Abstract

Cara mengurangi kemacetan Pemerintah Kota Surabaya saat ini berusaha meningkatkan kualitas pelayanan transportasi umum berbasis bus, dengan cara memfasilitasi pengguna transportasi dan mengganti sejumlah armada yang kurang layak yang menyebabkan kurangnya peminat dalam mengggunakan transportasi umum. Dinas Perhubungan Provinsi Jawa Timur pada 20 Agustus 2023 meresmikan armada baru sejumlah 22 bus rute Surabaya – Mojokerto, harapannya penambahan bus ini dapat mengurangi pengguna transportasi pribadi untuk mengurangi kemacetan. Pengguna Bus Trans Jatim memiliki peran yang sangat penting dalam menentukan kepuasan terhadap kualitas pelayanan bus. Tujuan dalam penelitian ini yaitu untuk mengetahui karakteristik penumpang dan untuk mengetahui tingkat kepuasan penumpang terhadap kualitas pelayanan Bus Trans Jatim. Metode pengolahan data menggunakan metode Customer Satisfaction Index (CSI) dan Importance Performance Analisys (IPA). Berdasarkan hasil analisis karakteristik penumpang dominan jenis kelamin perempuan dengan usia 18 – 28 tahun, tingkat pendidikan terakhir SMA, pekerjaan sebagai wiraswasta dengan pendapatan 2 juta rupiah dan tujuan perjalanan bekerja. Hasil analisis tingkat kepuasan dengan metode CSI didapatkan sebesar 80,96% dikategorikan pelanggan merasa puas. Hasil analisis metode IPA dengan Diagram Kartesius tersebar di kuadran II dan III. Berdasarkan analisis kuadran III tingkat kepuasan dan tingkat kepentingan rendah atau kurang memuasakan dan perlu ditingkatkan untuk keamanan dan kenyamanan pelanggan.

Abstract

The three-way intersection at Mastrip Highway, Wiyung, is one of the signalized intersections in Surabaya, located in a commercial area and industrial zone that serves as a route for heavy vehicles. It connects the road to the entrance and exit of the toll road. This intersection requires review due to high traffic flow, making it a focal point for congestion during peak hours, exacerbated by existing conditions in the surrounding area that lead to additional congestion at the intersection. Therefore, it is necessary to analyze the intersection's performance to address traffic issues. The goal of this study is to determine the degree of saturation at the intersection under existing conditions and after implementing alternative solutions. Data analysis is based on traffic volume calculations in the field, using the 1997 MKJI and 2023 PKJI methods. The results from the alternative solution of traffic signal management, after prohibiting right turns at intersection A (North) and allowing left turns at intersection B (South) towards intersection C (West), showed a saturation degree of 0.78, compared to a previous value of Dj=1.03 ≥ 0.85. This indicates that the traffic performance at the intersection under existing conditions does not meet the requirements of PKJI 2023 and MKJI 1997. Thus, with proper traffic management and engineering, a satisfactory saturation degree can be achieved.

Abstract

In the world of construction, waste is one of the factors that must be minimized or eliminated, because it can cause cost losses and time delays in the implementation of a construction project. Lean production concept approach using Value Stream Mapping (VSM) tools is a method that can be used to minimize waste that can be seen through value-added activities, non-value added but necessary. The scope of work that has a significant impact on the UBS Surabaya office building construction project consists of ironwork, concrete work, and formwork work on the superstructure, during the period from March to May 2021. In the scope of work identified Value Added amounting to 73 activities (61.34%), and Non-Value Added but Necessary totaling 26 activities (21.85%). Abstract

Tingginya minat masyarakat terhadap angkutan kereta api terjadi karena efektifitasnya sebagai moda angkutan massal jarak jauh maupun jarak dekat, yang menunjang berbagai kegiatan ekonomi dan sosial. Kereta api mampu mengangkut barang dalam jumlah besar dan menampung penumpang dalam jumlah yang signifikan. Namun apabila permintaan layanan kereta api yang terus meningkat tidak diimbangi dengan prasarana perkeretaapian yang memadai dan kualitas layanan stasiun, maka dapat menurunkan kepuasan penumpang. Penelitian ini bertujuan untuk mengkaji karakteristik penumpang yang memanfaatkan layanan kereta api di Stasiun Sidoarjo dan menilai kepuasan mereka terhadap kualitas layanan yang diberikan oleh pengelola stasiun. Penelitian ini menggunakan metode Customer Satisfaction Index (CSI) dan Importance Performance Analysis (IPA). Data primer dikumpulkan melalui penyebaran kuesioner kepada 100 responden yang dipilih secara acak, dengan menggunakan variabel yang meliputi bukti fisik, reliabilitas, daya tanggap, empati, dan jaminan. Hasil penelitian menunjukkan bahwa skor Customer Satisfaction Index (CSI) sebesar 73,18%, yang termasuk dalam kategori penumpang “puas” terhadap layanan yang diberikan. Analisis Kinerja Kepentingan (IPA) menunjukkan bahwa subvariabel yang masuk dalam Kuadran I yang memerlukan perbaikan segera adalah ketersediaan mesin ATM, kebersihan mushola , dan penambahan fasilitas toilet. Kata Kunci : Stasiun Sidoarjo, Indeks Kepuasan Pelanggan (IKP), Importance Performance Analysis (IPA)

