Abstract

The sustainability of rural drinking water supply systems (SPAM) is an important development issue in Indonesia related to the low access to clean and healthy water in rural areas. The low level of drinking water service in rural areas is inseparable from the failure of drinking water development which is caused by the absence of an optimal rural drinking water supply system. As happened in post-Pamsimas villages in Jember Regency. This condition is the background for researchers in conducting studies to find out what factors affect the sustainability of the use of SPAM facilities and infrastructure that are built, especially from the Pamsimas program based on the fulfillment of the KPI (Key Performance Indicator) target, namely KPI 3 related to the management of "sustainable service provision. drinking water for the community ”. This study aims to (1) identify the causes for the inadequate sustainability of rural SPAM management in Jember Regency, (2) analyze internal and external factors that affect the sustainability of rural SPAM in Jember Regency, and (3) determine a sustainable strategy for the management of the drinking water supply system. villages that are in accordance with existing conditions in Jember Regency based on case studies in 19 villages after Pamsimas FY 2017. The research analysis used qualitative and quantitative descriptive and SWOT analysis. The results showed (1) the management of rural SPAM in Jember Regency has not been optimal with the fulfillment of the KPI target in 3 villages after Pamsimas FY 2017 is still 78.95% (<90%), (2) the weighted score of the EFAS and IFAS Matrix (or IE Matrix) results analysis of internal and external factors are (0.30; 0.76), (3) to ensure the sustainability of rural SPAM management in Jember Regency, the SO (Strengths - Opportunities) strategy can be used, namely strategies to achieve policy objectives by utilizing strengths and potentials/opportunities owned through cooperation and partnerships with stakeholders (Pemdes, Pemda, Higher Education, private sector, banking) as well as the beneficiary community.

Abstract

The partner of this community development program is the Tirta Melati Water Supply and Sanitation System Management Group (KPSPAMS) in Cumedak Village, Sumberjambe District, Jember. The problems faced by partners are: the organization of the customer database has not been carried out in an orderly and systematic manner, didn’t yet have a computer application for financial administration, and payment of drinking water account bills was still carried out conventionally, customers came to the office or the management came to the customers to collect the bills. The program's objective is to improve rural water supply services through orderly administration and an e-billing system, with the output that partners are able to create customer databases and financial reports using computer applications so that they can improve their performance in terms of providing decent and safe drinking water services for the community. The target is that partners become more credible and can compete with similar businesses (e.g. PDAM), and are able to increase the speed and ease of the process of paying customer water bills. The methods used are socialization on institutional strengthening, management and administration, training on computer applications for customer administration and e-billing systems in the process of paying customer water bills, and direct assistance to partners in using computer applications for customer administration and financial reports until they can do it independently. This program results in (1) Partners are able to organize customer databases using computer applications, (2). Partners are able to make financial reports using computer applications, and (3). Partners are starting to implement an e-billing system as a method of paying bills for drinking water accounts that is easy, fast and transparent.

Abstract

The Bedadung watershed has undergone multiple changes in land cover, resulting in high erosion, sedimentation, flooding, and population pressure, which has caused an imbalance between the demand for clean water and the availability of raw water. Changes in land function resulted in decreasing infiltration capacity and increasing surface flow. This research aims to create a dynamic model of raw water availability in the Bedadung watershed to supply the domestic and non-domestic sectors in Jember. The availability of raw water is influenced by dynamic inputs such as population, industrial, and tourism growth, as well as the expansion of agricultural land. This model will produce a causal-loop diagram (CLD) between variables and then create a stock-flow diagram (SFD) using secondary data programmed by the Vensim PLE 10.1.1 application within 50 years. The modeling results show that the need for clean water increases over time, while the availability of raw water will decrease over time after 2025. In 2057, the clean water demand (463.29x106 m3y-1) was higher than the availability of groundwater (461.775x106 m3y-1), but it was still smaller than the availability of surface water (56,853,200x109 m3y-1). Water-carrying capacity will increase until 2025, then decrease over time.

Abstract
