Abstract

Efisiensi operasional Rubber Tyred Gantry (RTG) berpengaruh langsung terhadap kinerja terminal petikemas. RTG adalah jenis crane yang dirancang khusus untuk mengangkat, memindahkan, dan menumpuk kontainer dari truk ke lapangan penumpukan atau sebaliknya. RTG berperan penting dalam operasi penanganan kontainer karena memiliki mobilitas tinggi dan kemampuan mengoptimalkan pemanfaatan ruang penyimpanan kontainer melalui sistem penumpukan vertikal. Studi ini mengembangkan model pergerakan/slotting RTG untuk meningkatkan kinerja proses delivery di Terminal Petikemas New Makassar 1 (TPNM 1). Data dikumpulkan melalui time study lapangan, wawancara, dan telaah dokumen (peta rute RTG, laporan produksi, konsumsi BBM), kemudian dipakai untuk mengalibrasi discrete-event simulation (Arena®). Terdapat empat skenario dibandingkan: acak (baseline), 20'/40' dipisah blok, 20'/40' dalam satu blok, dan fokus slot 20'/40'. Hasil observasi menunjukkan penurunan waktu rata-rata per unit dari 6,37 (acak) menjadi 5,24 menit/unit pada skenario fokus slot (≈−17,7%). Simulasi membuktikan bahwa skenario fokus slot 20'/40' menghasilkan throughput tertinggi dengan utilisasi RTG yang lebih optimal.

Abstract

Penelitian ini bertujuan untuk menganalisis upaya pencegahan bahaya tubrukan yang disebabkan oleh kelalaian selama dinas jaga. Penelitian dilaksanakan di atas kapal MV Francisca selama pelaksanaan praktik laut, yaitu dari tanggal 5 Agustus 2022 hingga 5 Agustus 2023. Data diperoleh melalui metode observasi langsung, wawancara dengan narasumber terkait, serta studi literatur yang relevan. Unit analisis dalam penelitian ini mencakup perwira jaga (officer) dan peralatan navigasi yang digunakan selama dinas jaga. Hasil penelitian menunjukkan bahwa pelaksanaan dinas jaga (guard service) di MV Francisca belum sepenuhnya sesuai dengan ketentuan yang tercantum dalam International Regulations for Preventing Collisions at Sea (COLREG) 1972 dan Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978 Amandemen 2010. Salah satu temuan utama adalah kurangnya pengamatan lingkungan sekitar kapal secara optimal selama pelaksanaan dinas jaga.

Abstract

Background: The shipping industry has a high level of operational risk, making the implementation of a safety management system a crucial aspect to ensure the safety of the crew, passengers, and ship operations. The Barombong Shipping Polytechnic Training Ship, as a means of education and pioneer transportation, also faces various potential risks that can affect the effectiveness of the implementation of the Safety Management System (SMS). Objective: This study aims to analyze the influence of risk assessment using the House of Risk method on the implementation of the SMS on the Barombong Training Ship and to identify the dominant risk factors affecting operational safety. Method: This research used a descriptive analytical approach with the House of Risk method through the stages of identifying risk events and risk agents, assessing risk probability and impact, and calculating the Risk Priority Number (RPN) to determine mitigation priorities. Data were obtained through field observations, interviews with ship crew, documentation studies, and analysis of Safety Management System reports. Result: The research results indicate that several main risks in SMS implementation include non-conformity with safety procedures, lack of training and emergency drills, and suboptimal safety documentation. Risks with the highest RPN values become the top priority in the mitigation strategy. Conclusion: The application of the House of Risk method is proven to help identify, prioritize, and design risk control strategies more systematically, thereby enhancing the effectiveness of Safety Management System implementation and supporting a safety culture on the Barombong Training Ship.
