Abstract

Penelitian ini adalah deskriptif analisis kualitatif. sumber data yang digunakan adalah masyarakat penerima layanan utama penelitian adalah staf yang ada di kantor Desa Panciro Kecamatan Bajeng Kabupaten Gowa, yakni Kepala Desa dan staf, beserta masyarakat, organisasi di tingkat pedesaan dan lembaga terkait menyangkut pelayanan administrasi. Disamping sumber primer, penelitian juga menggunakan sumber data sekunder berupa dokumen, laporan, dan sumber lain yang dianggap relevan. populasi dalam penelitian ini adalah masyarakat yang menerima layanan, maka penarikan sampel dilakukan berdasarkan accidental sampling dengan Purposive Random Sampling, dimana dalam penarikan sampel tidak ditentukan berdasarkan karakteristiknya tetapi kepada siapa saja populasi yang kebetulan datang menerima layanan. Untuk itu, ditetapkan jumlah sampel sebanyak 46 sebagai responden. Adapun teknik analisis data yang digunakan adalah teknik analisis data yang mengikuti model analisis interaktif yang dikembangkan Miles dan Huberman (1992) yang terdiri dari data reduction (reduksi data), data display, drawing/verifying dan conclusions.Kata Kunci: Prinsip Pelayanan, Administrasi

Abstract

The aim of development is to realize an Indonesian society that is peaceful, just, democratic, competitive, advanced and prosperous in the Unitary Republic of Indonesia. The purpose of this study is to determine the extent to which the government runs the shrimp cracker industry empowerment program, the area of the marketing of shrimp cracker industry products, and the impact of the shrimp cracker industry on the welfare of the industrial owner. The method used in this study is a qualitative method that is descriptive-inductive approach by providing a systematic, factual and accurate description in the presentation of reports, based on the results of research conducted. Based on the results of research and data management, it can be concluded that community empowerment carried out by DISKOPERINDAG has not been maximized. There is no capital assistance or means of production from the government so that it becomes a major problem for the community to start a business. In the implementation of empowerment also occurs obstacles from the community itself such as the mindset of people who have not developed due to low education. The area of marketing of production is limited because there is no business from the owner of the industry itself. The existence of shrimp cracker industry has a positive impact on society by increasing the community's economy. The community can meet personal and family needs from the results of this shrimp cracker industry. From this it can be said that people's welfare has increased after the shrimp cracker industry.

Abstract

The house is one of the basic human needs The purpose of this study was to determine the implementation of development in the rehabilitation program for uninhabitable housing in Pangkalpinang City. Researchers use this type of qualitative research with a descriptive-inductive approach to reveal facts and events in the field. Data collection techniques used observation, documentation and interviews. The results of this study indicate that the implementation of the rehabilitation program for uninhabitable housing construction in the City of Pangkalpinang has been pursued optimally. But in reality the implementation of the program still has some obstacles so that the achievement of the program does not go according to plan. This is due to the lack of participation from the community with program involvement, there are still many people who have not met the criteria as potential recipients of assistance due to lack of administration and limited facilities.

Abstract

The quality of labor is a major factor in the supply of human resources. This study aims to find out the efforts made to improve the quality of the workforce at the Manpower Office in Makassar City. The research approach used uses qualitative research. Research informants are people who obtain employment services at the Manpower Office. Data collection is done through interviews, observations and data collection in the field. The data analysis technique uses interactive models such as: data reduction, data condensation, data presentation and conclusion drawing. The results of this study indicate that there are still various shortcomings such as the analysis of the needs of employees with special expertise and training systems that still do not meet expectations. Furthermore, inventory of office facilities and infrastructure that are less well maintained.

