Abstract

Once had been emphasized in the New Public Administration (Frederickson, 1990), equity is subsequently named as thefourth pillar of public administration by the National Academy of Public Administration (NAPA) in 2005, together with the other three pillars, namely Economy, Efficiency, and Effectiveness (called as the 4E’s). The pillar of equity emerged with the development of public administration reflecting the success of economic development in both developed and developing countries that still raisen justice issues. Keban (2001) stated that social equity and social justice must be fundamental principles in public administration.Subarsono (2008) and Kumorotomo (2014) also confirmed that for choosing public policy alternatives, one of the variables to consider is “able to promote equity and fairness in society” or guarantee equal resources across the country. Unfortunately, of the four pillars of public administration, the application of equity is still far behind that of the other three pillars: economy, efficiency, and effectiveness (Andrews & Van de Walle, 2012; Wang & Mastracci, 2012; Johnson-III, 2011; Charbonneau & Riccucci, 2008; Miller, Kerr, & Ritter, 2008). To precisely declare social justice as an objective of public policy is still not much of a challenge to the public administrator (Wooldridge & Gooden, 2009). This review is intended to discuss and examine the emerging issue of social equity in public administration and its application on the public policy performance measurement that has not received the same attention as the other three pillars. This is expected to provide an academic contribution to advance equity in the development of public administration particularly in Indonesia.

Abstract

Consensus on a precise definition of social inclusion for people with disabilities remains elusive. This study aims to systematically review the definition of Social Inclusion for People with Disabilities in Governance (SIPDG) based on the related literature and offer basic theoretical insight into what might be considered relevant for establishing a definition of SIPDG. A scoping review was conducted with a qualitative synthesis of literature from SCOPUS. Articles were identified by final keywords of "social inclusion" AND “disability”*. The search produced 8,305 articles, of which 149 articles were included in the scoping review. A coding method was applied in the thematic analysis to identify recurring themes in the definition of SIPDG and generated five key themes delineating SIPDG. These cover the responsible subjects for social inclusion, People with Disabilities (PwD), barriers, disadvantaged areas, and social inclusion measures. The results of this study define SIPDG as an effort made by parties (government institutions, non-government organizations, the community, and PwD themselves) to optimize the existing potential of PwD (physical, intellectual, sensory, and mental disabilities) by eliminating obstacles (economic, structural, cultural, and personal) in various fields (public services, legislation, natural resources, economy, and technology) through the preparation and enactment of regulations, service delivery, provision of infrastructure, participation, and changes in community culture. Future research is expected to map the operational definition of SIPDG.

Abstract

Workshop digital marketing yang diselenggarakan di Desa Pereng, Kecamatan Prambanan, Kabupaten Klaten, bertujuan untuk meningkatkan keterampilan branding pelaku UMKM, terutama dalam pembuatan logo bisnis menggunakan aplikasi Canva. Pelatihan ini berhasil membantu seluruh peserta menciptakan logo yang siap digunakan sebagai identitas visual bisnis mereka. Selain keterampilan teknis, pelatihan juga meningkatkan kepercayaan diri peserta dalam mengembangkan branding usaha mereka. Dukungan penuh dari Kepala Desa dan perangkat desa turut mendukung kelancaran kegiatan ini, meskipun terdapat beberapa kendala teknis seperti keterbatasan perangkat dan gangguan jaringan internet. Workshop ini diharapkan menjadi awal dari pengembangan branding digital yang lebih luas di kalangan UMKM di desa tersebut. Dengan keterampilan yang diperoleh, pelaku UMKM diharapkan dapat lebih kompetitif dan mampu memanfaatkan teknologi digital untuk memajukan bisnis mereka.

Abstract

Limbah organik dapur merupakan permasalahan yang sering ditemui dalam lingkungan masyarakat. Tim KKN 127 Universitas Sebelas Maret melakukan inisiasi terhadap permasalahan yang ada di Desa Kemudo terutama pada aspek lingkungan. Kegiatan pengabdian masyarakat dalam bentuk kuliah kerja nyata (KKN) memiliki berbagai macam program kerja utamanya pada lingkungan hidup. Salah satu program kerja pada bidang lingkungan hidup adalah pemanfaatan limbah organik dapur untuk energi dapur. Program ini merupakan bagian dari program kerja kelompok KKN 127 Desa Kemudo yang dibimbing oleh Dr. Asal Wahyuni Erlin Mulyadi, S.Sos., M.Pa. bertujuan untuk mengelola limbah secara berkelanjutan serta meningkatkan kemandirian energi. Metode pengabdian yang digunakan meliputi survei terhadap warga desa yang terlibat dan terpengaruh oleh program ini, dilanjutkan dengan sosialisasi dan demonstrasi alat biogas skala rumah tangga. Hasil dari kegiatan ini menunjukkan bahwa mayoritas masyarakat merasa puas dan mendapatkan respon positif dengan implementasi program ini, terutama dalam aspek kebermanfaatan ekonomi, pengurangan limbah, dan peningkatan kualitas lingkungan. Temuan dari kegiatan ini diharapkan dapat menjadi dasar bagi perbaikan program di masa depan serta sebagai model bagi desa lain yang ingin mengadopsi program serupa.

