Abstract

Society 5.0 yang digagas oleh negara Jepang sebagai resolusi digital 4.0 sebagai landasan dalam pengelolaan keuangan daerah harus diterapkan berbasis digital guna meningkatkan pengelolaan keuangan yang efektif dan efisien. Pemerintah daerah wajib menyediakan informasi pemerintahan daerah, yang dikelola dalam suatu sistem informasi pemerintahan daerah. Tujuan penelitian ini mengetahui gambaran penerapan SIPD dan hambatannya serta strategi dalam mengatasi hambatan pengelolaan keuangan daerah di Kota Semarang. Metode penelitian ini adalah kualitatif deskriptif, data diperoleh dari hasil observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan SIPD dalam pengelolaan keuangan daerah sudah dilaksanakan, namun pada dimensi sumber daya terutama pada indikator fasilitas sistem informasi Akuntansi dan Pelaporan (Aklap), menu yang digunakan sudah ada namun belum bisa diakses. Hambatan Penerapan SIPD dalam Pengelolaan Keuangan Daerah di Kota Semarang antara lain a) pelatihan SIPD dari pemerintah pusat belum optimal; b) Server yang tersedia kurang kuat; dan c) teknis pengelolaan keuangan terkait dengan Aklap laporan Realisasi Anggaran, menunya belum tersedia, sehinga laporanya belum balance dan pengembalian LS Kas Umum belum sesuai. Strategi dalam mengatasi hambatannya menggunakan strategi SO (Strenght-Opprtunity), SC (Strenght-Culture) dan AgC (Agility-Culture). Kata Kunci: Penerapan; Sistem Informasi Pemerintahan Daerah (SIPD); Pengelolaan; Keuangan Daerah.

Abstract

Abstract The Indonesian government issued Regulation of the Minister of Home Affairs Number 70 of 2019 as an innovation made to facilitate regional financial management is the Regional Government Information System (SIPD). Following up on this regulation, the Regional Government Information System (SIPD) was started by the Regional Financial and Asset Management Agency (BPKAD) of Bogor Regency in preparing the budget. This study aims to measure the implementation of the local government information system (SIPD) in preparing the budget to improve the quality of local government financial reports in Bogor Regency, West Java Province. The research method used in this research is descriptive qualitative with an inductive approach. The data used in this study are primary data and secondary data. Data collection techniques used were interviews and documentation. The results of this study indicate that the implementation of local government information systems in preparing this budget has not gone well because there are still several obstacles and problems encountered that hinder the implementation process such as lack of socialization, limited knowledge, servers that are difficult to access. Abstract

Abstract IMPLEMENTATION OF THE DIRECT CASH ASSISTANCE (BLT) POLICY FOR COVID-19 AFFECTED COMMUNITIES IN BANDUNG REGENCY The purpose of this study is, where researchers want to know the extent of the implementation of providing Village Fund Direct Cash Assistance (BLT Dana Desa), for Communities affected by COVID-19 in Cileunyi District, Bandung Regency. This study uses qualitative methods with descriptive analysis, using qualitative methods, researchers want to know in depth the implementation of the policy of providing direct cash assistance for people affected by COVID-19, and describe the results of this study clearly, with data sources obtained from secondary data and primary data. , secondary data was taken from documentation, literature books related to BLT Village Funds, and scientific journals that raised the issue of BLT Dana Desa, as well as primary data obtained, from field observations, through interviews with related parties and affected communities. COVID-19. The results and conclusions, that the implementation of the policy of providing BLT Village Funds is carried out by the ranks of the District apparatus, the Village Board and the Village BPD, together with appointed officers from the RW/RT, the implementation is running smoothly without any significant obstacles, there are several citizens of the community who should be entitled to n, but cannot, this is because the name in question is not listed in the list of recipients of the Village Fund BLT. The Village Apparatus will immediately correct the existing data by adjusting the data and sending it to the relevant parties. The distribution of the Village Fund BLT is carried out while maintaining strict health protocols. Supervision is carried out by the TNI, POLRI and SATPOL PP. Keywords: Policy Implementation, BLT, Village Fund, COVID-19 Abstrak Tujuan dari penelitian ini adalah, dimana peneliti ingin mengetahui sejauh mana implementasinya pemberian Bantuan Langsung Tunai Dana Desa (BLT Dana Desa), bagi Masyarakat terdampak COVID-19 di Kecamatan Cileunyi Kabupaten Bandung. Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif, dengan menggunakan metode kualitatif, peneliti ingin mengetahui secara mendalam dari implementasi kebijakan pemberian Bantuan Langsung Tunai bagi Masyarakat terdampak COVID-19, dan mendeskripsikan hasil penelitian ini secara jelas, dengan sumber data didapat dari data sekunder dan data primer, data sekunder diambil dari dokumentasi-dokumentasi, buku-buku literature terkait BLT Dana Desa, dan jurnal- jurnal ilmiah yang mengangkat masalah BLT Dana Desa, serta data primer didapat, dari hasil observasi di lapangan, melalui wawancara dengan pihak-pihak terkait dan Masyarakat terdampak COVID-19. Hasil dan simpulan, bahwa implementasi kebijakan pemberian BLT Dana Desa dilakukan oleh jajaran aparatur Kecamatan, Jajaran Desa dan BPD Desa, bersama-sama dengan petugas yang ditunjuk dari RW/ RT, pelaksanaannya berjalan dengan lancar tanpa adanya hambatan yang berarti, ada beberapa warga Masyarakat yang harusnya berhak mendapatkan, tetapi tidak dapat, hal ini dikarenakan nama yang bersangkutan tidak tercantum dalam daftar penerima BLT Dana Desa. Jajaran Aparatur Desa, akan segera memperbaiki data- data yang sudah ada dengan melakukan penyesuaian data dan dikirimkan kepada pihak-pihak terkait. Penyaluran BLT Dana Desa dilakukan dengan tetap menjaga protocol kesehatan secara ketat. Pengawasan dilakukan oleh pihak TNI, POLRI dan SATPOL PP. Abstract

