Abstract

Tingkat penyelesaian kasus sengketa konflik masalah pertanahan diIndonesia masih kurang dari 50%. Kendala terbesar adalah gesekan denganmasyarakat yang menguasai tanah yang menjadi objek sengketa dan konflik.Dengan perkembangan teknologi pemetaan yang ada, pemetaan daerah konflikdapat dilakukan tanpa secara langsung datang ke lokasi dan tanpa secaralangsung berhadapan dengan masyarakat. Salah satu teknologi pemetaan yangmampu memiliki akses untuk dapat memetakan daerah konflik tanpa secaralangsung datang ke lokasi dan tanpa secara langsung berhadapan denganmasyarakat adalah Teknologi Unmanned Aerial Vehicle (UAV), dengan metodefotogrametri berbiaya rendah/low cost photogrammetry dan menggunakanwahana pesawat tanpa awak/Unmanned Aerial Vehicle (UAV) Kelebihanmetode UAV ini, dapat digunakan pada topografi dengan resiko tinggi danaksessibilitas yang sulit, sehingga merupakan suatu solusi pemetaan di daerahkonflik. Untuk manajemen konflik pertanahan, tidak hanya peralatan saja yangakan digunakan, akan tetapi perlu diperhatikan pula mengenai metode dan teknikpemetaan serta pendekatan karakter sosial budaya masyarakat untukmenyelesaikan konflik, bukan sebagai pemicu tumbuhnya masalah lain.

Abstract

Central Bussiness District (CBD) adalah salah satu bentuk pusat perekonomian, di wilayah Kota Bandung keberadaan CBD ini memiliki beberapa pengaruh terhadap lingkungan disekitarnya. Salah satu dampaknya adalah terhadap harga tanah disekitarnya, dampak dari keberadaan CBD ini sudah ditulis oleh beberapa ekonom dalam teori mereka yaitu Teori Lokasi. Untuk menguji teori lokasi tersebut maka memerlukan uji coba sebuah metode matematis untuk menganalisis harga tanah disekitar wilayah CBD. Berdasarkan hasil analisis akan didapatkan nilai yang menentukan besar pengaruh CBD terhadap harga tanah disekitarnya. Dalam penelitian ini metode analisis yang digunakan adalah Analisis Regresi. Uji coba analisis regresi dibagi menjadi dua tipe yaitu Regresi Linier dan Regresi Nonlinier. Hasil dari analisis regresi tersebut berupa koefisien determinasi yang memiliki skala dari nol (0) hingga satu (1), koefisien determinasi dengan nilai nol berarti hasil analisis dari metode yang digunakan tidak memiliki hubungan antarvariabel, sedangkan nilai satu berarti dari hasil analisis antarvariabelnya memiliki hubungan yang sempurna.

Abstract

Land prices, especially in an urban area, are dynamically changing.  To be able to do an evaluation, the right models must have the ability to understand land price characteristics that also dynamically changing. Every land price must attach to a location (spatial based). One of the locations (spatial based) models is Geographically Weighted Regression (GWR). This model can provide a local model based on the concept of attachment between observation and regression points. The main component is the determination of Optimum Bandwidth, which will determine the accuracy of the final GWR model. In the bandwidth process, it is necessary to do trial and error to get the Optimum Bandwidth value. Cross-Validation method commonly used to determine optimum bandwidth on observation point, but this study aims to minimize the process of trial and error in determining optimal bandwidth outside the observation point by using kriging interpolation. The Kriging method can substantially provide better bandwidth usage without having to do a trial process with too many errors.

Abstract

Customary land is land controlled by a certain indigenous communities in an area spread across Indonesia. PMNA No.5 in the year 1999 stated that the lands are parcels of land on which customary rights are of a particular customary law. However, the term customary land has not accommodated in the law. The existence of customary land often causes problems between individuals, people with groups, even groups of people with other community groups. In some areas in West Java such as Kampung Naga, there are still people who still stick to the customary law as a regulatory or legal source they must obey. However, the impact of the use of customary law for the regulation of rights on land they own. It is supported by evidence of qualitative ownership, because these lands have not been registered. The root cause of the above is still a dualism between the national land law and customary law, leading to uncertainty, a situation contrary to the philosophy and purpose of the law. The second root causes of the conversion system of land rights of indigenous land rights to one of land rights in the BAL is still completely governed by the laws of the implementation process of conversion. Referring to the two problems above, it is necessary to change the rules governing the land rights of indigenous land rights to the new land rights by BAL. Rules are explained through a process of conversion of customary land rights that should be regulated in detail by the laws and government regulations. The purpose of writing this article is to identify the conversion process rights to customary land rights which is listed on the BAL based on the provisions of BAL and conversion of PP 24 in 1997.

