Abstract

In 2013 and 2014 it is recorded that 42% of women and 58% of men are infected with HIV. So far government response to HIV / AIDS still maintains that men and women as the same entity. The highest group being infected with HIV / AIDS in Indonesia today is housewives with a number reached 6,539. In Surakarta, low-risk group housewives infected with HIV/AIDS—recorded 346 cases as of August 2014. The amount is higher when compared to HIV and AIDS in the group of Female Sex Workers (FSW)—recorded 154 cases. Government response to the low risk group of housewives are still minimal. Strategic National Action Plan (SRAN) HIV and AIDS 2010-2014, housewives with low risk have not yet been targeted. Policies at the level of local government, planning and implementation of HIV / AIDS are still focused on key populations and people living with HIV/AIDS to reduce the number of new cases while housewives are still unreached.

Abstract

Since 2011, the number of case of HIV and AIDS suffered by Indonesian women tends to increase. However, the prevention of HIV and AIDS in Indonesia focuses only on high-risk group. Besides that, measures are not differentiated base on different needs of targetedgroup of programs. The article discusses gender mainstreaming in the prevention of HIV and AIDS program in Surakarta as well as the fulfilment of gender need of housewife who is prone to HIV and AIDS infection. The article is the result of a qualitative study with interactive analysis method. The research targeted housewives as research subjects due to the increasing number of housewives who suffer from HIV and AIDS infection. Moreover, they even placed as the second highest group infected by the disease in Surakarta. The data was collected from an in-depth interview, documentation and observation. The finding showed that the quality of gender equality in the HIV and AIDS mitigation policy in Surakarta is positioned in a gender neutral level, providing the equal rights and obligations for all citizens, regardless of their sex. This matter gives impact to the prevention of HIV and AIDS program that only focuses on the fulfilment of housewives practical gender needs.

Abstract

AbstractThe quality of public services is highly dependent on the commitment of the organizers and the implementers of public services. The research aims to measure the knowledge of Civil Servants, their attitudes and practices in running the basic values of Civil Servants with a sample of state apparatuses in the area of Jebres Kota Surakarta. Site selection is done by purposive area. Data were collected by survey and presented in descriptive statistics. The results obtained from this study found that the knowledge of civil servants already know the contents of the State Civil Apparatus Act, but there are still some employees (2%) who do not know about it and do not get information related to the regulation of 6% of the total sample Taken. Besides other interesting facts is the problem of anti-corruption and public ethics that have not oriented service is still felt not implemented optimally in their work environment. Keywords: Human resources, Knowledge atitude practice, basic values of civil servants AbstrakPada rezim pemerintahan Presiden Soeharto sistem pemerintahan Indonesia adalah sentralisasi dan memiliki banyak kritik sebab pemerintahan menjadi otoriter dan terpusat. Segala kebijakan pada rezim tersebut bersifat top down. Rezim Presiden Soeharto berakhir pada tahun 1998 melalui gerakan reformasi oleh civil society. Pasca berakhirnya Rezim Presiden Soeharto tata pemerintahan Indonesia banyak mengalami perubahan, salah satunya dari sistem sentralisasi menjadi desentralisasi. Sistem desentralisasi bertujuan untuk mendekatkan pelayanan publik kepada masyarakat sekaligus memenuhi pelayanan publik yang berkualitas. Kualitas pelayanan publik sangat bergantung pada komitmen para penyelenggara dan pelaksana pelayanan publik. Penelitian ini dilakukan untuk mengukur pengetahuan Aparatur Sipil Negara, sikap dan praktik mereka dalam menjalankan nilai dasar Aparatur Sipil Negara dengan sampel para aparatur negara di Kecamatan Jebres Kota Surakarta. Pemilihan lokasi dilakukan secara purposive area. Data dikumpulkan dengan survei dan disajikan secara statistik deskriptif. Hasil yang diperoleh dari penelitian ini ditemukan fakta pengetahuan para Aparatur Sipil Negara telah mengetahui isi Undang-Undang Aparatur Sipil Negara, tapi masih ada beberapa pegawai (2%) yang merasa tidak mengetahuinya dan tidak mendapatkan informasi terkait regulasi tersebut sebesar 6% dari total sampel yang diambil. Selain itu fakta menarik lainnya adalah persoalan anti korupsi dan etika publik yang belum berorientasi pelayanan masih dirasakan belum dilaksanakan secara optimal di lingkungan kerja mereka.Kata kunci: Sumber daya manusia, Knowledge atitude practice, nilai dasar aparatur sipil negara