Abstract

Unsignalised 3-way intersection at Jati Raya – Kahuripan Nirvana streets is an area with high traffic congestion. It caused by the increasing of vehicle volume at rush hour. In addition, the surrounded area of the intersection is a commercial area with a dense population and the intersection is also the main access to the toll road. To deal with these conditions, management and traffic engineering need to be done. The method of field surveys is conducted to obtain primary data and the existing condition. All the traffic data is obtained from the number of vehicles passing through the intersection for four days (27-30 May 2016). Then, all the data is recapitulated and calculated using the formula of Indonesian Highway Capacity Manual 1997. As the result, it can be concluded that the 3-way intersection at Jati Raya – Kahuripan Nirvana has the degree of saturation (DS) 1.23. This value is far from the one suggested by MKJI 1997 for the unsignalized 3-way intersection, i.e. DS = 0.85. Therefore, management and traffic engineering are conducted to overcome these conditions. The fourth alternative shows the DS 0,51 with Level of Service C. Simpang tiga tak bersinyal pada jalan Jati Raya – Kahuripan Nirwana merupakan daerah yang sering mengalami kemacetan. Hal ini disebabkan oleh pertumbuhan lalu lintas yang cukup tinggi, selain itu disekitar simpang merupakan daerah komersil, pemukiman penduduk dan akses menuju jalan tol. Dalam mengatasi permasalahan pada simpang digunakan manajemen dan rekayasa lalu lintas. Metode yang digunakan adalah metode survei lapangan untuk mendapatkan data primer dan kondisi eksisting. Data lalu lintas diperoleh dari jumlah kendaraan yang melintasi simpang selama empat hari (27-30 Mei 2016). Kemudian data tersebut diolah dengan perhitungan Manual Kapasitas Jalan Indonesia (MKJI) 1997. Dari hasil analisis data dapat disimpulkan bahwa simpang jalan Jati Raya – Kahuripan Nirwana memiliki nilai Derajat Kejenuhan (DS) = 1,23 dengan Level Of Service LOS (F) . Nilai itu jauh dari nilai yang disarankan oleh MKJI 1997 untuk simpang tak bersinyal yaitu DS = 0,85. Oleh karena itu dilakukan beberapa alternatif solusi manajemen dan rekayasa lalu lintas. Dalam mengatasi kemacetan diambil alternatif solusi yang menghasilkan derajat kejenuhan (DS) paling kecil dengan nilai = 0,51 dengan Level Of Service LOS (C) yang terjadi pada alternatif empat.

