Abstract

Penyederhanaan birokrasi berupa alih jabatan struktural ke jabatan fungsional pada Kementerian PAN RB bertujuan menciptakan iklim birokrasi yang lincah, dinamis dan profesional dalam rangka meningkatkan efektivitas dan efisiensi kinerja pemerintahan dalam pelayanan publik. Dalam pelaksanaannya, ada beberapa penyesuaian yang harus dihadapi oleh ASN dan organisasi. Tujuan penelitian adalah untuk memotret dampak dari implementasi perampingan birokrasi ini terhadap perkembangan karir ASN pasca pergantian jabatan. Subjek penelitian ini adalah ASN yang melaksanakan pengalihan jabatan administrator atau eselon III dan jabatan pengawas atau eselon IV menjadi jabatan fungsional. Metode penelitian menggunakan analisis deskriptif melalui tahap orientasi, tahap eksplorasi dan akhirnya tahap pemeriksaan anggota dengan sumber daya penelitian menggunakan orang, kertas dan tempat. Akibatnya, pelaksanaan alih jabatan struktural ke jabatan fungsional tidak berdampak langsung pada perkembangan karier ASN di organisasi Kementerian PAN RB selama setahun terakhir. Hal ini dikarenakan beberapa tantangan perubahan yang masih perlu disesuaikan oleh ASN dan organisasi Kementerian PAN RB. Meskipun secara konseptual pola pengembangan karir ASN umum telah dibuat, tetapi tidak semua pola pengembangan karir jabatan fungsional untuk jenis jabatan tersedia. Hal lain yang menjadi pertimbangan untuk pengembangan karier di jabatan fungsional adalah desain organisasi yang diharapkan gesit atau lincah yang akan mempengaruhi bagaimana perkembangan karier ASN di Kementerian PAN RB ke depan.

Abstract

ABSTRACT Tangerang Regency has many potential natural resources and human resources that should be added value in increasing the economic potential of the community. However, the people’s life in Tangerang district is still living in poverty. Looking at the facts in the field that there are still many people living in slums, the researchers need to conduct a study on how the role of local government in Tangerang District eradicate poverty in the region. The research design refers to secondary data from 2011-2015. The research was conducted by qualitative method with descriptive inductive writing to obtain data. The scope of writing is about the role of Local Government of Tangerang Regency in Eradicating Poverty as well as factors that inhibit and support the role. The results of this sresearch illustrates that the role of Local Government of Tangerang Regency in alleviating poverty is quite a lot of realized in 25 excellent programs that are implemented consistently cross-sectoral and cross-SKPD which is expected to solve synergic regional problems and integrated but the community is still constrained some access related to clean water facilities, especially in some densely populated areas or slums in coastal areas. Abstract

The government has the obligation and responsibility as a provider of public services to meet the needs of the community, which is implemented by both central government agencies, in regional and State-Owned Enterprises. Services that can be provided in the form of goods or merit services. Services provided by the government to the public must be qualified. For that there is a community satisfaction index that is intended for government agencies services units where the results can be used as a reference for the agency service providers to improve and enhance the quality of services provided to the community. A quality service can make people become satisfied. The purpose of this research to determine the District Integrated Administrative Service Quality in terms of Community Satisfaction Index in the District of Tanjungpinang City Tanjungpinang City of Riau Islands province. The research design used is descriptive qualitative research with an inductive approach. The technique of collecting data through interviews, observation, documentation and triangulation. Data were analyzed using data reduction, data tabulation and conclusion. Research results obtained that the quality of the integrated administrative service districts in the District of the City Tanjungpinang already qualified, it is known after a review of the results of community satisfaction index where the value obtained is 75.575 which can be practically considered good or quality. Abstract

The existence of gender equality in Indonesia has provided new hope for women to be involved and make decisions in the businesses they pursue. At present, women have acted as partners of husbands in meeting family needs and actively participating in social life, government organizations or local organizations. Working women have contributed to improving the welfare of the family economy in meeting the needs for clothing, food and shelter. Unfortunately the pace of gender equality in Indonesia is still constrained by the low confidence of banks to provide capital loans, which is only around 45% -55%. Women’s empowerment in the UMKM sector is expected to reduce poverty, provide increased income, increase knowledge and quality of human resources and prepare women’s communities to become a community that is friendly to banks and the economy. This reseach uses qualitative data analysis with data sources in the research obtained from the literature study documents relating to the empowerment of women and micro, small and medium enterprises. The documents in this study can be in the form of regulations, books and news sources from the internet. The data analysis was carried out descriptively by reducing data, presenting data and making conclusions. It was concluded that women’s empowerment in supporting UMKM in Indonesia had enormous potential and had to be optimized by the central government and regional governments. Cooperation is needed from various private parties, banks and other institutions in supporting women’s empowerment. A place is needed to accommodate women workers to be more able to play a role in the business sector, the need for training in entrepreneurship training, product innovation, management to improve women’s skills in the field of entrepreneurship so that productive activities have the value of education and high competitiveness. Abstract

