Abstract

This article aims to to explore Abdel Haleem's perspective on the portrayal of war in the Koran. The concept of war in the Quran has long been associated with negative connotations against Islam. However, Haleem offers a distinct perspective to help comprehend the concept of war in the Quran. Using a qualitative research design employing a character criticism research model, this article reveals that the conventional understanding of the concept of war has undergone several distortions, as both Muslim and Western scholars have misconstrued it. Haleem attributes these errors to misunderstandings of the Islamic terminology used for war, particularly the translation of the terms qital and jihad. The Quran commands war only to establish justice and peace. Although the theme of war in the Quran cannot be used without clear objectives, Haleem acknowledges the importance of the concept of war as a means to halt crime.

Abstract

The purpose of this article is to examine the beliefs of Ja'far Umar Thalib, a significant Islamic figure in Indonesia associated with the manhaj salaf movement and the founder of Laskar Jihad, which played a role in the conflict in Ambon, Maluku in 1999. Specifically, this article delves into Thalib's perspective on the leadership of non-Muslims and governments. To achieve this, the article employs a qualitative research approach using a netnographic character criticism research model. The study reveals that Thalib regards government leadership as a component of Islamic law in the field of as-siya>sah asy-syar’iyyah. Therefore, according to Thalib's viewpoint, a government leader must adhere to the Qur'an and hadith. Moreover, Thalib highlights the prohibition for Muslims to exhibit loyalty to non-believers, including Jews and Christians, especially when choosing a leader, based on QS. al-Maidah verse 51.

Abstract

Perkembangan teknologi digital berimplikasi pada pelayanan publik yang harus cepat dan berbasis digital sehingga Aparatur Sipil Negara dapat menguasai dan menggunakan teknologi ddigital. Namun fenomena yang terjadi di lapangan banyak Aparatur Sipil Negara yang tidak bisa menggunakan teknologi digital sehingga pelayanan publik menjadi terkendala. Penelitian ini memiliki tujuan untuk mengetahui penguatan beserta kendalanya dalam aparatur sipil negara untuk memberikan pelayanan publik yang berbasis digital. Studi kepustakaan digunakan sebagai metode pengumpulan data dan analisis dilakukan dengan metode interaktif. Penguatan literasi digital pada Aparatur Sipil Negara dapat dilakukan dengan berbagai kegiatan (klasikal dan non klasikal), apabila melihat kebijakan yang sudah diatur di dalam Peraturan Lembaga Administrasi Negara Nomor 5 Tahun 2018 tentang Pengembangan Kompetensi Pegawai Aparatur Sipil Negara dan Peraturan Lembaga Administrasi Negara Nomor 10 Tahun 2018 tentang Pengembangan Kompetensi Pegawai Negeri Sipil sudah tergolong efektif. Penyelenggaraan pelatihan terlihat sebatas formalitas sehingga berjalan kurang maksimal. Peserta pelatihan penguatan literasi digital bagi Aparatur Sipil Negara mengukuti kegiatan karena tuntutan aturan dan dalam rangka mendapat angka kredit untuk kenaikan pangkat. Selain itu, banyak peserta pelatihan atau penguatan literasi digital (Aparatur Sipil Negara) dalam mengikuti kegiatan juga hanya sebatas formalitas saja, karena tuntutan aturan sebagai seorang Aparatur Sipil Negara dan hanya untuk mendapatkan angka kredit saja (untuk kenaikan pangkat), sehingga hal ini berimplikasi kompetensi yang dimiliki Aparatur Sipil Negara tidak maksimal dan sulit untuk mengoperasikan fasilitas pelayanan yang ada di e-Government dan pelayanan publik berbasis digital tidak maksimal.

Abstract

This paper started from the increasingly-massive radicalism movement in the name of religion nowdays. The tendency of radical acts in religious discourse refered to various understandings of normative texts, such as jihad discourse, enforcement of Islamic law, and enforcement of amar ma'ruf nahi munkar. This paper specifically re-analyzed the relation of religious radicalism with the discourse of amar ma'ruf nahi munkar which was understood literally, especially with sources of understanding that refered to the normative text of the Qur'an. This paper concludes that there are norms that must be seen and put forward in enforcing the command of amar makruf nahi mungkar, such as the universalimse values of Islam about peace, promoting moderation and tolerance, and also paying attention of the signs set by the State on the other side.