Abstract

Sustainable development goals are expected to be achieved by 2030. One of the goals of sustainable development is to build cities and settlements that are inclusive, safe, and resilient. Bandung as one of the cities with very rapid development growth during the last 10 years has experienced changes in land prices, which are also very fast. Land prices are proven to have a relationship with development in an area. The more complete public facilities, social facilities, and accesses in an area, the higher the price is. This study has determined the spatial pattern of land prices in Bandung using four spatial cluster analysis methods. It is found that the spatial pattern of land prices in Indonesia is clustered. The results of this spatial pattern can be used as the basis for strategic planning for Bandung, especially to serve areas that can still be developed into new development centers supported by environmental planning and sustainable development.

Abstract

The geographical condition of Indonesia, at the confluence of three tectonic plates, results in the production of faults that can be found throughout the country, including the Lembang Fault. As a result of this state, the majority of the Lembang Fault area and its surroundings are disaster-prone, making the issue of economic resilience in disaster-prone areas crucial. Focus of ​​this research covers the villages traversed by the Lembang Fault. Over the past ten years, the economic growth in the region has been rather significant, particularly in eco and green tourism. The objective of this study was to obtain a map of the level of economic activity to determine economic activity in the Lembang Fault-prone area and a map of economic development recommendation areas in the Lembang Fault area. The methodologies used are literature review, sample data collecting through public questionnaires, and secondary data gathering in hotel, restaurant, and tourism data. The outputs obtained from this study are a thematic map of economic activity and a thematic map of regional recommendations for economic development in the Lembang Fault area. According to the findings, areas in the east (Bandung Barat Regency and Bandung Regency) with high and medium disaster risk values that are overlaid on low economic activity density values are the areas that allow for sustainable economic development. In the case of most high-risk overlay areas, further review on the preparation of mitigation and optimal community suppression is required in the event of an earthquake disaster caused by the Lembang Fault.

Abstract

Aspek yang menentukan nilai tanah sangat beragam seperti aksesbiltas, ekonomi, sosial, jalan, jarak ke perguruan tinggi, kondisi alam, regulasi pemerintah, fasilitas dan inflasi. Oleh karena itu, pada penelitian ini diperlukan uji persepsi masyarakat untuk mengetahui aspek yang mempengaruhi nilai tanah pada kondisi normal dan kondisi terpengarhui pandemi Covid-19. Uji persepsi masyarakat dilakukan dengan uji validitas dan reabilitas terhadap aspek aksesbilitas, jalan, jarak ke perguruan tinggi, jarak ke fasilitas kesehatan, fasilitas kesehatan, jarak ke transportasi darat (stasiun dan terminal), jarak ke transportasi udara (bandara), dan inflasi.Aspek – aspek yang mempengaruhi nilai tanah tersebut terdapat faktor spasial dan aspasial. Berdasarkan pada hasil analisis, Hasil Uji Persepsi semua faktor yang mempengaruhi penilaian tanah dengan kondisi ketika adanya pandemi Covid-19 adalah faktor aksesbilitas, jalan, perguruan tinggi.

Abstract

The concept of state control over land is the underlying concept of land management in Indonesia, which is physically represented by the state land. The control of the utilization of state land is one of the sub-activities of the regency/city government. However, there has been no study on these sub-activities carried out based on the Regulation of the Minister of Home Affairs Number 90 of 2019, Law on Job Creation and its derivatives, and the concept of land administration. This paper presents the results of the study on state land management in regencies/cities. This study was conducted using content several methods: content analysis, secondary data analysis, and classifi­ca­tion analysis based on the concept of land administration. The data collected and analyzed were laws and regulations on land and their implementation in the context of land administration in several areas in Indonesia. The results of this study indicate that there are fundamental changes in the definition of state land, where the Law on Job Creation and its derivatives do not define land that has been attached to land rights as state land. In addition, the Regulation of the Minister of Home Affairs Number 90 of 2019 and the Law on Job Creation and its derivatives have regulated the autho­rity of the regency/city government in the administration of the control, use, development, and assessment of state land. By considering the definitions and laws and regulations regarding state land, state land management can be implemented through (1) the development of the state land cadaster system, (2) coordination with the agencies administering the control of state land, and (3) the regulation and implementation of the use, development, and assessment of state land.
