Abstract

This research is based on the phenomenon of the people of Kendari City who think that riding on the road using a motorbike does not require wearing a helmet, especially at certain moments. This momentum such as the delivery of a corpse or even to the celebration of a democratic party, like a campaign in public areas. Some people of Kendari City only wear hats and peci (songko) at certain seasons, and some choose not to wear any head protection at all. Due to societal realities, the purpose of this research is to ascertain how law enforcement responds to drivers who don’t wear helmets in accordance with sociocultural circumstances and to understand Kendari City’s traffic law system from the perspective of Lawrence M. Friedman’s theory. The research method used is a normative-empirical method. The research results findings demonstrate that when law enforcement personnel’s roles are in conflict with the sociocultural context of Kendari City society, the application of Article 291 of the Traffic Law fails to work as best it might. At some times, including during campaigns or when delivering corpses, law enforcement officials in the traffic sector appear to find it difficult or impossible to enforce the law against drivers who don’t wear helmets. Therefore, the situation indicates that Article 291 of the Traffic Law’s traffic system doesn’t work as expected.

Abstract

Kegiatan pengabdian kepada Masyarakat ini dengan tema “Perlindungan Hukum Terhadap Perempuan dan Anak  Korban Tindak Pidana Kekerasan Seksual di Kabupaten Konawe Selatan” dilaksanakan pada hari kamis tanggal 18 September 2025 pada Pukul 09.00-11.00 Wita di ruang kelas SMAN 8 KONSEL yang dihadiri peserta dan guru pendamping. Pada pelaksanaan kegiatan pengabdian kepada masyarakat, Tim memberikan penjelasan materi tentang Penyuluhan Hukum terkait Perlindungan hukum terhadap perempuan dan anak korban tindak pidana kekerasan seksual di Kabupaten Konawe Selatan. Dengan adanya penyuluhan hukum dapat meningkatkan pengetahuan dan pemahaman terkait Perlindungan hukum terhadap perempuan dan anak korban tindak pidana kekerasan seksual di SMA Negeri 8 dan SMA Negeri 11 Konsel sehingga berdampak pada meningkatnya pemahaman dan kesadaran hukum siswa/i terhadap Perlindungan hukum terhadap perempuan dan anak korban tindak pidana kekerasan seksual bagi korban dikalangan siswa/i di lingkup SMAN 8 dan SMAN 11 Konsel maupun di lingkungan kesehariannya. Para peserta mampu memahami dan mengetahui kebijakan Penyuluhan Hukum Terkait Perlindungan hukum terhadap perempuan dan anak korban tindak pidana kekerasan seksual di SMA Negeri 8 dan SMA Negeri 11 Konsel yang dapat ditunjukkan dengan partisipasi peserta dalam mengikuti kegiatan penyuluhan hukum mulai dari awal sampai akhir kegiatan yang ditujukan dengan pertanyaan-pertanyaan yang diajukan peserta pada sesi tanya jawab.

Abstract

Coastal communities possess social, economic, and geographic characteristics that can create barriers to the fulfillment of the right to health, particularly for women and children. Limited access to legal information and healthcare services means that some community members do not fully understand that health is a fundamental right guaranteed by the constitution and statutory regulations. This community service initiative aims to raise legal awareness among coastal residents in Mowundo Village, North Konawe Regency, regarding the protection and fulfillment of the right to health for women and children. The activity was conducted using a legal outreach method comprising preparation, material presentation, interactive discussion, a question-and-answer session, and an evaluation of participant understanding. The outreach material covered the legal basis for the right to health, women's rights regarding reproductive health services, children's rights to adequate healthcare and proper growth and development, the prevention of violence against women and children, and mechanisms for lodging complaints and resolving rights violations. The results indicate an improved understanding among the community regarding the status of women and children as rights-holders, as well as the responsibilities of families, the community, village government, and the state in ensuring the fulfillment of the right to health. The initiative also encouraged residents to be more proactive in accessing healthcare services, filing complaints, and participating in creating a healthy coastal environment that is supportive of women and children. Thus, legal outreach serves as an educational tool to strengthen legal awareness and support the sustainable improvement of public health standards.
