Abstract

The silver handicrafts industry in the Celuk Village is growing rapidly along with the development of Bali's tourism sector. The number of tourists visiting Bali has increased from time to time and it affects the increase of souvenir purchases number, including silver-crafts. Celuk Viillage is a traditional Balinese village that has changed into a tourist attraction with its trademark in the form of gold and especially, silver. The sustainability of the silver handicraft industry in Celuk Village is supported by the harmony of the collaboration between entrepreneurs and craftsmen in running the business. This research found that the Celuk Village silver handicrafts industry shows ability to develop and maintains its business, also to face many different challenges. The entrepreneurs and craftsmen in Celuk Village not only from local residents but also include migrants from outside Bali. This paper describes the habitus, realm, capital (social, cultural, economic and symbolic capital) and practice through Pierre Bourdieu’s perspective. The explanation is based on the empirical experience of local and migrant populations as craftsmen and entrepreneurs when pioneering, developing, and maintaining silver-craft business in Celuk. The research found that different from the locals, who can utilize social capital and cultural capital when pioneering, use economic capital when developing business, then symbolic capital in sustaining business, the access of the migrants to economic capital and symbolic capital is very limited. Therefore migrants use social capital and cultural capital when pioneering, developing and sustaining their business. Regarding to Bourdieu, the difference findings between local and migrants in Celuk Village shows that there is a fight over resources (capital) in the realm, and it forms a new habitus which is differentiation in social stratification between locals as dominant and migrant entrepreneurs as subordinate entrepreneurs.

Sustainable livelihood approach has been a strategic approach that can improve the economy of rural communities and create harmonization of socio-cultural, economic, environmental and political development through policies. However, it is holistic and contextual, enabling the existence of different capital characteristics formed based on the community's culture. The Indonesian context shows that customary rituals of the community in Kakara and Limau villages in North Halmahera Regency are forms of capital that mobilize claims and access to capital such as natural, human, physical, financial, and social capital. This article aims to describe the ritual capital in rural livelihood for sustainable tourism development. Key informants involved were leaders of community, traditions, religion and rural government and they were interviewed to obtain in-depth information about the ritual capital. In its development, assimilation and acculturation caused changes in livelihood structure. In addition, The mining sector's existence in the Kao community custom area had the potential to limit access to natural and social capital due to ecological loss. However, the mining sector could mobilize human and physical capital through Social Performance programs in the education sector and infrastructure development. The adverse effects of the mining sector to the environment had become such a stimulus for the Kao Village community to adopt an environmentally friendly development approach that had economic value and was able to improve the community welfare. Thus, the Kao Village community managed to maintain and utilize the mangrove forest using a community-based ecotourism approach to endurance livelihood sustainability. These results could be developed into recommendations for regional policymakers, especially in the rural areas, to mobilize the capability of local community access to capitals through the tourism sector to maintain livelihood sustainability.

Abstract

Reviewing the tourism policy as well as by reviewing public policy The formulation and implementation of tourism policy can not be separated from the perspective of the actors spesifically subjectivity tourism policy makers. Policymakers have the authority or power to fight for their interests into tourism policy. Perception of actors can be the knowledge, attitudes and actions of actors While social capital can be a network of actors, norms and beliefs. On the other hand, the power of actor can be normative power, power remuneration, and coercive power. Perception of the actors on the stage of formulation of tourism policy is essential when the actor supposedly able to analyze issues in tourism and establish a strategy to resolve the problem. Whereas social capital, are often used actors to fight various interests into tourism policy. In addition, the actor also can take advantage of its power in the formulation and implementation of tourism policies. The results of this literature review strengthen the argument that not only communication, resources, disposition and bureaucracy which are essential in the formulation and implementation of tourism policies, but perceptions, social capital and power of the actor is also an aspect that is essential in the formulation and implementation of tourism policy.Keyword: Perception, Social Capital, Power, Public Policy.
