Abstract

Good Governing Poverty Alleviation is a poverty reduction program by implementing a model of Good Governance in this context in the Family Hope Program - Independent Women's Group involving actors in the state, society and private sector. Handling the poverty problem of the Batu City Government in accordance with the Good Governance model through a partnership pattern established with the private sector, KPM and Batu City Social Service is expected to be able to create independent women's groups that are able to try to develop their creativity to rise from poverty for themselves and their families .                    This research uses descriptive qualitative method with data collection techniques such as, observation, interviews and documentation and other data that supports this study both primary and secondary. Based on the results of the study of "Good Governing Poverty Alleviation" through PKH Policy - Independent Women's Groups in Poverty Alleviation in Batu City where there are several problem formulations namely Independent Women's Groups in Poverty Alleviation, Implementation and Dynamics of alleviation Good Governing Poverty through PKH Policy - KPM in Poverty Alleviation Women's Empowerment through Independent Women's Groups in Batu City. The results of this study, namely this policy has actually been well-integrated but in the implementation or implementation at the regional level in this case Batu City has not shown an integration model because there is something that has not been realized normative. What is intended is that the Standard Operating Procedure (SOP) has not been regulated in this policy, there are dynamics such as the KPM human resource capacity that is still below the standard so that the policy implementation and private enthusiasm in implementing this policy very, empowering women through KPM is one of the efforts to improve the economy of KPM through a partnership scheme with entrepreneurs in Batu City.

Raya Tlogomas 246 MalangABSTRAKSebagai wujud dari social responsibility yang baik dalam hal ini tim pengabdian melalui programPPMI 2012-2013, berupaya memberikan bentuk pengabdian yang tidak hanya bersifat soft-skilltetapi juga bersifat penguatan kelembagaan, yang nantinya diharapkan dapat tetap melangsungkanpenguatan soft skill yang dibekalkan kepada masyarakat pasca program pengabdian.Pada akhirnya tercetuslah bentuk pengabdian yang memberi pembekalan pendidikan untukmasyarakat melalui lembaga Pusat Kegiatan Belajar Mengajar (PKBM ) Aisyiyah Dau, Kab. Malang.Lembaga ini dinilai strategis sebagai pelangsung program pengabdian, yang akhirnya dijalin kerjasamasebagai mitra I. Kemudian dalam menentukan mitra II, tim pengabdian melihat aspek kebermanfaatanpada pentingnya pembekalan skills pada generasi muda binaan Panti Asuhan (PA) Aisyiyah Dau Kab.Malang sebagai bekal purna asuh dan kemandirian bagi mereka.Program kursus menjahit dipandang sebagai sebuah skill pendidikan informal yang strategisuntuk tetap dilanjutkan, sebagaimana suksesnya program pengabdian periode sebelumnya. Hal iniditunjukkan oleh: (1) Tingginya animo masyarakat untuk mengikuti kursus menjahit (tidak hanyaberasal dari peserta asuhan PA Putri ‘Aisyiyah Dau tetapi juga berasal dari masyarakat sekitar), dan(2) Strategisnya PKBM sebagai pusat belajar masyarakat secara kolektif, terarah/terprogram, danberkelanjutan. Atas dasar tersebut, Tim Program Pengabdian ini terus melakukan pembinaan terhadapPKBM Aisyiyah Dau Malang dan pengembangan kursus menjahit yang lebih meluas dan mencakupmasyarakat yang mebutuhkan. Sebagai upaya yang berkelajutan, Tim melakukan langkah-langkah:(1) menjalin kerjasama dengan BUEKA (Badan Usaha Ekonomi Aisyiyah) sebagai tempat untukmengembangkan usaha yang dirintis oleh peserta binaan, dan (2) membangun jaringan denganinstitusi-intitusi lain utamanya pemerintah setempat.Kata Kunci: Pusat Kegiatan Belajar Masyarakat, Kursus Menjahit, Aisyiyah Dau Malang.

