Abstract

Penelitian ini bertujuan untuk mengetahui karakteristik demografi, sosial, dan ekonomi ODHA; pengetahuan, sikap, dan perilaku stakeholders terhadap HIV/AIDS dan ODHA; dukungan dan pelayanan komprehensif berkesinambungan serta pengaruh stakeholders dalam program penanggulangan HIV/ AIDS di Kota Surakarta. Metode penelitian ini adalah eksploratif. Teknik pengambilan sampel dengan purposive sampling. Pengumpulan data dilakukan dengan observasi, indepth interview, Focus Group Discussion, dan dokumentasi. Teknik analisa data dengan model analisis interaktif. Hasil penelitian menunjukkan bahwa di Kota Surakarta pada umumnya ODHA berusia produktif, laki-laki, heteroseksual,bekerja sebagai karyawan, mempunyai masalah medis dan kultur sosial seperti mempunyai infeksi oportunistik, efek samping obat ARV, depresi, mengalami diskriminasi, stigma negatif, dikucilkan keluarga dan anggota masyarakat. Stakeholders pelayanan komprehensif berkesinambungan dalam penanggulangan HIV/AIDS di Kota Surakarta mempunyai pengetahuan tentang HIV/AIDS yang baik, sikap peduli dan bertindak responsif terhadap ODHA. Dukungan dan pelayanan komprehensif berkesinambungan di mulai dari saat menjalani test; pengadaan obat-obatan Antiretroviral (ARV); perlakuan yang etis dan tidak diskriminatif; pencegahan dan pengobatan infeksi oportunistik; terapi non medis dan Kelompok Dukungan Sebaya. Kata kunci : stakeholders, pelayanan komprehensif berkesinambungan, penanggulangan HIV/AIDS. ABSTRACT Continuous Comprehensive Care Program for HIV / AIDS in Surakarta; This research aimed to find out the demographic, social and economic characteristics of people with HIV/AIDS (ODHA); stakeholders’ knowledge, attitude, and behavior toward HIV/AIDS and people with HIV/AIDS; comprehensive and sustainable support and service, as well as the contribution of stakeholders to the HIV/AIDS management program in Surakarta City. The research method employed was an exploratory one. The sampling technique used was purposive sampling one. The data collection was conducted using observation, in-depth interview, Focus Group Discussion, and documentation. Technique of analyzing data used was an interactive model of analysis. The result of research showed that in Surakarta, generally people with HIV/AIDS were productive, female, heterosexual and working as employees, having medical problem and social culture such as developing opportunistic infection, ARV drug side effect, depression, discriminated, negative stigma, isolated by the family and society member. The stakeholders of sustainable and comprehensive service in dealing with HIV/AIDS in Surakarta City had good knowledge about HIV/AIDS, caring and responsiveness to the people with HIV/AIDS. A comprehensive and sustainable support and service started during undertaking test; antriretroviral (ARV) drugs procurement, ethical and non-discriminatory treatment; opportunistic infection prevention and treatment; non-medical therapy and Peer-Group Support. Abstract

Consensus on a precise definition of social inclusion for people with disabilities remains elusive. This study aims to systematically review the definition of Social Inclusion for People with Disabilities in Governance (SIPDG) based on the related literature and offer basic theoretical insight into what might be considered relevant for establishing a definition of SIPDG. A scoping review was conducted with a qualitative synthesis of literature from SCOPUS. Articles were identified by final keywords of "social inclusion" AND “disability”*. The search produced 8,305 articles, of which 149 articles were included in the scoping review. A coding method was applied in the thematic analysis to identify recurring themes in the definition of SIPDG and generated five key themes delineating SIPDG. These cover the responsible subjects for social inclusion, People with Disabilities (PwD), barriers, disadvantaged areas, and social inclusion measures. The results of this study define SIPDG as an effort made by parties (government institutions, non-government organizations, the community, and PwD themselves) to optimize the existing potential of PwD (physical, intellectual, sensory, and mental disabilities) by eliminating obstacles (economic, structural, cultural, and personal) in various fields (public services, legislation, natural resources, economy, and technology) through the preparation and enactment of regulations, service delivery, provision of infrastructure, participation, and changes in community culture. Future research is expected to map the operational definition of SIPDG.

Abstract

Kota Surakarta menjadi sorotan publik dengan merencanakan pembangunan yang dapat dilihat dari adanya mega proyek 17 prioritas pembangunan. Salah satu prioritas pembangunan tersebut yaitu revitalisasi Taman Satwa Taru Jurug (TSTJ) yang saat ini bernama Solo Safari. Penelitian ini dilakukan agar dapat menganalisis evidence based policy formulation dan mengkaji penggunaan data dan fakta yang digunakan oleh para stakeholder dalam proses formulasi prioritas pembangunan Kota Surakarta. Metode penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa dalam proses formulasi revitalisasi TSTJ telah berdasar pada adanya data-data dan hasil survei lapangan yang mengindikasi bahwa TSTJ layak untuk dilakukan revitalisasi. Dalam hal ini data yang mendasari seperti laporan keuangan, laporan data pengunjung, laporan jumlah dan kondisi satwa, laporan operasional, laporan survei kepuasan pengunjung, hingga laporan pengelola terkait SDM yang ada. Temuan lain didapatkan oleh peneliti bahwa dalam proses formulasi ini, penggunaan data dan fakta yang mendasari hanya diketahui oleh aktor utama yang terlibat dan terdapat adanya intervensi yang dilakukan oleh Pemimpin Daerah. Penelitian ini memberikan gambaran bahwa penggunaan data (evidence based) penting untuk diterapkan dalam proses formulasi mulai dari tahap penemuan masalah hingga perumusan rekomendasi akhir sebagai penunjang urgensi kebijakan diperlukan.