Abstract

This research discusses the misalignment between strategic planning and annual planning in achieving key performance indicators (KPIs) at the national and regional levels, with a focus on Bekasi District, West Java. This alignment is critical to achieving community welfare. Gaps were found between the performance targets in the National Medium-Term Development Plan (RPJMN) and the Government Work Plan (RKP), especially on economic growth, poverty levels, and unemployment. An evaluation of the KPIs in Bekasi District also showed non-optimality, with a number of KPIs not achieved. Qualitative research methods were used to evaluate this. Clear KPI establishment, accurate data collection, regular monitoring, and root cause analysis are important steps in KPI evaluation. The results show that the KPI setting process in Bekasi District still does not fulfill the SMART (Specific, Measurable, Assignable, Realistic, Time Related) criteria thoroughly.There are weaknesses in senior management commitment, an unoptimized performance culture, and a lack of Critical Factor Success (CSF) approach in the formulation of performance indicators.In addition, the process of simulating the achievement of KPIs and midterm evaluation of the RPJMD was not adequately implemented; however, this process was not fully followed at both the national and regional levels. Abstract

This study investigates current trends in Bekasi, Indonesia, slum management policy, and recommends solutions to improve living standards among slum dwellers. Slums are a major issue in metropolitan city as Bekasi that has several obstacles in meeting slum folk’s needs while supporting sustainable urban growth. This research evaluates existing policies and their consequences using interview data, detects developing patterns using GIS-based approach, and offers innovative measures to improve slum management in Bekasi. To address the multifaceted issues, we applied management strategy by Wheleen Hunger that consists of strategic analysis, formulation, and implementation and combined with sustainability framework incorporates social, economic, and environment point of view of slum management. The findings emphasize the significance of a holistic and inclusive approach that integrates social, economic, and environmental components.

Abstract

The research is based on an imbalance between the carrying capacity of cities and population growth which has led to the development of slums in urban areas. Likewise, the development of the industrial sector has become a magnet for urbanization and population growth, while the community's ability to obtain decent housing is still low. The research intends to examine how the implementation of slum settlement policies is implemented and to design a model for handling slum settlements. Grindle's (1980) policy implementation model consists of the dimensions of the policy content context with aspects of 1) the interests affected; 2) type of benefit; 3) the degree of change; 4) the decision-making position; 5) program implementers; 6) policy resources, as well as the implementation context with aspects of 1) the strengths and strategies of the actors involved; 3) the characteristics of the ruling institutions and regimes; 3) compliance and responsiveness of the target group. This research uses a qualitative descriptive method with primary data obtained through interviews and observations. While data analysis techniques used descriptive analysis techniques including data condensation, data presentation and drawing conclusions (Miles and Huberman, 2014). The research finding is that the policy for dealing with slum settlements through the Berseka Program has not been optimally implemented in terms of the insignificant contribution to handling slum settlements. So a more comprehensive and sustainable approach is needed in dealing with slum settlements. The results of the study concluded: 1) The Berseka program has not been optimally implemented in terms of the low perceived benefits, low degree of change, weak government control over the actors involved, and lack of program sustainability and post-handling maintenance; 2) A comprehensive sustainable comprehension slum handling model developed by researchers includes approaches to prevention, revitalization, relocation, and preservation that will increase achievements in building cities and settlements that are inclusive, safe, resilient and sustainable. Research suggestions: 1) Need to study the role of the private sector and NGOs in dealing with slum settlements; 2) The need for complementary policies in the context of preventing slum settlements in the form of Regional Regulations and District Head Regulations.

Abstract

This study aims to find a new model of community empowerment based on local wisdom, natural capital and accelerated social capital with the duties and functions of district officials in providing public services, both formally and in terms of providing facilities and infrastructure (public goods), using qualitative descriptive methods. The information is determined by purposive sampling technique for competent parties to provide accurate information related to the problem. While the snowball technique is used on the policy object that has an impact. Interviews, Observations and Literature Studies are the techniques used in collecting data. Meanwhile, data reduction, data presentation and conclusion drawing are qualitative data analysis techniques used in this study. The results of this study are it depicts the Empowerment of the Fisherman Community of the Kepulauan Seribu, Social Capital and Natural Capital to accelerate with easy access to public services and public goods to improve the quality of life and competitiveness. Regulating the use of natural resources with coral reef and mangrove ecosystems through zoning, so that they can manage tourism objects with different characteristics. Cultivating New Livelihoods due to the growing development of the fisheries, tourism, transportation, micro-trade businesses, services, and other employment opportunities along with the activities in the Kepulauan Seribu.

