Indonesia and other regions, and second, on a subsample of students in eastern Indonesia.Empirical Results: The results indicate that PKH was more effective in 2022, with a 2.3% reduction in the overall sample and a 1.4% reduction in the eastern Indonesian subsample in preventing students from dropping out of school compared to 2019.Implications: The study suggests that PKH can effectively support educational participation and reduce out-of-school rates, supplementing primary programs like PIP (Program Indonesia Pintar).JEL Classification: I26, I38

Abstract

Research Originality: This research introduces a quantitative framework for evaluating the effectiveness of local government disaster management strategies in Indonesia, specifically during the pre-disaster and emergency response stages—an area previously underexplored in existing qualitative-focused literature. Research Objectives: This study evaluates the effectiveness of disaster management in reducing losses from natural disasters, focusing on two main stages: the pre-disaster and emergency response stages. Pre-disaster is measured by the documented availability of the Disaster Management Plan and the emergency response aspect through emergency spending. Research Methods: This study employs fixed-effect estimation using panel data from districts and cities across Indonesia spanning 15 years, from 2008 to 2022. Empirical Results: The study's results indicate that RPB effectively reduces the death rate from natural disasters, whereas the realization of BTT shows the opposite result. Implications: These findings indicate that local governments should improve the quality of their RPBs and regularly prepare them to mitigate disaster risk effectively. Additionally, the government needs to assess and improve the flexibility of the BTT implementation mechanism, enabling its immediate use during the initial emergency response stage and thereby reducing death rates from natural disasters. Abstract

This study aims to test the Political Budget Cycle (PBC) in Indonesia as one of the world's largest democracies, specifically testing the presence of PBC across types of local government expenditures. This study further analyzed the effect of changes in expenditure composition during election years on financial local government losses. The financial losses are defined as irregularities in regional finance management found in the Audit Board of The Republic of Indonesia (BPK) audit report. This study uses the data at the district and city levels (local expenditures and financial losses) from 2014 to 2019 and adopts a fixed-effect panel data specification. The empirical estimations show the following evidence: (1) PBC phenomenon occurs in Indonesia, especially on government grants (belanja hibah), expenditure on goods and services, and capital expenditures; (2) There was no difference in PBC behavior between a region having an incumbent running for re-election and a region with incumbents from the previous election; (3) The existence of PBC tend to increase local government (financial) losses.

Abstract

This study analyzes the influence of the level of company ownership and also analyzes further about evaluating the requirements of foreign capital ownership as a Negative Investment List (NIL). This study uses a panel of Indonesian manufacturing companies 2007-2014 with the estimated GMM method of Arellano-Bond. The estimation results show an increase achieved with foreign ownership, but after reaching a certain point the increase or increase as intended inverted U. Required to achieve optimal needs. Then further analysis showed that NIL Regulations were approved by foreign capital ownership, NIL companies' foreign capital ownership was lower than Non-NIL companies, but the increase in NIL companies on average was lower.

Abstract

Objective: This study aims to analyze the impact of natural disasters on household consumption and poverty in rural area, focusing on three major types of disasters: volcanic eruptions, earthquakes, and tsunamis. It addresses the vulnerability of rural communities caused by limited access to insurance, emergency savings, and infrastructure, highlighting the importance of understanding the disaster–poverty nexus to design more effective protection and recovery strategies. Design/Methods/Approach: The analysis employs panel data from the Indonesian Family Life Survey (IFLS) for 2007 and 2014, validated using the Emergency Events Database (EM-DAT). Fixed-effect and logit models are used to estimate the effects of disasters on per capita household consumption and poverty likelihood. This empirical approach allows for identifying both the direct and indirect economic impacts of disasters on rural household welfare. Findings: The results indicate that natural disasters reduce rural households’ per capita consumption by 2.29%. However, this reduction does not always translate directly into poverty; instead, it reflects underlying economic stress that may evolve into long-term poverty if unaddressed. The findings also highlight that savings play a crucial role in mitigating the negative impact of disasters on consumption, underscoring the importance of access to basic financial instruments in enhancing household resilience. Originality/Value: This study contributes by integrating household-level microdata and disaster event data to explore the relationship between natural shocks and rural poverty dynamics. The combined use of fixed-effect and logit models offers a comprehensive understanding of heterogeneity across households and affected regions. Practical/Policy implication: The findings emphasize the need to strengthen simple financial instruments such as savings and community-based microinsurance as part of adaptive and social protection strategies. Policies promoting financial inclusion and localized risk protection systems can enhance household resilience to disasters and reduce the likelihood of long-term poverty traps.
