Abstract

Society 5.0 relies heavily on the Internet of Things, Big Data, Artificial Intelligence, and Robotics to address a variety of social concerns and issues. The government, particularly local governments, faces the problem of maximizing the use of digital technology to improve public services and governance. Better governance facilitated by digital transformation will not only have an effect on public services, but will also increase citizen involvement and stimulate economic growth. This study examines the local government of West Java province's digital transition towards a digital province in the era of society 5.0. This study employs a qualitative approach and descriptive methodologies. The findings of the study indicate that digital transformation in local government in Indonesia lags behind other nations, particularly those in Southeast Asia. This is due to various constraining factors, including a lack of implementation uniformity, insufficient human resources, inconsistent infrastructure, a lack of community participation, and a lack of government commitment. The regional government of the province of West Java is undergoing a digital transformation, which includes the implementation of the West Java Digital Service (JDS), which includes a digital village as one of its initiatives.

Abstract

The era of globalization demands a change in the paradigm of public service in government characterized by clean government or what is known as good governance. This has become a concern for the local government. The effect is that the state civil apparatus, or ASN, is required to provide quality public services based on the principle of public service. For this reason, a strategy is needed to build ASN competencies that include knowledge, skills, and attitudes. Therefore, the research aims to analyze the competency development of the State Civil Apparatus in creating public service professionalism. This research uses a qualitative approach with descriptive methods. The results of the study show that the creation of public service professionalism is highly dependent on the development of ASN competencies related to public services. This is supported by performance, employee accountability, employee loyalty, and employee capabilities. In this study, the authors suggest 6 points that can create public service professionalism if ASN competence is increased, namely increasing accountability, strengthening a sense of nationalism, forming public ethics, fostering an anti-corruption attitude, creating quality commitment, and providing optimal public services.

Abstract

Information and communication technology (ICT) has brought about significant changes in the political system and government, especially in facilitating public participation and promoting democratic values. This paper discusses the challenges and opportunities faced in strengthening public participation in democracy in the digital era. This study uses a descriptive qualitative approach with a literature and data review method to discuss the extent to which ICT can increase public participation in the context of democracy. The research results show that information and communication technology provides new opportunities for public participation in political and governmental processes. Public participation through democracy in the digital era can increase accessibility, speed up the decision-making process and increase transparency in government. However, challenges such as the digital divide, information trust and security, and lack of organized citizen participation must be overcome

Abstract

The community becomes the main object when a disaster occurs, the community should have the ability to know the vulnerabilities that exist, so that they can become the main actors (subjects) in disaster risk reduction efforts so that losses can be minimized. The community is an element that has direct experience in the event of a disaster so the understanding possessed is necessary for disaster risk reduction. In the context of natural disaster management, community response to disasters is very important to understand. Education has become one of the effective means to reduce disaster risk by including subject matter on natural disasters as mandatory lessons for every student at all levels, especially in schools in disaster risk areas. Learning and teaching approaches used in addressing the Disaster Risk Reduction (DRR) curriculum tend to be generally limited in application.

Abstract

Most of the regions in the border are less developed due to the development paradigm in the past, more emphasizing the security approach rather than the security approach and inward-looking instead of outward-looking. In essence, the government has been striving to expedite border region development, but the border region is still less developed and marginalized. The roadmap of authority in border areas yet to be delimited between Government and Local Government, lack of synergic coordination, limited budget, the hardship of topographical features, isolated, remote, and inaccessible areas are the major problems. Therefore, to rapidly foster and prosper millions living in border regions, the government should formulate strategic and stringent policies.

Abstract

These factors, which are collectively referred to as sick bureaucracy or bureaucratic pathology, are experienced in local government bureaucracies and include convoluted work procedures, uneven workload, slowness, inefficiency, rigidity, lack of transparency, and corrupt behavior. The bureaucratic pathology that currently exists within the Department of Population and Civil Registration of the local government of Cianjur Regency is going to be reduced as a primary objective of this study. The reduction of this pathology will allow for the creation of a more efficient bureaucracy. This method can also be used to obtain insight into something little is known about, and it can assist researchers supply complicated details about phenomena that are difficult to define. This type of research is a type of qualitative research where this method can also be employed. The results of the study show that bureaucracy in Indonesia is still far from the principles of good governance because it is still patrimonialistic which is characterized as inefficient, ineffective and not objective. Overcoming this bureaucratic pathology can be carried out including global administrative reform, establishing clear legal and regulatory forces and creating a system of accountability and transparency. For the Cianjur Regency Population and Civil Registry Service in reducing bureaucratic pathology by eliminating service discrimination, providing good responses and simplifying services.

Abstract

Good governance is an important governance principle in the implementation of public services. The Blanakan District Government has an important role in ensuring good governance practices are properly implemented. This study aims to examine good governance practices in public services in the Blanakan sub-district, Subang Regency with a qualitative approach method, with data collection techniques through interviews and observation. The results of the study show that good governance practices in Blanakan District have been running optimally, especially in terms of transparency and public participation in decision making. In an effort to improve the quality of public services, it is necessary to improve good governance practices in Blanakan District, such as prevention and prosecution and the quality of the human resources of the apparatus. This research can provide input for the government and society in improving good governance practices in public services in Blanakan District, Subang Regency, and can be used as a reference for future researchers in studying good governance practices in public services.

Abstract

ABSTRACT. The government and all elements of society can now utilize development information and communication technology, which is developing rapidly. The government can manage government and provide services to the community more quickly, effectively, efficiently, transparently, and accountable. One way is through development planning through e-planning, as in Central Java Province. The implementation of e-planning in Provincial and Regency/City Regional Development Planning is expected to provide convenience for all rights, both public information and all stakeholders, to access as a reference for participation and monitoring. The implementation of e-planning has objectives that include (1) increasing coordination and shared understanding between central and regional governments in implementing e-planning applications in regional development planning; (2) providing input and sharing regional experiences in developing and utilizing e-planning applications in preparing regional development plan documents. This research was conducted to determine how the e-planning system is implemented at the Central Java Province Regional Development Planning Agency. They were using qualitative descriptive research methods. Data were collected using interviews, questionnaires, literature studies, and documentation. The results of the research show that the implementation of the e-planning system at the Regional Development Planning Agency has been implemented quite well; however, in the process of implementing the e-planning system in Central Java (GRMS), it does not follow the Decree of the Minister of Home Affairs which requires all regional governments to use the SIMBANGDA application. It aims to synergize one integrated data with the Ministry of Home Affairs. The impact caused is the delay in reports on the realization of work carried out by the Regional Leadership Organization (OPD), especially in BAPPEDA Central Java Province, making it very difficult for the Ministry of Home Affairs to keep up with developments.