Abstract

Ruang publik merupakan sebuah kawasan yang dapat digunakan oleh masyarakat memenuhi kebutuhannya dan memiliki arti penting untuk wilayah atau kawasan perkotaan dan sekitarnya. Kabupaten Sukoharjo sebagai salah satu kawasan perkotaan, memiliki beberapa ruang publik atau public space untuk menyelaraskan pola kehidupan masyarakat, salah satunya Taman Kota seperti Taman Pakujoyo. Taman Kota memiliki fungsi-fungsi tertentu sebagai ruang publik. Penelitian ini bertujuan untuk menganalisis kesesuaian fungsi Taman Pakujoyo sebagai ruang publik.Penelitian ini merupakan penelitian kualitatif deskriptif. Data diperoleh dari hasil wawancara, observasi dan dokumentasi yang berkaitan dengan penelitian. Dalam menganalisis fungsi Taman Pakujoyo sebagai ruang publik, peneliti menggabungkan teori yang dipaparkan oleh Ernawati (2015), Akbar & Azhari (2010), dan Peraturan Menteri Pekerjaan Umum Nomor 5 Tahun 2008 tentang Pedoman Penyediaan dan Pemanfaatan Ruang Terbuka Hijau di Kawasan Perkotaan, dimana terdapat terdapat empat fungsi taman kota sebagai ruang publik, yaitu 1) fungsi ekologi, 2) fungsi estetika, 3) fungsi sosial budaya, dan 4) fungsi ekonomi.Hasil penelitian menunjukkan bahwa fungsi ekologi dan fungsi ekonomi di Taman Pakujoyo sudah sesuai, sementara pada fungsi estetika dan fungsi sosial budaya di Taman Pakujoyo sudah cukup sesuai.

Abstract

Penelitian ini bertujuan untuk menganalisis peran dari pemangku kepentingan dalam upaya mewujudkan Kota Layak Anak di Kota Magelang. Metode penelitian ini menggunakan deskriptif kualitatif menggunakan metode purposive sampling dengan wawancara terstruktur. Informan dari penelitian ini adalah Sekertaris Disdukcapil Kota Magelang, Kepala Sub Bagian Perlindungan Anak dan Kepala DP4KB Kota Magelang, Kepala Bidang Pemerintahan dan Sosial Budaya Bappeda Kota Magelang, Obama Kota Magelang dan Anak yang pernah mengisi 1001 Suara Anak Kota Magelang. Kemudian data dianalisis menggunakan teori miles dan Huberman dengan reduksi data, display data, serta verifikasi dan membuat kesimpulan. Hasil riset menunjukkan bahwa ada 5 pemangku kepentingan yang masuk dalam empat kuadran teori peran stakeholder sehingga memperlihatkan peran dari setiap pemangku kepentingan baik key player, subject, context setter, maupun crowd dalam upaya mewujudkan Kota Layak Anak di Kota Magelang. Penelitian ini menyimpulkan bahwa keberhasilan Kota Magelang dalam mencapai Kota Layak Anak dikarenakan adanya peran dari para pemangku kepentingan dari setiap indikatornya. Dari penelitian ini, merekomendasikan untuk melakukan penelitian lebih dalam mengenai partisipasi anak di Kota Magelang terhadap KLA di Kota Magelang.

Abstract

This study aims to evaluate the effectiveness of disability-friendly sexual violence prevention and handling programs in the Sragen Regency, focusing on Gender Focal Point training and Women and Children Protection Service Posts (P4A). This program not only focuses on the implementation of training but also on the overall implementation of the program aimed at increasing the capacity of inclusive services for people with disabilities. The evaluation was conducted using pre-tests and post-tests to assess changes in participants' understanding of sexual violence and the importance of inclusive services. The results showed a significant increase in participants' knowledge after the training, but challenges in implementing disability-friendly services remained, especially related to infrastructure and resource support. This study highlights the importance of a sustainable training approach and provides theoretical insight into how protection services can be more inclusive based on intersectionality theory. Although the study sample is limited, these results provide important insights for developing more responsive protection policies.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi seorang pemimpin dalam berinovasi di sektor publik. Melihat sektor publik kebutuhan untuk memberikan pelayanan bagi masyarakat semakin kompleks. Menjadi seorang pemimpin wajib memberikan perubahan siginifikan bagi masyarakatnya sehingga taraf hidup masyarakat akan sejahtera. Tuntutan secara global yang harus berupaya mengikuti perkembangan zaman. Serta temuan-temuan penelitian Pemilihan teori transformasional ini melihat sosok pemimpin Kepala Desa Dadapan Kecamatan Pringkuku Kabupaten Pacitan yang memiliki ide-ide yang inovatif. Konsep dasar dari teori transformasional adalah karakter pemimpin yang kuat dalam memberikan motivasi dan dorongan untuk tim yang berinovasi. Penelitian ini menggunakan teori (Kharis et al., 2015) yang menjelaskan ada empat indikator pemimpin yang transformasional yaitu karisma, motivasi inspiratif, stimulasi intelektual dan perhatian yang individual. Kegunaan masa ini teori transformasional merupakan salah satu trobosan agar suatu organisasi tidak mengalami ketertinggalan. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara. Yang menjadi objek penelitian yaitu kepala desa, perangkat desa dan warga RT yang menjadi tempat tinggal kepala desa. Kesimpulan penelitian ini adalah setiap indikator teori kemimpinan transformasional menunjukkan nilai positif di lapangan.