Berbicara tentang agama dan kedamaian, kita akan diingatkan pada kenyataan masa lallu yang sangat memilukan. Sederet fakta konflik,kekerasan dan teror banyak yang berembel-embel agama, sekedar menyebut contoh di asia selatan. Di wilayah inipernah ada konflik anatara agama hindu dengan Islam, hindu lawan katholik, hindu lawan sikh, hindu lawan budha dan juga di filipina antara katolik dengan islam.

Abstract

This paper is aimed to investigate the strategic collaborative partnership in managing local tourism affairs as part of Indonesian decentralization schemes. The qualitative method is applied in order to describe the critical analysis about the existence of government strategic collaborations in Malang and Batu cities of Indonesia. The main finding is that the formal government partnership has not been established yet between the two cities. However, the strategic informal collaboration of tourism management culturally exist in both cities. In addition, Malang city government has made one step ahead by conducting feasibility study about the formal collaborative partnership in tourism affairs. There are several limitations on this study regarding the recent practice of decentralized tourism management affairs in both cities, also limited secondary data on legal documents about partnership progresses. The study recommends both local governments should utilize the cultural concept of Arek as their common cultural identity in order to make the formal government partnership possible. Hence the possible model of collaborative partnership which are Cooperative Construction and Joint Services models could be established. As a result, both policies and information could be exchanged integrally in term of tourism management affairs. The research value proposes utilizing the cultural identity of Arek, it means common identity for young people in Batu and Malang cities as the starting point towards the formal partnership establishment. Since these cities are experiencing sectoral ego in term of local government implementation, but they are solid entity in terms of AREMA (Arek Malang – Malang Young People) even they use this identity to support tourism affairs collaboratively. Keywords: Tourism management, collaborative governance, government partnership and decentralization

Abstract

Implementasi UU No 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah mengamanatkan tentang pengelolaan PBB-P2 diserahkan kepada Pemerintah Daerah paling lambat setelah Tanggal 31 Desember 2013. Akan tetapi pada kenyataannya desentralisasi pengelolaan PBB-P2 oleh daerah pada tahap awal belum menciptakan efektivitas yang instan dan dinilai berpotensii menciptakan masalah baru. Seperti naiknya tarif PBB-P2 mejadi tidak terkontrol, diperburuk dengan kualitas pelayanan, infrastruktur dan SDM pengelola di daerah yang rendah, sehingga fenomena yang ada di beberapa daerah tidak berbanding lurus dengan dalil efektivitas teori desentralisasi ekonomi dan fiskal. Perolehan pajak PBB-P2 2014 terhadap total penerimaan pajak daerah Koa Batu adalah sebesar 60%, meski perolehan tahun pertama masih belum bisa mencapai target yang ditetapkan. Efektivitas implementsi PBB-P2 oleh daerah berdasarkan indikator aksestabilitas tergolong manual, satu arah, dengan mekanisme penetapan top-down, terkait dengan indikator kesesuaian belum sepenuhnya tercapai terutama kapasitas organisasi, SDM, sarana dan insfrastruktur. Sama halnya dengan indikator pencapaian masih belum sesuai dengan target perolehan yang ditetapkan, terakhir berdasarkan dengan indikator Mutu, belum jelas tereksplorasi model penjaminan mutu pengelolaan PBB-P2 oleh daerah.

Abstract

East Rombiya Village, Sumenep, Madura, is a compelling example of a region actively advancing sustainable village tourism by leveraging its local potential. This study aims to analyze the social innovation initiated by the Village Government through the Village-owned Enterprises (BUMDes) in developing the "Somber Rajeh" tourist destination using an Asset-based Community Development (ABCD) approach, and its impact on community empowerment and the village economy. The research method used is qualitative, with data collection through observation, in-depth interviews, and documentation involving the village government, BUMDes managers, and the local community. The results show that the implemented social innovation successfully transformed natural springs into sustainable tourist attractions, created new jobs, increased the village's local income, and strengthened community participation in tourism management. The analysis reveals that synergy among the village government, BUMDes, and the local community is the critical success factor of inclusive and independent tourism development. This study suggests that local assets can be leveraged to generate effective solutions for sustainable village development, grounded in community empowerment.