Development is intended to change the situation for the better according to the plan. From the point of view of development organizers, development goals are considered appropriate and appropriate if they have a positive impact on the community. The construction of the JB Soedirman airport is an urgency for the people of Central Java and requires good coordination between the government, the private sector and the community. This study will describe the impact of the construction of the JB Soedirman airport for the people of Purbalingga Regency. This study uses a descriptive qualitative method which is carried out directly in the field to find sources of data needed in solving problems. Research is also carried out with an inductive approach to look at facts and data that are specific in nature to draw general conclusions using laws and theories. Data was collected by observation, interviews, and independent documentation. The construction of JB Soedirman has had both positive and negative impacts on society and the economy. In addition to the Central Java Provincial Government and Purbalingga Regency Government who will benefit greatly from the presence of JB Soedirman, the local community is also expected to feel the impact of the development. The positive impact of the construction of the JB Soedirman airport can be seen from the economic aspect which is marked by the growth of economic activities, such as tourism, lodging, services and culinary. Changes also occurred in the territorial aspect of the area which was originally not too crowded, but gradually became denser with the start of airport operations and the creation of new jobs. The negative impact of the existence of JB Soedirman occurs in the social aspects of the community who experience cultural "exchange" and the creation of settlement density as a consequence of the development of new infrastructure. The covid-19 pandemic, which is still coloring the development of JB Soedirman, has made several aspects not optimal, but the efforts that have been made by the Purbalingga Regency government through various policies are considered appropriate. Counseling aimed at educating business opportunities and maximizing the potential of residents and protecting the rights of people affected by land compensation has been going well and there are no conflicts.

Abstract

Penggunaan media sosial dibutuhkan saat pandemi covid 19. Pemeritah Indonesia berupaya melakukan transformasi pelayanan publik ke kanal informasi teknologi dengan mengurangi kontak langsung dalam pelayanan. Meskipun kualitas website pemerintah daerah di Indonesia masih belum baik dan merata, akan tetapi tuntutan dan kebutuhan masyarakat dalam menghadapi pandemi covid-19 cukup tinggi. Pada tahun 2021, Kota Batam merupakan daerah zona merah dengan jumlah kasus Covid-19 tertinggi dengan klister tidak terlacak di Provinsi Kepulauan Riau. Penelitian ini dibutuhkan untuk melihat kualitas website dan media sosialnya dalam penyelenggaraan pelayanan publik selama pandemi covid 19 di Kota Batam. Penelitian menggunakan metode kuntitatif dengan pendekatan deskriptif. Analisis data-data temuan lapangan disajikan komprehensif dan mendalam secara deskriptif khususnya eksplorasi dengan memahami makna temuan penelitian dari sejumlah individu atau sekelompok orang yang berasal dari masalah sosial. Kegiatan penelitiandilakukan dengan tahap orientasi, tahap eksplorasi, tahap member check. Kualitas website dan media sosial yang dikelola oleh Pemerintah Daerah Kota Batam yang telah diukur melalui 3 (tiga) dimensi utama yaitu kualitas konten, layanan kualitas, dan kualitas teknis dengan rata-rata 60,15% responden menilai baik. Upaya peningkatan kualitas telah dilakukan dengan membangun sinergi dan memperkuat komunikasi antar lembaga pemerintahan daerah mengatasi kekurangan tenaga sumber daya manusia dengan memperbanyak pelatihan teknologi informasi dan komunikasi unggahan yang lebih singkat dan padat engagement dengan konten yang menghasilkan favorites likes, komentar, share, balasan, re-tweet, dan berbagai cara apa pun yang dapat digunakan masyarakat.Kata Kunci: kualitas, teknologi informasi, media sosial, pelayanan publik

