Abstract

The adoption of information and communication technology has had an effect on remodeling the general public service delivery system called e-government. E-government evaluation is a crucial aspect to evaluate how a long way the improvement in the quality of the public service delivery system provided by the technology. This study aim was to summarize and to decide the influencing factors in e-government evaluation by analyzing published scientific articles. This research method used a systematic literature review. The authors performed searches for scientific articles in online database Elsevier (Scopus) written in English and can be accessed in full paper. This study uses 18 articles of data to conduct a systematic literature review. The findings show that most previous studies on e-government service evaluation published in 2018 and 2020. The findings also show that developing countries are the most dominating research locations. In addition, the findings show the influencing factors in e-government evaluation are 1) user satisfaction consist of reliability/efficiency, compatibility, perceived of benefit, trust, responsiveness, overall satisfaction; 2) Site Quality consist of information quality, system quality, service quality, perceived usefulness, ease to use, accessibility, security and privacy, effectiveness, design, and content; 3) Facilitating condition consist of IT infrastructure. These twelve variables can be used as basis for future research to evaluate the quality of e-government. This study has limitations because it only uses the online database Elsevier (Scopus) as a database to obtain published scientific article data during 2014-2021.

Abstract

The pandemic COVID-19 become an essential issue that has driven the high use of social media as a digital tool to disseminate information. There are two benefits of social media as digital communication. Accelerating the spread of true information effectively and efficiently and spreading misinformation about the pandemic COVID-19 is increasingly unstoppable. The great challenge faced by the government is to rebuild trust in government and trust in information quality by providing quality information. Provision of quality information is a government effort to promote healthy living as a strategy to support public health policies. This research investigated how the provision of quality information directly affects trust in information quality, trust in government, and information adoption. This research also examined the direct effects of trust in information quality, trust in government on information adoption. This research used a quantitative approach with an online survey to collect the data. The sample of this study was 160 samples. We used WrapPLS software version 7.0 to analyze the data and measure the hypothesis paths in this research model. The results of this study were the provision of quality information has positive effects on trust in government, trust in information quality, and information adoption; Trust in government has a positive effect on information adoption; and rejected the effect of trust in information quality on information adoption.

Abstract

The development of smartphones has an essential role in digital services, which have the advantage of access to health services that can be performed anywhere and anytime. Unfortunately, the diffusion process of smartphone technology in the provision of health services faces the problem of decreasing the actual use of mobile health applications. Previous studies on m-government health services have also focused on using TAM and UTAUT to predict individual user behavior. A gap in the literature has been identified in previous studies. This study investigates the critical factors for the individual acceptance of m-government health services, especially the Peduli Lindungi mobile health service. The two theoretical models, TAM and ECM, were integrated to enhance the body of knowledge in predicting individual behavior in the m-government healthcare context. A quantitative method was used to analyse a total of 200 data. PLS-SEM was used to analyze the outer and inner models. The findings of this study support all hypotheses. The study's findings show that Perceived Usefulness, Perceived Easy to Use, and Satisfaction significantly affect on Intention Use; Perceived Usefulness, Perceived Easy to Use, and Expectation Confirmatory significantly affect on Satisfaction, Perceived Easy to Use has a significant effect on Perceived Usefulness. Expectation confirmation significantly affected Perceived Usefulness and perceived ease of use. The proposed model is successfully validated. Future research could consider integrating these theoretical models to assess the critical factors influencing the acceptance and use of digital services in other contexts.

Abstract

The implementation of Law Number 6 of 2014 concerning Villages is a form of independent and competitive rural development reform. The village law is a manifestation of granting authority and authority to villages in managing, managing, and regulating finances through the Village Fund Allocation (ADD). With the success of rural development reform, GVG has become a fundamental instrument in managing village finances. Unfortunately, previous research does not explain GVG as an effort to realize the development of the village tourism industry in Indonesia. This study seeks to provide literature through an analysis of the implementation of the principles of GVG to encourage the tourism industry’s success with a case study in Pujon Kidul Tourism Village, Malang Regency. Because the Pujon Kidul Tourism Village can develop tourism potential through managing village funds to increase Village Original Income (PADes) in Village-Owned Enterprises (BUMDES). The method used is a case study qualitative research with data collection techniques using in-depth interviews with stakeholders in Pujon Kidul Tourism Village. The research findings reveal that implementing GVG in Pujon Kidul Tourism Village in terms of transparency, accountability, and participation is marked by open discussions with the community through village deliberation forums. Responsibilities related to reporting funds sourced from APBDes, village funds, and other aid funds are also reported to the community verbally and in writing which is carried out at village deliberation forums. Meanwhile, the role of the community is still low because it still depends on the part of the village government.

