Abstract

The purpose of this study is to determine the efforts to improve infrastructure in services and economic growth as well as to determine the impact of increased infrastructure on services and economic growth. The results showed that efforts to improve infrastructure in services and economic growth one of them is the realization of the construction of the Southern Cross Line (JLS). JLS is included in one of the efforts to improve infrastructure in services and economic growth, especially in the southern part of Java. JLS development is a national project. JLS is part of the construction of the south coast of Java Road (Pansela), starting from Pacitan, Trenggalek, Tulungagung Blitar, Malang, Lumajang, Jember and Banyuwangi. The results also show that through the construction of the Southern Cross Line (JLS) is expected to improve services and economic growth, especially economic growth in the southern part of Java considering the income and economic inequality between Southern and Northern Java. The southern part of Java can be categorized as poor, given the limited access to infrastructure.

Abstract

Stunting remains a significant public health issue in Jember Regency, despite the implementation of various intervention programs by national and local governments. This study aims to identify and analyze the key factors that hinder efforts to reduce stunting rates in the region. Employing a qualitative approach through in-depth interviews with local stakeholders, healthcare workers, and community members, the research reveals several major barriers, including low nutritional literacy, disparities in access to healthcare services, weak intersectoral coordination, and limited resources and supporting infrastructure. Additionally, entrenched cultural practices and inadequate parenting patterns perpetuate the intergenerational cycle of stunting, child marriage, or early marriage. The findings highlight the urgency of adopting an integrated, community-based approach and strengthening monitoring and evaluation systems to accelerate and sustain the reduction of stunting in Jember.

Abstract

This study examines the perceptions of affected communities in Gresik Regency following the communication campaign on the development, protection, and management of the Brantas River conducted by the Governor of East Java. The research is grounded in the concern that public communication on environmental governance does not always correspond with community experiences in affected areas, particularly where river pollution and environmental degradation remain visible. The objective of this study is to analyze community perceptions and identify the factors influencing those perceptions. This research employed a quantitative approach with an explanatory cross-sectional survey design involving 200 respondents drawn from communities living and working around the Brantas River area in Gresik Regency. Data were collected using a structured questionnaire with a Likert scale and analyzed through descriptive statistics and multiple linear regression. The findings indicate that community perceptions tend to be negative, with an average perception score of 2.43 out of 5; 70% of respondents showed negative perceptions, 20% neutral perceptions, and only 10% positive perceptions. Regression analysis reveals that trust in government is the strongest factor influencing perception, followed by the clarity of information and exposure to information, both of which have significant positive effects. In contrast, the experience of being affected by river-related environmental problems has a significant negative effect, while community participation does not show a statistically significant influence. These findings suggest that the effectiveness of environmental communication campaigns depends not only on message dissemination but also on public trust, clarity of communication, and the government’s ability to demonstrate tangible improvements in river conditions.

Abstract

Korupsi merupakan salah satu permasalahan serius yang dihadapi Indonesia, termasuk pada sektor strategis seperti energi. Kasus korupsi pengoplosan bahan bakar minyak (BBM) yang melibatkan Pertamina pada tahun 2025 menimbulkan perhatian luas dari masyarakat karena berdampak pada kerugian negara serta menurunnya kepercayaan publik terhadap Badan Usaha Milik Negara (BUMN). Pemberitaan mengenai kasus tersebut tersebar luas melalui berbagai media dan memunculkan beragam tanggapan dari masyarakat. Penelitian ini bertujuan untuk menganalisis resepsi masyarakat Surabaya terhadap kasus korupsi pengoplosan BBM Pertamina dilihat dari perspektif komunikasi publik. Penelitian ini menggunakan paradigma konstruktivis dengan pendekatan kuantitatif dan metode studi kasus. Data diperoleh melalui penyebaran kuesioner kepada 100 responden masyarakat Surabaya yang mengetahui kasus tersebut dan menggunakan bahan bakar kendaraan bermotor. Analisis penelitian menggunakan Teori Resepsi Stuart Hall yang membagi posisi audiens ke dalam tiga kategori, yaitu dominant-hegemonic position, negotiated position, dan oppositional position. Hasil penelitian menunjukkan bahwa 55% responden berada pada posisi dominan dengan menerima sepenuhnya narasi media mengenai keterlibatan Pertamina dalam kasus korupsi dan menunjukkan kekecewaan yang tinggi. Sebanyak 39% responden berada pada posisi negosiasi, yaitu menerima adanya kasus korupsi tetapi tetap menggunakan produk Pertamina karena faktor ekonomi dan ketersediaan fasilitas. Sementara itu, 6% responden berada pada posisi oposisi yang menolak narasi media dan tetap mempercayai Pertamina. Temuan penelitian juga menunjukkan adanya perubahan perilaku masyarakat, di mana sebagian responden beralih ke SPBU swasta sebagai bentuk ketidakpercayaan terhadap Pertamina. Selain itu, media sosial menjadi sumber informasi utama bagi masyarakat, terutama generasi muda, sehingga mempengaruhi pembentukan opini publik secara cepat. Penelitian ini menunjukkan bahwa resepsi masyarakat terhadap kasus korupsi bersifat beragam dan dipengaruhi oleh pengalaman pribadi, kondisi ekonomi, paparan informasi, serta tingkat kepercayaan terhadap institusi. Oleh karena itu, komunikasi publik yang transparan dan efektif menjadi faktor penting dalam membangun kembali kepercayaan masyarakat terhadap institusi negara.

Abstract

Pengelolaan sampah berbasis komunitas melalui program bank sampah merupakan salah satu inovasi penting dalam mengatasi permasalahan sampah rumah tangga di perkotaan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan kesenjangan pelaksanaan program bank sampah antara Bank Sampah Rukmi dan Bank Sampah Pelita di Kelurahan Gunung Anyar Tambak, Kecamatan Gunung Anyar, Kota Surabaya, dengan menggunakan kerangka teori pemberdayaan masyarakat Jim Ife. Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kasus komparatif, melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi. Analisis dilakukan terhadap enam dimensi pemberdayaan menurut Jim Ife, yaitu dimensi sosial, lingkungan, ekonomi, dan politik. Hasil penelitian menunjukkan bahwa Bank Sampah Rukmi telah memenuhi sebagian besar dimensi pemberdayaan Jim Ife, sementara Bank Sampah Pelita menghadapi hambatan yang saling berkaitan. Penelitian merekomendasikan intervensi sistemis berbasis prinsip keadilan sosial dan pemberdayaan komunitas untuk mewujudkan pengelolaan sampah yang berkeadilan di Kota Surabaya.

Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.