The non-achievement of the birth certificate ownership target in the Dindukcapil Strategic Plan of Temanggung Regency led the Temanggung Regency Government to issue Regent Decree Number 470/363 of 2019 concerning the Acceleration Team for Increasing Civil Registration Certificate Ownership and the Team for Increasing Ownership of Population Registration Documents of Temanggung Regency. Following up on this, the latest service innovation called BUNDAKU began to be implemented by the Population and Civil Registration Office of Temanggung Regency. This study aims to know and understand the BUNDAKU Service Innovation in the issuance of birth certificates at the Population and Civil Registration Office of Temanggung Regency, to know and understand the obstacles of the BUNDAKU Service Innovation in the issuance of birth certificates, and to know the efforts made by the government related to the resolution of obstacles that BUNDAKU Service Innovation in the issuance of birth certificates at the Population and Civil Registration Office of Temanggung Regency. The research method used in this research is descriptive qualitative. The types of data used by researchers are primary data and secondary data. The data collection techniques used are interviews, observation, and documentation. The results of this study indicate that the BUNDAKU Service Innovation in the issuance of birth certificates has not gone well because there are obstacles faced that hinder the service process such as the lack of required documents for the issuance of birth certificates

Abstract

This study explores the role of NGOs in the governance of food estate projects in Central Kalimantan, Indonesia. The food estate program aims to boost national food production but faces significant environmental and social challenges due to its implementation on fragile peatland ecosystems. Past projects have led to severe environmental degradation and social conflicts, raising concerns about the sustainability and inclusiveness of the current initiative. Using a qualitative research approach, this study analyzes how NGOs influence food estate policies and their strategies for promoting good environmental governance. Data collection involved semi-structured interviews with stakeholders, field observations, and document analysis. The findings reveal that NGOs significantly impact policy formulation and implementation by providing scientific data, advocating for community rights, and ensuring independent oversight. Their involvement enhances policy effectiveness, promotes sustainability, and fosters social equity, highlighting the importance of collaborative governance in addressing complex environmental and social issues

Abstract

Permasalahan dalam penelitian ini adalah terdapat kompleksitas birokrasi, kurangnya kesadaran dan kepatuhan hukum dari pemilik bangunan terhadap PBG, serta keluhan dari masyarakat terkait keterlambatan, kompleksitas prosedur, dan kurangnya transparansi dalam proses pelayanan. Tujuan penelitian ini adalah untuk mengetahui kualitas pelayanan pada Persetujuan Bangunan Gedung (PBG) di DPMPTSP Kota Bandarlampung, kendala yang terjadi dalam proses pelayanan PBG di DPMPTSP Kota Bandarlampung serta mengetahui Upaya yang dilakukan DPMPTSP Kota Bandarlampung untuk menyelesaikan kendala tersebut. Metode penelitian yang digunakan adalah menggunakan metode dekriptif kualitatif dengan pendekatan induktif sehingga penulis menggambarkan keadaan sebenarnya di lokasi peneltian. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Temuannya adalah bahwa kualitas pelayanan di DPMPTSP Kota Bandarlampung dalam mengeluarkan surat Persetujuan Bangunan Gedung (PBG) bergantung kepada kinerja DISPERKIM dalam memberikan rekomendasi pemenuhan syarat Bangunan Gedung. Kemudian masih terdapat kendala yaitu pada dimensi Tangible dan dimensi Assurance. Pada dimensi Realiability, Responsiveness, dan Empathy sudah dilaksanakan dengan baik. Kendala dalam proses pelayanan PBG di DPMPTSP Kota Bandarlampung meliputi kesalahan teknis pada akses web, kesulitan akses bagi mereka yang tidak terbiasa dengan teknologi, dan keterlibatan DISPERKIM Kota Bandarlampung yang memengaruhi konsistensi waktu pelayanan. Kualitas pelayanan pada Persetujuan Bangunan Gedung (PBG) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Bandarlampung masih perlu ditingkatkan terutama pada kemudahan akses pelayanan dan juga koordinasi serta evaluasi yang baik dengan DISPERKIM. Kata Kunci: DPMPTSP, Kualitas Pelayanan, PBG.