Abstract

Urbanization drives population growth and development in the coastal area of Semarang City, Indonesia, which in turn increases water consumption demand. To meet these demands, massive exploitation of groundwater has become a common practice. Consequently, groundwater reserves are depleting, causing damage to soil composition, particularly in the alluvial land characteristic of the area. These factors contribute to loads that exceed the land's carrying capacity, leading to extreme subsidence rates in Semarang's coastal areas. This research analyzes the obstacles faced by central and regional governments in implementing public policies to mitigate sustainable land subsidence. A qualitative approach with descriptive methods was employed, with a rigid selection of existing literature, journal articles, official documents, and news related to the research topic. The study utilizes a public policy perspective to map and analyze existing literature. The results indicate that handling land subsidence is hindered by several factors: policy incoherency, reactive policy nature, miscoordination among stakeholders, and overlapping public policies. Consequently, policy implementation in Semarang City has not yielded significant results in addressing subsidence. The study highlights the need for central and regional governments to involve business actors in formulating strategies to manage land subsidence effectively. This research contributes to expanding theoretical and practical knowledge on the implementation of land subsidence management policies by local governments in Indonesia's sustainable environmental sector.

Abstract

Information and Communication Technology (ICT) progression has notably impacted the shift from traditional public services to digital alternatives. Among the various digital services, m-government services, provided by smartphone technology, have gained widespread popularity. Unfortunately, the broader adoption of digital technology encounters several challenges, including insufficient user interest and acceptance, as well as concerns regarding security and user privacy. The primary goal of the research is to address the existing gap in the literature by examining the factors that contribute to the effective implementation of m-government services. A mix of key components is employed, incorporating the Information Systems (IS) Success model and Technology Acceptance Model (TAM) as research variables. The research applies a quantitative approach in the form of an online survey. Furthermore, a Partial Least Square- Structure Equational Modeling (PLS-SEM) analytic approach is performed to evaluate 230 data points. The research findings support five hypotheses while rejecting three hypotheses. Significantly, the findings suggest that perceived usefulness and ease of use influence behavioral intention considerably. Additionally, constructions related to service quality significantly impact behavioral intention. Meanwhile, both system quality and information quality do not contribute to affecting behavioral intention. Furthermore, information quality exerts a substantial impact on perceived usefulness, but it does not influence perceived ease of use. Finally, it is observed that system quality significantly affects the perceived ease of use.

Abstract

Coastal tourism as a form of natural tourism has a very promising development in Indonesia, but unfortunately it is not accompanied by ecological maintenance. Several coastal tourist destinations have experienced a decline in ecological quality, such as the problem of waste that is not managed properly and seawater pollution due to activities on land. The purpose of this study was to analyze whether the development of Karangjahe Beach tourism is in accordance with the principles of sustainable development (Economic Sustainability; Ecology Sustainability & Social Sustainability). The research method used is descriptive qualitative with primary data collection techniques through interviews and Focus Group Discussions, while secondary data is obtained from electronic mass media, previous research results and from related agency report documents. The results of the study indicate that Karangjahe tourism in terms of economic sustainability has been able to provide economic benefits to both the local community and regional income, in terms of Environmental Sustainability the tourist destination is able to change the coastal conditions to be greener, while in terms of social sustainability it is shown from the manager's concern in maintaining local culture. There are several weaknesses in each of these sustainability parameters, so it can be said that the achievement of sustainability has not been optimally achieved. Therefore, it is recommended to the local government and to the managers of tourist destinations to pay more attention to all aspects of sustainability.

Abstract

Background: Dynamic demand-based pricing has increasingly been adopted by capacity-constrained businesses such as hotels. This strategy is deemed highly profitable for both service providers and guests. Resorts on Bintan Island have implemented dynamic pricing by analyzing specific dates and times when occupancy is expected to peak. Objective: This research aims to analyze the impact of dynamic pricing on hotel reservations and revenue, focusing on its effect on increasing room occupancy and revenue. Method: The study utilizes descriptive quantitative research methods, relying on primary data from the Daily on the Book (OTB) Report, Dynamic Cover Monthly Report, and Three Month Forecast Report, all sourced from the hotel Property Management System (PMS) called Opera. Results: The findings indicate that dynamic pricing significantly increases hotel room occupancy and revenue. Conclusion: Hotel management must choice between prioritizing occupancy or room revenue. The room nights and occupancy budget might not be reached if management prioritizes increasing room revenue and vice versa. Abstract

Apart from having educational and development goals, the management of Diponegoro University's Wanadipa Special Purpose Forest Area (KHDTK) also aims to carry out sustainable forest use activities. The management carries out efforts to achieve these goals through a deliberative governance approach, including public consultation. However, the management is not yet satisfied with the results, considering that the community around the forest has not participated well in managing the KHDTK. Therefore, this research aims to analyze deliberative governance in KHDTK forest management by testing three deliberative governance criteria: representation, participation, and deliberation process. This approach is a collaborative effort between managers of Special Purpose Forest Areas (KHDTK) and farming communities around the forest. Mixed research methods were used in this research, with a concurrent embedded model. The qualitative research approach uses key informants as data sources, while quantitative research uses respondents consisting of forest farmers. The results of the research show that KHDTK forest management based on aspects of representation, participation, and deliberation has not run optimally. Therefore, it is recommended that intensive and open communication between KHDTK managers and forest farming communities be improved in KHDT forest management, which will provide benefits to both parties.
