Abstract

This research aims to find out and evaluate how aid is distributed to micro businessman (BPUM) in Potanga Village, Boliyohuto District, Gorontalo Regency. The method uses a qualitative approach with descriptive research type. The results showed, it can be concluded the distribution of aid for micro businessman (BPUM) in Potanga Village has not gone well. From the 5 (five) indicators related to policy evaluation, it has not gone well. In terms of effectiveness indicators, it was found the distribution was less effective because it was distributed to several people who did not even have businesses and was only used for household consumption needs. Beside that, even though it was distributed to MSMEs, in reality it did not meet needs. In the Sufficiency indicator, it was found the community was helped by this program because it had helped in providing capital for small and medium businesses in the village. In terms of equity indicators, it is found not all people who own businesses receive this assistance due to the criteria set by the government which are often difficult to fulfill, thus this is one thing that causes not all people to receive this assistance. In the Responsiveness indicator, it is found the village government, in carrying out its main duties, has tried as much as possible to help the community in fulfilling the criteria set by the government, but the government has no right to determine the program's acceptance. In the accuracy indicator, it was found that program distribution was not in accordance with the established criteria.

Abstract

LLDIKTI Region XVI. The research method uses a qualitative approach with a descriptive type of research. The results of the study found that the Competence of Human Resources (HR) in PDDIKTI Operators in LLDIKTI Region XVI is not good enough and needs to be improved. Of the three indicators of the competencies used, all three have not been implemented properly. Regarding the knowledge indicator, most PDDIKTI operators have an adequate understanding of the system they manage, which is obtained through independent learning efforts and guidance from more experienced colleagues. However, there is limited knowledge on the DBMS aspect for some informants, especially at the leadership level, and there is still a lack of formal training that can support the competence of operators. The absence of technical guidance or special training for DBMS is one of the main factors that affect this limitation of expertise. Related to the skill indicator that PDDIKTI operators do not have sufficient expertise in operating DBMS effectively to support their work. The understanding of operators is generally still limited to specific areas of responsibility and is not comprehensive for all functions of the PDDIKTI system. Regarding the attitude indicator, the attitude of PDDIKTI operators towards their work responsibilities is quite good. They show motivation to perform tasks well despite challenges, especially in terms of great responsibility and data complexity. However, the aspects of work ethics and communication have not been implemented optimally, especially because there is no technical guidance that specifically discusses work ethics and communication.

Abstract

This research aims to provide an overview of coordination patterns in efforts to prevent early marriage at the Pantungo Village office, Telaga Biru District, Gorontalo Regency. The research method used is qualitative with a descriptive approach. Data collection techniques are carried out through interviews, observation and documentation. The results show that the pattern of coordinating unified action in efforts to prevent early marriage in Pantungo Village is not yet fully optimal because the relevant parties are still implementing their respective programs. Currently, the relationship between the village government, community and other related parties is still in the communication stage because it is not clear in the regional regulations or village regulations who is responsible for coordinating. So far, the village government has only carried out efforts to prevent early marriage as a moral burden and in the context of community development. However, the pattern of communication coordination in efforts to prevent early marriage in Pantungo Village is optimal. The village government provides advice and guidance to the community, as well as religious counselors through outreach on Islamic holidays and at marriage advice events. Even though it is not yet well coordinated, the coordination pattern in the division of labor is optimal, where parents are fully responsible if early marriage occurs. However, as a moral burden, each relevant party carries out their respective roles. Apart from that, the discipline coordination pattern is also not optimal, where parents are fully responsible, and there is no commitment from the village government to coordinate related parties in efforts to prevent early marriage.

Abstract

This study examines the effect of digital-based services on academic activities at Universitas Muhammadiyah Gorontalo. The rapid development of digital technology in the era of the Industrial Revolution 4.0 has significantly influenced public services, including higher education institutions. This research employs a quantitative associative approach with a sample of 98 students selected from a population of 3,800 using the Slovin formula. Data were collected through questionnaires and analyzed using validity and reliability tests, correlation analysis, and simple linear regression. The findings reveal that digital-based services have a positive but weak and statistically insignificant relationship with academic activities, as indicated by a regression coefficient of 0.382 and a significance value of 0.052. The weak influence is primarily due to limited student digital literacy, dependence on electricity infrastructure, and unstable internet access. These challenges hinder the optimization of digital services in supporting academic processes. The study suggests the need for continuous digital literacy training, improved infrastructure, reliable internet access, and collaboration with service providers to enhance the effectiveness of digital-based academic services.