Abstract

This research aims to examine the integration of local culture in a smart city. The novelty of this research introduces the concept of a Culturally Integrated Smart City, which emphasizes the importance of integrating the Smart City technology framework with local cultural values so that the development of smart cities becomes more inclusive, sustainable, and rooted in local wisdom. The research used a descriptive qualitative. The main data source in this research was obtained from informants. The initial informants were selected purposefully: people who understand problems in collaborative governance and smart cities. The research found that effective communication through face-to-face dialogue in development planning provides space for the community to convey aspirations, which become part of government policy. In addition, building trust between the government and the community has proven crucial in managing Smart City initiatives, especially in developing technological infrastructure such as CCTV surveillance systems and tourist alley revitalization programs. The commitment of local governments, the private sector, and active community participation in every stage of the implementation of the Sombere-based Smart City in Makassar reflects solid collaboration based on local cultural values. The limitations of this research emphasize the aspects of collaboration and cultural integration in Smart Cities but have not discussed in depth the technical and economic aspects that also affect the sustainability of Smart City.

Abstract

Abstract. Tasikmalaya city is a high endemic dengue area which contributes to the high number of dengue cases in West Java province. This study aims to analyze the geographic distribution pattern of dengue infection at the village level and identify high-risk urban villages in Tasikmalaya City. This study analyzed the surveillance data of dengue cases in 2016–2020 which was routinely managed by the Tasikmalaya City Health Office. Variables analyzed included date, patient’s name and address (villages). The map data in the form of a shape file (shp.) were obtained from BPS in 2019. The spatial autocorrelation analysis uses two approaches, (the global Moran Index and LISA). The results showed that DHF cases in the Tasikmalaya city tend to increase in the last 5 years (2016–2020). The highest number of annual and monthly dengue cases occurred in 2020, (1,744 cases and 307 cases) with the incidence rate peaked at 262.6561 per 100,000 population. The global Moran index test using a significance level of 5 showed that there is a spatial autocorrelation between adjacent sub-districts of dengue cases in Tasikmalaya city every year for the last 5 years (2016–2020, and cumulative). The value of the global moran index (I) shows a positive correlation between urban villages to the number of annual dengue cases for the last 5 years and is cumulative. It can be concluded that there are similarities in the characteristics of DHF cases in adjacent villages or the relationship between DHF cases tends to be spatially clustered. Abstrak. Kota Tasikmalaya merupakan daerah endemis tinggi DBD sehingga berkontribusi pula dalam tingginya kasus DBD di Provinsi Jawa Barat. Studi ini bertujuan untuk menganalisa distribusi kasus serta mengidentifikasi wilayah berisiko tinggi kasus DBD berdasarkan tingkat kelurahan di Kota Tasikmalaya. Studi dengan pendekatan deskriptif ini menganalisis data surveilans kasus DBD tahun 2016–2020 yang dikelola secara rutin oleh Dinas Kesehatan Kota Tasikmalaya. Peta tematik Kota Tasikmalaya diperoleh dari Badan Pusat Statistik (BPS) tahun 2019. Analisis data dilakukan secara deskriptif dan autokorelasi spasial dengan pendekatan Indeks Moran global dan Local Indicator of Spatial Autocorrelation (LISA). Hasil analisis menunjukkan kasus DBD di Kota Tasikmalaya cenderung mengalami kenaikan dalam 5 tahun terakhir (2016–2020). Jumlah kasus DBD periode tahunan dan bulanan tertinggi terjadi pada tahun 2020 dan bulan Juli yaitu 1.744 kasus dan 307 kasus. Kelurahan yang masuk dalam peringkat lima besar kasus DBD tinggi dalam 5 tahun terakhir adalah Kahuripan, Sambongpari, Sukamanah. Hasil pengujian autokorelasi spasial (p<0,05) menunjukkan adanya korelasi positif antarkelurahan terhadap jumlah kasus DBD tahunan selama 5 tahun terakhir dan kumulatif dengan pola sebaran mengelompok (Clustering). Kesimpulannya terdapat kemiripan karakteristik kasus DBD antarkelurahan yang berdekatan serta hubungan kasus DBD cenderung berkelompok secara keruangan.

Jajaran Aparatur Desa, akan segera memperbaiki data- data yang sudah ada dengan melakukan penyesuaian data dan dikirimkan kepada pihak-pihak terkait. Penyaluran BLT Dana Desa dilakukan dengan tetap menjaga protocol kesehatan secara ketat. Pengawasan dilakukan oleh pihak TNI, POLRI dan SATPOL PP.
