Abstract

The Village Information Sistem is an effort by the central government to improve the information sistem at the village level. The purpose of this research is to analyze and describe concrete problems related to how the Implementation of E-goverment through the Village Information Sistem in the Perspective of Good governance. This research uses descriptive qualitative research methods. The descriptive qualitative method was used to collect as much information as possible about the Village Information Sistem. Data collection methods included observation, interviews, and documentation. The results of this study indicate that in the transparency indicator, there is still a sub menu that is not up to date regarding the use of the realization of funds from the allocated budget and important data related to village development is not available or the page is not found

Abstract

The study focuses on Health Insurance for the Poor, particularly through the JKN-KIS program, which provides health services to those in poverty lacking independent health insurance. Descriptive qualitative research methods such as observation, interviewing, and documentation were used to collect data. Primary data sources were informant interviews and observations, while secondary data came from the government website. The study was conducted at the District Social Service in Sidoarjo. Its purpose is to analyze the health insurance program for the underprivileged. Informants were identified using purposeful sampling, including the applicant community, Head of Social Security Protection, Data Manager, JKMM Service Officers, and Village Operators. Data analysis followed the Miles and Huberman interactive model, involving data collection, reduction, presentation, and conclusion drawing. Findings show that JKMM program policies are efficiently implemented, but some applicants do not understand changes in cooperation contracts with private hospitals, leading to uncovered health costs. Additionally, the SIPRAJA application, a service support, frequently encounters issues hindering the online service process.

Abstract

Objective: This study examines the effectiveness of online licensing services through the Online Single Submission (OSS) system in supporting the development of Micro, Small, and Medium Enterprises (MSMEs) in Sidoarjo Regency. Method: A qualitative method with a case study approach was applied, involving MSME actors and DPMPTSP officers through interviews, observations, and document collection. Results:  The findings indicate that OSS simplifies the licensing process, enhances transparency, and accelerates the issuance of Business Identification Numbers (NIB). However, the main challenges identified include low levels of digital literacy and insufficient technical support, particularly for micro-enterprises in rural areas. The analysis employs Budiani’s effectiveness theory and Richard M. Steers’ concept of organizational effectiveness, which emphasizes that an organization’s success can be assessed by the extent to which individual behavior and institutional structures work in harmony to achieve predetermined goals. The results show that the indicators of socialization and monitoring function relatively well, while target accuracy and clarity of objectives still need improvement. Novelty: This study suggests enhancing digital literacy, simplifying the system, and providing continuous assistance to ensure that OSS becomes more inclusive and responsive to the needs of MSMEs in the region.

Abstract

Objective: This study aims to explore the implementation of an Integrated Library System through the Online Public Access Catalog (OPAC) at SMK Negeri 1 Sidoarjo, with a specific focus on the SMALDIVA Library. The research seeks to evaluate how OPAC enhances information retrieval for students and identify challenges in its practical application. Method: A descriptive qualitative approach was employed, utilizing data collection techniques such as field observation, semi-structured interviews with library staff and students, and documentation analysis. The study also reviewed supporting institutional records related to library services and system usage. Results: The findings indicate that OPAC has significantly improved the ease and speed of information access for students. However, notable challenges include limited user understanding of OPAC functionality and a shortage of library personnel with professional training in library and information science. These issues have hindered the system’s full potential. Novelty: This research provides one of the first focused assessments of OPAC implementation in a vocational high school setting in Sidoarjo. It highlights the need for systematic user training and professional development for library staff as critical components for optimizing digital library services in secondary education environments.