Abstract

Transport means efforts to move, drive, carry, or redirect objects from one place to other ones. Air transport is one of transport modes having characteristics of serving limited passengers and freights particularly for high value goods which need fast delivery and can penetrate to all areas that cannot be reached by other transport modes. The importance of air transport eases Malang inhabitants to come to Bali Island fast. Air transport is easier to take than land and sea transports. Air transport requires Airline Operating Cost for operating flight. It refers to the total cost of operating expenses of each airline company covering the total of direct and indirect operating costs. Analysis on Airline Operating Cost was carried out using RevisedMinisterial Decree Number 26 in 2010. Malang-Denpasar route from Abdul Rachman Saleh airport has travel distance 345 km/air, travel time 1 hour 5 minutes by ATR 72 propeller plane. The total Airline Operating Cost was IDR 53,932,497 per flight. The result of tariff evaluation based on the RevisedMinisterial Decree was IDR 1,057,500 with 70% load factor or around 51 passengers. The tariff based on Ministerial Regulation Number 126 in 2015 was IDR 1,159,200 but the tariff referring to the Ministerial Regulation Number 14 in 2016 was IDR 1,148,000 for upper limit and IDR 344,000 for lower limit, while the existing tariff is IDR 648,600. Thus, the existing tariff has been ideal. Transportasi merupakan usaha untuk memindahkan, menggerakkan, mengangkut atau mengalihkan suatu objek dari suatu tempat ke tempat lain. Transportasi udara merupakan salah satu moda transportasi memiliki karakteristik yang dapat melayani angkutan penumpang dan barang relatif terbatas khususnya barang bernilai tinggi dan membutuhkan waktu cepat, serta dapat melakukan penetrasi keseluruh wilayah yang tidak dapat dijangkau moda transportasi lain. Pentingnya transportasi udara membuat penduduk kota Malang dengan mudah menuju ke pulau dewata yaitu mudah dan cepat. Dengan menggunakan transportasi udara sangatlah efisien dibandingkan rute transportasi darat maupun rute transportasi laut. Dalam transportasi udara dibutuhkan Biaya Operasional Airline untuk menjalankan operasi penerbangan. Biaya Operasional Airline merupakan biaya keseluruhan pengeluaran operasi pada setiap perusahaan maskapai penerbangan meliputi keseluruhan biaya operasi langsung, biaya operasi tidak langsung, dan biaya operasi total. Didalam menganalisis Biaya Operasional Airline dilakukan berdasarkan Revisi KM 26 Tahun 2010. Untuk rute Malang – Denpasar dari bandara udara Abdul Rachman Saleh memiliki jarak tempuh 345 km per udara, waktu tempuh 1 jam 5 menit dengan pesawat terbang propeller jenis ATR 72. Hasil dari Biaya Operasional Airline yang dianalisis sebesar Rp 53.932.497 dalam sekali penerbangan. Hasil evaluasi tarif berdasarkan Revisi KM 26 Tahun 2010 sebesar Rp 1.057.500 dengan Load Factor 70% yaitu 51 penumpang, tarif berdasarkan PM 126 Tahun 2015 sebesar Rp 1.159.200, tarif berdasarkan PM 14 Tahun 2016 batas atas sebesar Rp 1.148.000 dan batas bawah sebesar Rp 344.000, tarif yang sedang terjadi saat ini sebesar Rp 648.600. Jadi tarif yang sedang terjadi saat ini adalah sudah ideal.

Abstract

Signalized intersections or traffic light control systems (APILL) are important elements in urban road networks that function to regulate vehicle flow to be more orderly and safe. The Kedung Cowek Road, Kenjeran Road, and Putro Agung Road intersection is a signalized intersection with high traffic volume and serves as a strategic junction point in the North Surabaya area. This research aims to analyze the performance of the intersection using the Indonesian Road Capacity Guidelines (PKJI) 2023 method, as well as model and simulate improvement alternatives using PTV Vissim version 22 software. The analysis stages begin with collecting daily traffic volume data, intersection geometric data, and existing signal control data. The data is analyzed using the PKJI 2023 method to obtain capacity values, degree of saturation, delay, and queue length for each approach. The existing condition analysis results show that several approaches experience a degree of saturation exceeding the ideal threshold (0,85) as well as high delays. As a solution, simulations of several alternatives were conducted, namely signal phase rearrangement, approach widening, and flyover construction from Kedung Cowek Road to Kenjeran Road. Simulation with PTV Vissim shows that flyover construction can significantly reduce the degree of saturation and delays compared to existing conditions and other alternatives. Therefore, the combination of the PKJI 2023 method and microsimulation is considered effective as a planning basis for improving signalized intersection performance.

Abstract

The Surabaya City Government is currently planning a reclamation project in the coastal area of East Surabaya, specifically through the development of the Surabaya Waterfront Land area. This plan has received criticism from the public due to its potential to cause significant impacts on traffic conditions, particularly on Dr. Ir. H. Soekarno Road. The area serves as an economic growth center with dense tourism, office, and educational activities, thus causing traffic congestion that negatively impacts the economic sector. This research aims to analyze and compare the performance of four main intersections, namely Kertajaya Intersection, Dharmahusada Indah Intersection, Mulyorejo Intersection, and Kenjeran Intersection, under existing conditions and post-traffic generation due to the reclamation project. The analysis is conducted based on PKJI 2023 guidelines. The analysis results show that under existing conditions, several intersections have experienced congestion. Under post-traffic generation conditions, all intersections experience significant increases in saturation levels, even exceeding ideal capacity. Based on the traffic flow distribution results due to this generation, the construction of a 6/2 D road type (six lanes, two directions) on the Outer East Ring Road (OERR) is recommended as an alternative to reduce high vehicle volume.