Abstract

Tujuan dari penulisan artikel ini adalah untuk menganalisis pelayanan prima pelayanan publik melalui penyelenggaraan mal pelayanan publik di Indonesia. Metode penelitian yang digunakan adalah deskriptif kualitatif penulis mendeskripsikan keadaan mengenai penyelenggaraan Mal Pelayanan  publik sebagai bentuk dari pelaksanaan pelayanan prima dalam reformasi administrasi. Dari hasil analisis, diketahui bahwa pelayanan prima melalui Mal Pelayanan Publik di Indonesia ditandai oleh perubahan pada aspek struktur dan prosedur birokrasi dengan adanya efisiensi administrasi. Selain itu, pelayanan prima dalam aspek reformasi administrasi juga ditandai dengan adanya perubahan dari sisi perilaku dan sikap birokrasi yang condong pada paradigma New Public Service (NPS) yang berorientasi untuk memberikan pelayanan berkualitas kepada masyarakat.

Abstract

This article present of the result of research about pondok pesantren (Islamic religious boarding school) education in confronting radicalism, focusing in researching the efforts of Pondok Pesantren Darusy Syuhadah in confronting radicalism. Collecting qualitative data through observation, documentation, and purposively sampled interviews. The result shows that pesantrens have a significant role in overcoming radicalism through its management of education model and curricula. Pondok Pesantren Darusy Syuhadah with Salaf education model build teaching and education to create generation of da’i (Islamic missionaries) and teachers of Islamic religion, so the curriculum prioritizes politeness and away from radicalism. AbstrakArtikel ini mempresentasikan hasil penelitian tentang pendidikan pondok pesantren dalam menghadapi radikalisme, memfokuskan pada upaya yang dilakukan pesantren Salaf di Pondok Pesantren Darusy Syuhadah dalam menghadapi radikalisme. Data kualitatif dikumpulkan melalui observasi, dokumentasi, dan wawancara purposive sampeling. Hasilnya menunjukkan bahwa pesantren memiliki peran yang signifikan dalam mengatasi radikalisme melalui pengelolaan model pendidikan dan kurikulumnya. Pondok Pesantren Darusy Syuhadah dengan model pendidikan Salaf membangun pengajaran dan pendidikan untuk menciptakan generasi da'i dan guru agama Islam, sehingga kurikulumnya mengutamakan kesantunan dan jauh dari radikalisme.

Abstract

Consensus on a precise definition of social inclusion for people with disabilities remains elusive. This study aims to systematically review the definition of Social Inclusion for People with Disabilities in Governance (SIPDG) based on the related literature and offer basic theoretical insight into what might be considered relevant for establishing a definition of SIPDG. A scoping review was conducted with a qualitative synthesis of literature from SCOPUS. Articles were identified by final keywords of "social inclusion" AND “disability”*. The search produced 8,305 articles, of which 149 articles were included in the scoping review. A coding method was applied in the thematic analysis to identify recurring themes in the definition of SIPDG and generated five key themes delineating SIPDG. These cover the responsible subjects for social inclusion, People with Disabilities (PwD), barriers, disadvantaged areas, and social inclusion measures. The results of this study define SIPDG as an effort made by parties (government institutions, non-government organizations, the community, and PwD themselves) to optimize the existing potential of PwD (physical, intellectual, sensory, and mental disabilities) by eliminating obstacles (economic, structural, cultural, and personal) in various fields (public services, legislation, natural resources, economy, and technology) through the preparation and enactment of regulations, service delivery, provision of infrastructure, participation, and changes in community culture. Future research is expected to map the operational definition of SIPDG.

Abstract

Law No. 4 Year 2024 on Maternal and Child Welfare in the First Thousand Days of Life has been promulgated by the government of the Republic of Indonesia. The regulation guarantees the implementation and fulfilment of the needs of mothers and children in order to improve the quality of human resources. This article aims to map the duty-bearers-rights holders in the draft law on maternal and child welfare in the first thousand days of life. Analysing the position of maternal mothers is the main focus of this research, as maternal mothers are the main subjects in the draft law on maternal and child welfare in the first thousand days of life. Articles were analysed by context review from secondary data sources of Law No. 4 of 2024 on Maternal and Child Welfare in the First Thousand Days of Life and publication documents with the keywords ‘duty bearers’, ‘rights holders’, ‘maternal welfare’ and ‘maternal and child health’. The results show that most maternal mothers have a dual status as rights holders as well as duty bearers in their duties and responsibilities as pregnant women and newborns in Law No. 4 of 2024 on Maternal and Child Welfare in the First Thousand Days of Life.