Abstract

The development of civil servant (ASN) competencies at the Service Unit (Satpel) of Type A Kertonegoro Terminal in Ngawi aims to enhance professionalism in public service, particularly in land transportation, and to improve the terminal's operational management system. However, the implementation of competency development in the field often faces various challenges. This study explores the implementation of ASN competency development at the Type A Kertonegoro Terminal and the factors influencing its execution. This research uses a qualitative descriptive method, which seeks to explain phenomena in depth through data collection techniques such as interviews and document analysis. The data obtained were analyzed through three stages: data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of competency development at the Satpel of Type A Kertonegoro Terminal has not yet reached optimal levels. Several influencing factors include: first, internal communication tends to be one-way and directive, failing to accommodate employees’ aspirations for skill development; second, limited human resources in terms of both quantity and quality; third, low employee motivation to improve competencies through formal education due to the rotating work schedule (24 hours on, 24 hours off), which makes it difficult to balance education, work, and family responsibilities; and fourth, the Satpel Terminal is not authorized to manage its own budget, which diminishes motivation for competency development. To address these issues, the East Java Land Transportation Management Center (BPTD), as the parent office overseeing the Kertonegoro Terminal Satpel, has undertaken several initiatives. These include establishing collaborations with educational institutions, preparing annual plans for competency development needs, nominating staff for available training programs, and encouraging proactive participation in online training sessions.

Abstract

The alleviation of extreme poverty is one of the main focuses of the Wonogiri Regency Government. Data from Bapperida Wonogiri in 2024 show that there were 136,799 heads of households or 497,154 people, included in the extreme poverty category in Wonogiri. This study aims to assess the success of the implementation of Rumanis Datang Si Kumis Hilang program as a manifestation of the Wonogiri Regency Government’s commitment, particularly the Public Housing, Settlement Area, and Land Service in addressing extreme poverty by providing habitable housing. Additionally, the study seeks to assessing the results of implementation evaluation within the Rumanis Datang Si Kumis Hilang program. The research method that used in this research is qualitative, using a case study approach. The study’s results indicate that the Rumanis Datang Si Kumis Hilang program has been successful, as evidenced by the achievement of its objectives. In general, two out of the three objectives of this program can be considered successful (1) the provisioun of stimulus funds to low-income communities, which was supported by various stakeholder and (2) a reduction in the number of uninhabitable houses (RTLH) in Wonogiri every year. However, despite the success, several shortcomings need to be addressed to maximize the impact to the community. These include funding sources, which are still considered insufficient for home repairs, despite support from multiple stakeholders, post-implementation monitoring of the program, and the need to increase the number of Field Facilitator members (TFL) to enhance the program effectiveness.

Abstract

Background: Disaster preparedness education in early childhood education (ECE) remains underexplored despite Indonesia’s high disaster risk. Objective: This study analyzes the implementation of Disaster-Safe Education Units (SPAB) in Early Childhood Education (PAUD) in Indonesia using an institutional theory perspective, focusing on coercive, mimetic, and normative pressures. Methods: This study applies a Systematic Literature Review (SLR) following the PRISMA protocol. Data were collected from Scopus and Google Scholar databases for 2021–2025. Four studies met the inclusion criteria and were analyzed qualitatively based on institutional pressure dimensions. Results: SPAB implementation in PAUD is mainly driven by coercive pressures through regulatory frameworks, especially Minister of Education Regulation No. 33 of 2019. Mimetic pressures remain limited due to the absence of replicable best-practice models, while normative pressures are weak because of insufficient teacher capacity and limited disaster risk reduction training. Consequently, SPAB implementation tends to be administrative and not fully integrated into pedagogical practices. Conclusion: The imbalance of institutional pressures creates a “compliance without commitment” phenomenon in SPAB implementation. Strengthening pilot models, teacher capacity building, and multi-stakeholder collaboration is necessary to support sustainable disaster preparedness in early childhood education.
