Abstract

Fenomena pemasangan pagar laut di berbagai wilayah pesisir Indonesia telah menimbulkan persoalan serius terkait pelanggaran keamanan maritim, kerusakan lingkungan, dan konflik sosial-ekonomi di masyarakat pesisir. Studi ini bertujuan untuk mengidentifikasi bentuk pelanggaran hukum dalam pemasangan pagar laut, menganalisis dampak yang ditimbulkan terhadap ekosistem dan kehidupan nelayan, serta merumuskan solusi pencegahan yang efektif. Hasil penelitian menunjukkan bahwa praktik pemasangan pagar laut tidak hanya melanggar berbagai peraturan perundang-undangan seperti UUD 1945, UU Pengelolaan Wilayah Pesisir, dan UU Perlindungan Lingkungan Hidup, tetapi juga menyebabkan kerugian ekonomi, degradasi lingkungan, ancaman terhadap kedaulatan maritim, serta memicu konflik sosial di komunitas pesisir. Studi ini merekomendasikan perlunya regulasi yang tegas, pengawasan lintas sektor yang ketat, serta pelibatan aktif komunitas lokal melalui pendekatan “environmentalism from below” sebagai strategi utama pencegahan pelanggaran pagar laut demi mewujudkan keadilan sosial dan keberlanjutan sumber daya laut Indonesia.

Abstract

This study examines market delivery models in the context of maritime logistics in Indonesia, focusing on cost efficiency and customer satisfaction. Indonesia faces significant challenges in market delivery models, primarily due to the disparity in costs and service time between the western and eastern regions. This inefficiency is largely caused by the dependence on sea transport for inter-island logistics, high dwelling time at ports, and cargo flow imbalance. Although the sea toll program has improved connectivity, these fundamental issues still hinder cost efficiency. Maritime logistics has a significant indirect impact on customer satisfaction, where delays and cargo damage trigger consumer dissatisfaction. This literature review utilizes the Systematic Literature Review (SLR) method, analyzing relevant articles from various sources such as Google Scholar, Semantic Scholar, Elsevier, and other online journal publications. The focus of the study is the relationship between maritime operations (ports, vessels) with costs and service quality. The results indicate that an efficient delivery model must integrate solutions such as the use of Third-Party Logistics (3PL) for freight consolidation, decentralized fulfillment strategies with regional hubs, and cargo flow optimization to reduce rates. Additionally, port digitalization through the implementation of Port Information Systems (SIPP) and electronic document exchange has been shown to reduce cargo processing times and dwelling time, directly improving cost efficiency and customer satisfaction.

Abstract

This study aims to analyze the influence of the implementation of the Internal Quality Assurance System (SPMI) and principal leadership on the quality of educational services in South Konawe Regency, Southeast Sulawesi. The research employed a quantitative descriptive approach with a survey design to obtain an empirical overview of the relationships among the variables examined. The population consisted of all principals at the elementary, junior high, senior high, and vocational high school levels, totaling 70 respondents. The sampling technique used purposive sampling based on specific criteria relevant to the research objectives. Data were collected through questionnaires that had been tested for validity and reliability to ensure the accuracy and consistency of the research instrument. Data analysis was conducted using multiple linear regression with the assistance of SPSS version 25.0. Prior to hypothesis testing, classical assumption tests were performed, including normality, multicollinearity, and heteroscedasticity tests, to ensure the feasibility of the regression model. Furthermore, the F-test was conducted to examine the model’s overall significance, while the t-test was used to determine the partial effect of each independent variable on the dependent variable. The results indicate that the implementation of SPMI and principal leadership have a positive and significant effect on the quality of educational services. These findings highlight the importance of strengthening managerial capacity and internal commitment in implementing SPMI, as well as enhancing principal leadership quality to continuously improve educational service standards and overall education quality.
