Abstract

Abstract Talking more about the involvement of custom, almost in every region of Papua and West Papua have their own customcouncil. The custom council is the in dependent institution which is considered as a house of cultureby the community of tribes who live there. In that term, the existence of the custom council must be gone as their role due to be their option for all the community. There are eight tribes that live there namely, Kuri, Koiwaei, Mairasi, Irarutu, Madewana, Napiti Miere and Oburau. Basides, the writer also stress about the involvement of the custom council in Region Head Election in Kaimana Regency, for the period of 2015-2020. This writing is made in order to describe the existence of the custom council in Kaimana Regency in socio-political aspect from year. The council has gone too deep in the electionby giving support to one of the candidates. This action made disintegration of the council as an independent institution and even morea house of culture. All those phenomenon and even facts that mentioned above were got by the writer by using qualitative method. And this method has been applied in collecting datas of many sources, doing interview, and taking documentation. Keywords: the custom council, region head election, socio-political Abstrak Berbicara terkait keberadaan dewan adat, hampir diseluruh wilayah Papua dan Papua Barat memiliki lembaga dewan adat. Dewan adat adalah lembaga independen, yang dinilai sebagai rumah budaya oleh komunitas suku yang ada. Dalam pemaknaan tersebut, keberadaan dewan adat haruslah melaksanakan fungsi dengan melihat pada aspek keberpihakan. Terkhusus masyarakat delapan suku yang ada yakni suku Kuri, Koiwaei, Mairasi, Irarutu, Madewana, Napiti, Miere dan Oburau. Disamping melihat peran dewan adat Kabupaten Kaimana, kondisi sosial politik terkait dengan fenomena pasca pemilu kada 2015-2020 Kabupaten Kaimana, tentang keterlibatan dewan adat secara langsung. Tulisan ini bertujuan menjelaskan dinamika peran kelembagaan dewan adat Kabupaten Kaimana dalam kehidupan sosial politik dari waktu ke waktu. Metode yang digunakan adalah metode kualitatif dengan melakukan pengumpulan data dari beragam sumber seperti wawancara, observasi dan dokumentasi. Dari metode penelitian yang dipakai, didapati bahwa keterlibatan dewan adat dalam konteks pemilukada Kabupaten Kaimana 2015-2020, dengan memberi dukungan politik pada salah satu pasangan, telah berdampak pada ketidak utuhan dewan adat sebagai sebuah lembaga independen bahkan sebagai rumah budaya. Abstract

This paper will describe the problems and challenges in North Halmahera tourism development and describe the coordination, resources, disposition of executor and bureaucratic system in the process of tourism policy implementation by local government. This research used a qualitative method and case study approach. The method used in this research is qualitative with case study approach. This research conducted in Kakara Island, Tagalaya Island, Bobale Island, Kumo Island, Luari Beach, Paca Lake, Duma Lake, and Mamuya Hot Spring as the priority in North Halmahera Tourism Development Program by local government. The results of the evaluation indicate that the bureaucratic system, resources (human resources and sources of funding), the disposition of the commissioning and coordination was instrumental in the process of implementation of the policy on tourism. The implications of the implementation of tourism policy hampered are the lack of participation of the community and damage to facilities and access for tourism which threaten the sustainability of tourism. Thus, it can be noted that the challenges in the development of the leading tourist attraction in North Halmahera Regency are an effort to increase community participation through partnerships to achieve sustainable tourism.Keywords: Bureaucracy System, Coordination, Disposition, Resources, Tourism Policy

Abstract

This paper will discuss specifically the effort of Kupa-Kupa Beach Cottage and Meti Beach Cottage managers to achieve environmental sustainability through the concept of ecotourism. Furthermore, private sector involvement and mixed marketing strategy will be discussed to describe how community empowerment and local community support as an essential factor in regional tourism development, especially in North Halmahera District. The research method used is qualitative with case study approach. This paper shows that the private sector tends to adopt a community-based ecotourism concept to achieve environmental sustainability and tourism sustainability itself. The government will act as a stimulus and catalyst that is synergistic with the needs of the private sector to provide tourism facilities according to tourists' preference. Kupa-Kupa Beach Cottage and Meti Beach Cottage managers seek to provide employment for local communities as part of a marketing strategy so that they are mutually beneficial.Keywords: Community empowerment, ecotourism, environmental sustainability, mixed marketing strategy, private sector involvement.

Abstract

Galela community participation in the implementation of the Festival Tanjung Bongo (FTB) shows the existence of a partnership pattern in accordance with pentahelix elements. This research uses qualitative method with case study approach to describe the level of local community participation in preparation of Festival activities and various dynamics that occur in realizing these activities. An in-depth interviews, observation and document studies were implemented in order to generate data. The triangulation techniques were implemented as data validation techniques to obtain credible information. The results of this study indicate that the local government becomes a stimulus for community participation in the planning and preparation stage of the Tanjung Bongo Festival event, although the activity was postponed due to the refusal from the National League for Democracy (LMND eks) executives related to the readiness of supporting infrastructure. On the other hand, the pentahelix element of government synergy, academic, association, community and media becomes the very essential factors in organizing the festival. Meanwhile, the level of community participation can be categorized to achieve the level of citizen control in accordance with Arnstein (1969).Keywords: Digital Campaign, North Halmahera, Participation, Pentahelix, Tanjung Bongo Festival.

Abstract

The purpose of this study is to describe community involvement in the development of Kragilan Top Selfie Pinusan tourist destinations (TSPK) and explain the role of Tourism Awareness Groups (Pokdarwis) in developing TSPK tourist destinations. This study uses the concept of Community-Based Tourism (CBT) as an analytical framework. The method used in this study is a qualitative research method. Data collection techniques were carried out by observation, documentation, and in-depth interviews with parties related to TSPK tourist destinations. The results of the study indicate that community participation in the process of developing the TSPK was encouraged by the local community namely Pokdarwis (tourism-aware group). Pokdarwis, in this case, plays a role in the division of labor; financial management; and managing cleanliness. Pokdarwis conducts division of labor to encourage community participation. The forms of community participation in TSPK include workforce and the contribution of ideas in developing TSPK. Next, the existence of TSPK also empowers the economy of the people in Kragilan Hamlet. Pokdarwis also empowers the community to manage the environment around the destination. Then TSPK shows that the CBT model that is different from CBT in general, in TSPK empowerment is carried out independently by Pokdarwis. Only after Pokdarwis initiated this empowerment and brought economic benefits, the government (Gunung Merbabu National Park Office) took part in helping TSPK management.Keywords: Community Based Tourism (CBT); Community Engagement; Participation; Top Selfie Pinusan Kragilan (TSPK).
