Abstract

Permasalahan tarif cukai rokok menjadi semakin kritis karena keadaan ekonomi yang mengalami inflasi akibat pandemic covid sehingga industri rokok kian terancam. Namun disisi lain terdapat harapan untuk membatasi konsumsi rokok agar kesehatan masyarakat terjaga. Tujuan penelitian ini untuk menggambarkan bagimana kerangka koalisi dibentuk dan bagaimana koalisi mengelola beliefs system, resources, dan strategy mereka. Untuk menjawab pertanyaan tersebut, penelitian ini dikawal oleh teori Advocacy Coalition Framework (ACF) dari Sabatier dan Jenkins Smith. Metodologi yang digunakan menggunakan penelitian kualitatif dengan data sekunder. Hasil penelitian menunjukkan bahwa terdapat dua koalisi dalam kenaikan tarif CHT, mereka adalah koalisi pendukung tarif CHT naik, dan penolak tarif CHT naik. Tokoh utama koalisi pendukung tarif CHT naik adalah Kemenkes sedangkan koalisi penolak tarif CHT naik adalah Kemenperin.The problem of cigarette excise rates is becoming increasingly critical due to the economic situation which is experiencing inflation due to the covid pandemic so that the cigarette industry is increasingly threatened. However, on the other hand, there is hope for limiting cigarette consumption so that public health is maintained. The purpose of this study is to describe how the coalition framework is formed and how the coalition manages beliefs systems, resources, and strategies. To answer this question, this research was guided by the theory of the Advocacy Coalition Framework (ACF) from Sabatier and Jenkins Smith. The methodology used qualitative research with secondary data. The results of the study show that there are two coalitions in the increase in CHT rates, they are coalitions that support the increase in CHT rates, and those who oppose the increase in CHT rates. The main figure in the coalition supporting the increased CHT tariff is the Ministry of Health, while the coalition against the increased CHT tariff is the Ministry of Industry.

Abstract

This research aims to analyze the implementation of stunting management policies in East Kalimantan (Study at the East Kalimantan Provincial Health Service). According to the 2021 and 2022 Indonesian Nutrition Status Survey (SSGI), the prevalence of stunting in East Kalimantan is still high with an increase of 1.1 percent from the initial figure of 22.8 percent to 23.9%. The method used is qualitative with a descriptive approach. Data was collected through in-depth interviews, observation and documentation studies. The results of the research show that the implementation of the Stunting Management Policy in East Kalimantan carried out by the East Kalimantan Provincial Health Service has overall been implemented well, although it has not yet run optimally. There are several related indicators as follows: communication in the implementation of stunting management policies in East Kalimantan as a whole at the East Kalimantan Provincial Health Service has not been implemented optimally. Resources are still inadequate. The overall disposition in implementing this policy, the implementation of commitment and integrity, can be said to be good because it was implemented according to what was expected. The bureaucratic structure as a whole is running well, with the implementation of stunting management policies already in place Standard Operating Procedure (SOP). Abstract

The zoning pathway is one of the registration pathways in the context of PPDB. This zoning policy demonstrates the government's commitment to ensure that all citizens have access to quality education at the national level. This policy was enacted to break the stigma between schools that are considered favorites and non-favorites. In this case, East Kalimantan Province has implemented a zoning system on PPDB at the high school level, especially in the city of Balikpapan.The purpose of this study is to evaluate the zoning system policy on the admission of new students at the State High School level in Balikpapan City. The research method used is qualitative descriptive with a literature review approach where the primary source is obtained from previous journals and supported by interviews with related sources. The results of this study state that the implementation of the zoning system at the State High School Level PPDB can be said to be quite effective, but with the limitations of State High Schools in the city of Balikpapan, it is a challenge for the government in terms of providing school infrastructure in each sub-district

Abstract

The Command Center is a breakthrough made by the Tenggarong Seberang District to improve public services as a Data and Information Center to support government programs related to Satu Data Indonesia (SDI) at the sub-district level. This command center aims to make it easier to obtain data and information that is useful for planning the development of Kutai Kartanegara Regency. This was done because, so far, the data collected by the sub-district has not been properly documented digitally. This method will make data in the sub-district easier to access and search when needed. This research aims to analyze the implementation of the command center in Tenggarong Seberang District, Kutai Kartanegara Regency, East Kalimantan. To realize the successful implementation of the command center, Tenggarong Seberang District has made breakthroughs in the form of providing facilities and infrastructure, providing quality human resources, building cooperation with all UPT heads and village heads, collecting potential information data and inputting data and information into the application system. Owned by the district. The research results show that implementation has gone well. This can be seen through the stages that have been carried out