Abstract

The Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek), which is one of the main units in the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), is responsible for the use and management of state-owned assets in the form of land, in line with its duties and functions in providing higher education services. This research aims to describe and analyze the factors that hinder the implementation of policies related to the management of state-owned land assets within Ditjen Diktiristek Kemendikbudristek, particularly in higher education institutions (PTNs). The study employs a qualitative research method with a descriptive approach, using the four-dimensional policy implementation analysis framework proposed by Edwards III (1984), which includes communication, resources, disposition, and bureaucratic structure. Data collection for this research involved observations, interviews, and documentation. In analyzing the data collected, the researcher used models including data reduction, data presentation, and conclusion drawing or verification. Data for the study were obtained from fourteen informants, including the Director General of Diktiristek and his staff, as well as leaders of PTNs and relevant officials. Referring to the four dimensions proposed by Edward III, the communication dimension highlights the lack of information flow from the Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek) to public universities (PTN). PTNs do not receive sufficient information on how to implement regulations related to state-owned land assets (BMN). The resource dimension indicates that the quantity of human resources at both Ditjen Diktiristek and PTNs in managing state-owned land assets is inadequate, and the budget conditions have not yet reached the ideal amount. The disposition dimension shows that the response of the implementers at PTNs tends to be slow during the execution of policies related to managing state-owned land assets. As for the bureaucratic structure dimension, it is evident that there is no specific SOP outlining the handling of problematic state-owned land assets, and internal fragmentation occurs within PTNs, where the responsibility for managing these assets is often spread across various units or faculties

Abstract

This research was conducted with the aim of knowing and analyzing the implementation of equal positions in the career development of functional officials, the factors inhibiting the implementation of equal positions in the career development of functional officials, and the efforts made to overcome obstacles to the implementation of equal positions in the career development of functional officials within the Bekasi City Government. The research method used in this research uses a descriptive qualitative method using policy implementation theory using George Edward III's theory, namely the communication dimension, resource dimension, disposition dimension and bureaucratic structure dimension. Furthermore, the data collection method used used in-depth interviews, observation and documentation. then the data analysis technique used uses data reduction, data presentation and drawing conclusions.The research results show that the implementation of equalization of positions in the career development of functional officials within the Bekasi City Government has not gone well and optimally. This is indicated by problems still being found regarding the lack of dissemination of information regarding career development policies as a whole to all supervisory officials and administrator officials who are affected by equalization into functional positions. Then there is neglect of competency and qualification tests in the job equalization process which has the potential to violate the principles of career patterns, namely the principles of certainty and professionalism. Apart from that, there is a lack of accommodating career certainty for functional equalization officials, where functional equalization positions are still found that do not have a position level above them, where there are no functional equalization officials who fill the functional position level above them. In an effort to overcome obstacles, the Bekasi City Government opened a consultation room through the implementation of FGD (Forum Group Discussion), facilitating the development of competency and qualifications for functional officials and increasing the number of Functional Position boxes.Suggestions given in this research, 1. The Bekasi City Government through BKPSDM should improve communication and outreach regarding career development policies after bureaucratic simplification; 2. The Bekasi City Government, through BKPSDM, should identify and carry out mapping and prepare plans for competency and qualification improvement needs along with financing for equalization functional positions based on the mapping results; 3. The Bekasi City Government, through the SETDA Organizational Section, should be proactive in facilitating proposals for the opening of new functional positions to accommodate the career paths of equalization functional officials so that they can support and contribute to performance achievements in Regional Apparatus.
