Abstract

This research aims to find out and understand the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation in several places such as the Palembang City Social Service, Simpang Polda, and Radial. Data analysis is carried out through data collection, data presentation, and verification and affirmation of conclusions. The results of the study show that the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program is not only collecting data on clown beggars, the Social Service also provides social direction and guidance to street clown beggars, this program also supports the success of the rehabilitation program. This rehabilitation program can also be supported by the community and other governments. The impact of this program can also raise awareness of street clown beggars for more viable life changes. Overall, this study can be concluded that the role of the Social Service in the Palembang City Street Clown Beggar Rehabilitation Program is not optimal, but the Social Service has done it in accordance with the SOPs, the main factor is not optimal because other government involvement has not been achieved to collaborate with the Palembang City Social Service, therefore this study suggests the need for cooperation and involvement with the government, The TNI, the National Police to strengthen the rehabilitation program so that the coordination is more effective.

Abstract

This study aims to identify the strategy of the South Sumatra Provincial KPU in increasing the participation of voters with disabilities in the 2024 Presidential election in Palembang City, as well as the obstacles and factors that affect the effectiveness of the strategy. The research method used is a descriptive qualitative approach, by collecting data through observation, interviews, and documentation at the South Sumatra Provincial KPU office, as well as the chairman of KPPS, and the Disability Group. Data analysis is carried out through data collection, data reduction, data presentation as well as verification and affirmation of thematic conclusions based on Strategy Theory (Mulgan, 2009:19) and Political Participation Theory (Budiardjo, 2019), to identify the KPU strategy as well as the obstacles and factors that affect the effectiveness of the strategy. The results of the research revealed that the South Sumatra Provincial KPU implemented various strategies to increase the participation of voters with disabilities in the 2024 Presidential Election. The strategy includes direct socialization to communities and social institutions, the use of social media and tools such as braille, and training for KPPS to be able to provide inclusive services. The KPU also involves people with disabilities in election simulations and public service advertisements to increase their political awareness. Facilities at the polling station are prepared to be disability-friendly, such as special lanes, wheelchairs, and pick-up services. Cooperation with social institutions and communities with disabilities also strengthens the dissemination of information. Despite obstacles such as limitations of disability-friendly information media and psychological barriers, this strategy is considered effective in increasing the confidence and political participation of people with disabilities. This effort reflects the commitment of the South Sumatra KPU in realizing inclusive, fair, and equal elections for all. Based on the results of the research, the South Sumatra Provincial KPU's strategy in increasing the participation of voters with disabilities in the 2024 Presidential Election in Palembang City shows a positive commitment, but still faces obstacles. The goal of political inclusion has been well directed, but the provision of facilities and information still does not fully support the needs of people with disabilities, especially for sensory and intellectual disabilities. Socialization is not yet fully accessible, and the involvement of people with disabilities in decision-making is still limited. The participation rate is still mostly passive due to lack of information, physical barriers, and psychological and social factors. To realize inclusive elections, the KPU's strategy needs to be strengthened through increased accessibility, involvement of the disability community, and more disability-friendly communication methods.

Abstract

This research aims to find out and understand how female village heads are in the vortex of kinship politics in Sungai Pinang Village, Rambutan District, Banyuasin Regency in 2024. This study uses a qualitative methodology with interview, observation, and documentation techniques to collect data. This research uses the theory of familiesties (Jalalzai & Rincker 2018) and the theory of Women and Politics (Joni Lovenduski 2025). The results of this study show that kinship relationships have a significant influence on the process of electing female village heads with family support, social capital, and community solidarity that are still strong in traditional structures in the village. Kinship politics is not only a power strategy but also a means for women to gain legitimacy in leadership in villages that are still patriarchal. This research confirms that kinship politics has a positive and negative impact on village democracy, on the one hand facilitating women's access to be involved in village politics, but can also strengthen the practice of political dynasties that close the space for community participation at large. In conclusion, the head of the female village in Sungai Pinang Village is influenced by the practice of kinship politics (familyties) which has been firmly rooted in the local social and political structure. The suggestion that the researcher can give is an effort to improve the quality of village democracy so that women's representation is not only symbolic but also substantive.