AbstrakSebagian besar pelaksanaan anggaran dan belanja daerah Pemerintah Daerah di Indonesiadianggap masih memiliki kesenjangan antara kebijakan yang berpihak pada keadilangender. Hal ini merugikan kaum perempuan karena selama ini proporsi anggaran untukkepentingan perempuan sangat kecil yaitu kurang dari 5% dari seluruh total anggaran.Menyikapi hal tersebut, dibutuhkan komitmen Pemerintah Daerah untuk mewujudkankesetaraan gender melalui mekanisme, kebijakan dan anggaran responsif gender.Penelitian ini bertujuan untuk menganalisis dan memperlajari bagaimana tantanganPemerintah Daerah dalam menerapkan perencanaan anggaran responsif gender. Metodedalam penelitian ini adalah penelitian kualitatif dengan teknik pengumpulan data melaluistudi literatur. Hasil penelitian ini mengindikasikan bahwa Pemerintah Daerah masihmenemui banyak kendala jika ingin serius menerapkan perencanaan anggaran responsifgender.Kata kunci: pemerintah daerah, anggaran responsif gender

Abstract

The Covid-19 pandemic attracted writers to conduct community service activities in the form of socialization of the “MAS AL” movement aimed at preventing the transmission of Covid-19 in the service process in Bintoro Subdistrict Demak. The movement “MAS AL” is an abbreviation that means Applying 4M; Apply healthy living; Always praying; Always smile &happy. The “MAS AL” movement is an effort to raise awareness in the prevention of Covid-19 which is packaged by the author in the form of an interesting and memorable slogan. This study uses qualitative descriptive research method as a problem solving procedure while the method of community service implementation is a step or way that the author in finding solutions to problems encountered by the author in the Binotoro Village Government in organizing service activities to the community during the Covid-19 pandemic. Community service activities that have been carried out by the author there is a conclusion (1) socialization related to the prevention of Covid-19 has been running in an orderly and smooth manner both direct socialization and socialization through social media (2) socialization movement “MAS AL” get high appreciation from Camar Demak and Lurah Bintoro and all village and community apparatus, (3) village officials and community residents who have not previously been disciplined to start te rtib and discipline in complying with health protocols as stipulated by the government, (4) Poster Movement “MAS AL” used by Lurah Bintoro in bintoro office as a reminder of the discipline of health protocols and clean and healthy lifestyle for village officials and citizens (5) is encouraged there needs to be further research on social media usage behavior especially if it is associated with pandemic conditions Covid-19.

Abstract

The COVID-19 pandemic has had an impact on the weakening of the economy of the Sukahayu Village community which is marked by an increase in unemployment. Many people are trying their luck by opening a new business which administratively does not yet have a business license. From a total of around 400 UMKM in Sukahayu Village, only 179 UMKM have registered business licenses because most business actors carry out trading activities on weekdays, have not been able to use internet technology, and have not received information and know the urgency of making business permits. As a form of effort to overcome the problem of orderly administration at the Sukahayu Village Office, the community service team has carried out socialization and direct services for making business registration numbers (NIB) through online single submission (OSS) at the Sukahayu Village Office and door to door to people's homes that have micro business. The purpose of this community service activity is to provide an understanding of the importance of digital NIB and OSS to obtain ease of business legality as well as other documents such as corporate or individual NPWP. Community service activities are carried out with the method of socialization and service to the community which are carried out for approximately one month and have special targets for people who do not have a business identification number (NIB) but already own or run a micro business. This community service activity has coordinated directly with the Sukahayu Village government. The results of this community service activity were the issuance of 32 business registration numbers (NIB), increased knowledge and information from several people about the importance of business registration numbers for micro-enterprises in Sukahayu Village and increased public desire to register their businesses legally which was marked by the entry of proposed documents. only 17 pieces. Suggestions for optimizing the making of NIB in Sukahayu Village is that it takes the commitment and consistency of the Sukahayu Village government to continue socialization activities, door to door services and more serious assistance for micro business actors because there are still more than 200 micro businesses that have not been registered through OSS and there are still many people who do not understand the importance of business registration numbers for business actors due to the assumption that people think that taking care of business permits and legalities takes a long time and is a complicated matter. This condition really needs to be considered and followed up by the Sukahayu Village government in collaboration with the relevant office.

Abstract

This research examined the determining factors in implementing digital public service policies at the sub-district level in South Jakarta, focusing on policy substance, task behavior of implementers, work network interactions, target group participation, and resources as proposed by Hamdi (2014). Digital public services at the sub-district level are aligned with the Electronic Based Government System (SPBE) framework but still face various challenges. This research adopts a post-positivist approach using qualitative data collection methods. The novelty of this study remained in its emphasis on the determining factors influencing the success of digital public service policies at the sub-district level. The findings revealed that determining factors influence the implementing of digital transformation policies in public services at the sub-district level in South Jakarta. Clear policies accommodated to local needs, cross-agency collaboration, and improvement of public digital literacy, socio-cultural influences, and the importance of participatory approaches involving community feedback are identified as supporting factors for the success of digital public services at the sub-district level.
