Abstract

Al-Qaeda, with Osama Bin Laden as the leader, had been known for doing a lot ofterrorism acts global-wide. This research is carried out to study about the behavior ofOsama bin Laden’s terrorism acts and to explain the factors influencing such behavior andacts. To achieve that purpose, this research employs qualitative method using thePsychosicial Principles provided by Luis de la Corte et.all. as the analytical tool. The studyfound that Osama Bin Laden’s terrorism acts were influenced by at least 5 among 7 factorstabled by de La Corte. These factors are minority interest, interaction and socialenvironment, coorperation with other groups based on common interests, facilities forsupporting terrorism, and ideology accepted by the public.

Abstract

The strategic location of the Strait of Malacca makes it one of the busiest straits in the world. The Malacca Strait serves as a channel for the distribution of oil and natural gas as a need for energy security and world trade commodities through the sea. But the high activity in the Strait is not balanced with security guarantees. Therefore, the cooperation of coastal countries is needed to maintain the security of the waters around the Strait of Malacca. Indonesia, Malaysia and Singapore formed cooperation to handle armed robbery in Malacca Strait in 2004 named Malsindo. The type of this research is analytic describtive using qualitative method to apply neoliberalism theory. This research is aimed to know the reason measures to combat armed robbery cases in Malacca Strait between 2004-2013. The result of this research finds that measures taken by coastal country to combat armed robbery consists of Malacca Strait Sea Patrol (MSP) which was launched in 2004, Eyes in The Sky (EIS) which was launched in 2005 and MSP-IS in 2006.

Abstract

Indonesia, the world's largest archipelago, is known for its rich marine biodiversity andresources. The vast area, however, is difficult to monitor, which give rise to illegalactivities. IUU fishing costs the country 30 trillion rupiah annually. Indonesia remainscommitted to completely eradicate illegal, unreported and unregulated (IUU) fishingactivities through international forum such as FAO. FAO's Port State Measures Agreement(PSMA) 2009 is a testament of commitment from the international community inaddressing IUU fishing by strengthening the role of state port. However, five years afterthe inception of the Agreement, Indonesia's effort in commiting and complying with theAgreement were hampered by several factors. This study is aimed to explain the obstaclesfaced by Indonesia in the process of PSMA’s ratification. Therefore, it enables the countryto conduct unilateral measure in fighting IUU fishing namely the “vessel drowning” policywith its current capabilities, available resources, and national interest. These two premisescontribute to the slow process of PSMA’s ratification. This research utilized descriptiveanalyticalmethod in attempt to answer the research question. Based on wide range data,study cases, and the theoretical framework, this study found that the use of Realismparadigm and Oona Hathaway’s integrated theory of International Law could best explainthe hindrances faced by Indonesia in fulfiling the requirements of PSMA 2009, whichhinders the progress of its ratification. This suggests that Indonesian government wouldserve its very best interest solely for the state and its survival in deterring, preventing, andeliminating IUU fishing. Thus, it sets aside the state’s desire and importance in complyingand committing to international norms.

Abstract

Global anti-money laundering and countering the financing of terrorism (AML/CFT) regime set up by G7 countries in 1989 had established a nontreaty yet significantly influencing standard setter body named Financial Action Task Force (FATF). Regime norms codified by FATF in “40+9 Recommendations”, hand in hand with “Non-cooperative Countries and Territories (NCCTs)” list have become two most powerful instruments in enforcing international AML/CFT regime, not only for member but also non member countries, including Indonesia. This study is aimed to explore the reasons behind Indonesia’s decision to adopt and thus implement “40+9 Recommendations”. Using power-based regime approach and the economic sanction theory, this research finds that the said decision is a result of rational calculation, considering both international and domestic dynamics. On international side, there are global financial hegemon countries as FATF members behind “40+9 Recommendations” who can act unilaterally to foster and enforce its global implementation. On the domestic side, its implementation can provide a basis for good financial governance, a much needed foundation to build anti-corruption and anti-terrorism national regime.

Abstract

Globalisasi menyebabkan semua lini kehidupan menjadi saling berhubungan. Desentralisasi yang dikuatkan melalui penyebaran nilai-nilai demokrasi melalui fenomena globalisasi nyatanya telah memunculkan pemerintah daerah sebagai salah satu aktor penting dalam hubungan internasional melalui perannya dalam paradiplomasi. Diadopsi dari pengalaman negara-negara maju, negara berkembang kini mengadaptasikan paradiplomasi dengan kondisi dan kepentingan yang dimiliki. Penelitian ini bertujuan untuk mengidentifikasi diplomasi yang kompatibel dengan konsep lokalitas, sehingga dapat memperkuat lokalitas Kota Semarang di era globalisasi. Penelitian ini dilakukan dengan menggunakan konsep desentralisasi dan paradiplomasi dengan metode kualitatif untuk menganalisa data yang diperoleh. Penelitian ini menemukan bahwa paradiplomasi tahap pertama telah diterapkan oleh Pemerintah Kota Semarang. Paradiplomasi tahap pertama ini dilakukan untuk mencapai kepentingan ekonomi, seperti meningkatkan investasi dan memperluas pasar, tanpa meninggalkan identitas dan modalitas lokal.
