Abstract

Abstract The Indonesian government issued Regulation of the Minister of Home Affairs Number 70 of 2019 as an innovation made to facilitate regional financial management is the Regional Government Information System (SIPD). Following up on this regulation, the Regional Government Information System (SIPD) was started by the Regional Financial and Asset Management Agency (BPKAD) of Bogor Regency in preparing the budget. This study aims to measure the implementation of the local government information system (SIPD) in preparing the budget to improve the quality of local government financial reports in Bogor Regency, West Java Province. The research method used in this research is descriptive qualitative with an inductive approach. The data used in this study are primary data and secondary data. Data collection techniques used were interviews and documentation. The results of this study indicate that the implementation of local government information systems in preparing this budget has not gone well because there are still several obstacles and problems encountered that hinder the implementation process such as lack of socialization, limited knowledge, servers that are difficult to access. Abstract

Culture is one of the concepts of local wisdom that necessity to be maintained. Sundanese culture is a culture that comes from the Sundanese people. The word "Sunda" means Good, White, Clean, and Brilliant, everything that contains elements of goodness. Sundanese people are believed to have Kasundaan ethos, character, and the virtues of life. The relationship between humans and fellow human beings in Sundanese society must be based on the attitude of "silih asah, silih asuh, and silih asih", meaning that they must teach each other, nurture each other, and love each other to create an atmosphere of community life that is colored by intimacy, harmony, peace, tranquility, and kinship. The creation of a good culture improves performance in an organization. The purpose of this study is to analyze the influence of Sundanese cultural values on the performance of State Civil employees at the West Java Provincial Education. Quantitative research is the method used in this study. A total sample of 395 workers was gathered by employing stratified cluster random sampling. Structural Equation Modeling (SEM) analysis utilizing AMOS 22.0 software is the study methodology used. The findings of this study show that Sundanese cultural values significantly affect performance by 14.0%, (p<0.05). Keywords: performance, Sundanese Cultural Values.

Abstract

This study examines how collaborative governance operates in the implementation of stunting reduction policies in Indonesia by integrating the perspectives of collaborative governance and the Penta-Helix model. It aims to identify the dominant governance patterns found in national empirical studies and to examine how these patterns are reflected in the governance practices of East Jakarta. A qualitative research design was applied through a two-stage approach. The first stage involved bibliometric analysis and a systematic literature review of national studies on collaborative governance and stunting reduction, followed by thematic coding to identify key governance dimensions. The second stage consisted of contextual validation through interviews with key stakeholders and analysis of policy documents related to stunting governance in East Jakarta. The findings show that national studies mainly emphasize actor configuration, especially the distribution of roles among government institutions, private sector actors, communities, and media stakeholders. Governance processes, such as leadership coordination and multi-level planning, are also important in sustaining collaboration, while institutional mechanisms, including monitoring systems and data coordination, receive less attention in the literature. Empirical evidence from East Jakarta indicates that the local government acts as a central integrator, coordinating multi-actor participation through institutional platforms and policy coordination mechanisms. The interaction among actor configuration, governance processes, and institutional mechanisms shapes the operational structure of collaborative stunting governance. Based on these findings, the study proposes an integrated governance framework that emphasizes alignment among actor participation, coordination processes, and institutional support. It recommends strengthening institutional coordination, improving cross-sector data integration, and increasing the role of non-government actors to support sustainable stunting reduction initiatives.