Abstract

Smart School Transportation (ACS) is a program from the Ponorogo Regency Government as an effort to make it easier for students to get free school transportation. The purpose of this research is to describe the evaluation of the implementation of the ACS Program and to describe the inhibiting and supporting factors for the implementation of the ACS program in Ponorogo Regency. This type of research is descriptive qualitative. Data analysis techniques Qualitative analysis is carried out through data collection, data reduction, data presentation, and withdrawal conclusion. The results of the study show that the ACS program in the District Ponorogo is still not running effectively. In terms of effectiveness, it has not been effective because there are still many underage children who use motorbikes. The efficiency aspect has been fulfilled because it has implemented cost and time efficiency in program operations. In the aspect of adequacy still not fulfilled because of the limited number and capacity of the fleet in transporting students. In the aspect of alignment it is still not evenly distributed because there are still many schools that have not received program services. The responsiveness aspect has received response and support from ACS users and parents. Aspects of provisions, programs This ACS is right on target, namely to transport students. In the implementation of the ACS program, of course, there are inhibiting and supporting factors. The inhibiting factor for the first ACS program was resources, because human resources in the form of Department of Transportation staff were inadequate to carry out socialization and financial resources were also inadequate, which affected the provision of fleets and the provision of program support facilities. The second inhibiting factor is the bureaucratic structure due to the absence of Standard Operating Procedures (SOP) that are clear and regional regulations that cover program implementation. While the supporting factors for the implementation of the first ACS program, namely, communication through transmission and clarity of information have been running optimally. The second supporting factor is the attitude of the implementer that liveliness officer executor socialization from Service Communications Ponorogo Regency for schools and students is carried out continuously every new school year.

Abstract

The industrial revolution can bring changes in human lifestyles, from manual to digital trading and ways of working. This will provide Indonesia with opportunities, enormous opportunities, including government organizations that are innovative in fulfilling their mandates and functions. Utilizing developments in information technology, accelerating the promotion of e-government, implementing science and technology public services and implementing other government affairs. The Indonesian government has finally passed Law No. 19 of 2020. Law Number 11 of 2020 concerning Job Creation has changed the licensing paradigm from a permit-based approach to a risk-based approach (RBA). Not without reason, this provision is intended to provide ease and certainty in doing business so as to increase regional competitiveness. This new paradigm places risk as the main consideration in every business activity, thus having implications for changes in the current design of business policies, institutions and service platforms in the central and regional governments. However, at the implementation level in each region, the application of this risk-based licensing model depends on the readiness and subsequent response from each region, especially policies, institutions (organization and human resources) and digital service tools (sarpras, internet networks). Electronically Integrated Business Licensing or Online Single Submission Risk-Based Approach (OSS-RBA) is a business license issued by the OSS-RBA agency on behalf of the Minister, Head of Agency, Governor, or Regent/Mayor to commercial participants through an electronic system. The OSS-RBA was created as a form of reform in the field of commercial licensing, because initially the handling of proposed permits seemed complicated, requiring lengthy bureaucratic procedures and direct visits to relevant agencies.

Abstract

This study aims to analyze the implementation of inclusive education policies for people with intellectual disabilities in Surakarta City. Although inclusive policies have been regulated nationally and regionally, their implementation at the school level still faces challenges in terms of communication, resource readiness, implementer disposition, and bureaucratic structure. This study employed a qualitative descriptive approach, utilizing data collection techniques that included in-depth interviews, observation, and documentation. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña. The results indicate that the dissemination of policy information is uneven, with the disability community playing a crucial role as an effective link for communication. Human resources and infrastructure still need to be strengthened, especially in teacher training and administrative access to budget support. Implementer attitudes show diversity, but direct experience accompanying students with disabilities has been shown to foster more substantial commitment. The bureaucratic structure still faces complex coordination and administrative barriers. This study contributes to the field by identifying the strategic role of the community in policy dissemination, non-technical administrative barriers to resource access, and the importance of micro-experiences in strengthening the commitment of inclusive policy implementers.
