Abstract

The legal arrangements for the criminal act of trafficking in endangered species in the jurisdiction of the IDI District Court are specifically regulated in Law No.5 / 1990 on BKSDA and Qanun Number 11 of 2019 concerning Wildlife Management. In both regulations, there are several actions that are prohibited, including trading protected wild animals as regulated in Article 21 paragraph (2) of Law no. 5/1990 on BKSDA. Law enforcement against traffickers of endangered species in the jurisdiction of the IDI District Court is still not maximal. It is known from 11 cases of elephant deaths that occurred in 2018, only one case was successfully resolved by investigators, and examined and tried by the IDI District Court. Barriers encountered in law enforcement against perpetrators of endangered wildlife trade are influenced by the substance of the law, law enforcement, facilities and infrastructure, and community factors.

Abstract

This research aims to explore the strategies carried out by madrasah heads in improving the quality of education. Using a descriptive qualitative approach, data was collected through in-depth interviews with key informants of teachers, principals and guardians. The results of the study showed that the head of the madrasah implemented a routine supervision strategy, evaluative meetings, and systematic pedagogical coaching. This strategy is supported by the provision of symbolic incentives and the formation of a work culture that is psychosocially conducive. However, the resistance of some teachers to change is the main challenge in the optimal implementation of the strategy. These findings indicate that top-down leadership models need to be supported by the internalization of teachers' professional awareness as well as stronger institutional support. This research emphasizes that improving the quality of education in village madrassas requires transformative leadership that is able to integrate strategic planning, collective participation, and continuous coaching in one place.

Abstract

Abstract

This study aims to analyze the influence of career development, reward system, and organizational culture on employee performance at the Regional Development Planning and Development Research Agency of Batu Bara Regency, focusing on the effect of career development. The research method uses a quantitative approach with a sample of 30 employees selected purposively. Data were collected through questionnaires and analyzed using multiple linear regression. The results show that partially, career development has no significant effect on employee performance (t count 1.358 < t table 2.055; sig. 0.185 > 0.05). Conversely, the reward system and organizational culture have a positive and significant partial effect. However, simultaneously, these three variables have a positive and significant effect on employee performance, with an F count of 12.950 > F table 2.98. This finding indicates that the existing career development program is not yet optimal and has not been able to independently drive performance improvement, so it needs to be evaluated and integrated with the reward system and strengthening organizational culture to achieve better employee performance.
