Abstract

AbstrakPembahasan tesis ini tentang analisis organisasi melalui pendekatan perilaku terhadap kinerja di Kantor Camat Medan Sunggal Kota Medan.  Dipilihnya Kantor Kecamatan Medan Sunggal Kota Medan didasarkan kepada asumsi bahwa organisasi tersebut berada dalam lingkup atau wilayah yang mempunyai karakteristik yang membedakan dengan daerah yang lain. Secara administratif organisatoris, Kecamatan Medan Sunggal Kota Medan membawahi beberapa organisasi yang berada pada tingkat terendah yaitu organisasi kelurahan. Permasalahan yang diajukan dalam tesis ini adalah “Bagaimanakah proses pendekatan perilaku terhadap kinerja yang dilakukan pada Kantor Kecamatan Medan Sunggal Kota Medan. Teknik Analisa Data yang digunakan dalam penelitian ini adalah yaitu metode deskriptif analisis untuk menganalisis data dengan cara mendeskripsikan yang telah terkumpul sebagaimana adanya tanpa bermaksud membuat kesimpulan yang berlaku untuk umum. Adapun hasil penelitian dan pembahasan menjelaskan ffektifitas, dilihat dari kesesuaian pelaksanaan tugas dan pekerjaan dengan hasil yang dicapai dan kesesuaian antara kebijakan dengan pelaksanakan tugas dan pekerjaan pada umumnya sudah sesuai dengan ketentuan yang telah ditetapkan. Kesadaran dari masing–masing bidang akan tugas dan fungsinya berperan besar dalam pelaksanaan tugas masing-masing bidang. Akuntabilitas, dari konsistensi antara tugas dan fungsi masing–masing seksi dengan kegiatan yang dilaksanakan oleh Kantor Kecamatan Medan Sunggal dan pertanggungjawabannya terhadap pemberi kebijakan masih rendah dikarenakan belum semua pekerjaan yang dapat dipertanggungjawabkan. Pemberian kewenangan tidak tepat sasaran dan tidak ada pertanggungjawaban kepada masyarakat secara langsung sehingga masyarakat tidak mengetahui program kegiatan yang dilaksanakan oleh organiasi kantor kecamatan Medan Sunggal. Responsivitas, ditinjau dari tingkat pemahaman terhadap tugas dan fungsi sesuai dengan peraturan yang berlaku, tingkat kepekaan tugas pekerjaan dengan hasil yang dicapai, dan prioritas terhadap tugas dan pekerjaan yang mendesak masih rendah. Hal ini dapat dilihat pada pemahanan tingkat pekerjaan dan juga tingkat kepekaan dari pegawai kantor kecamatan Medan Sunggal terhadap tugas dan fungsi dari Kantor Kecaman yang masih kurang dan juga dilihat dari kesesuaian dengan tingkat kebutuhan masyarkat belum optimal karena keterbatasan anggaran.Kata Kunci: Organisasi, Pendekatan Perilaku, Kinerja. ORGANIZATION BEHAVIOR ANALYSIS APPROACH THROUGH THE PERFORMANCE AT THE DISTRICT OFFICE MEDAN CITY MEDAN SUNGGALAbstractThis thesis analyzes the discussion about the organization through a behavioral approach to performance in Medan District Office Sunggal Medan. Chosen Medan District Office Sunggal Medan based on the assumption that the organization is within the scope or region that has the characteristics that distinguish the different areas. Administratively organizational, district of Medan City Medan Sunggal oversees several organizations that are at the lowest level, namely the organization wards. The problems posed in this thesis is "How does the process of behavioral approaches to performance conducted at the District Office Sunggal Medan Medan. Data analysis technique used in this research is descriptive method of analysis to analyze the data in a way that has been collected to describe as it is without intending to apply to general conclusions. The results of research and discussion explains ffektifitas, judging the suitability of the tasks and work with the results achieved and the conformity between policy and implementing tasks and jobs in general are in accordance with the conditions set. Awareness of each field will be the task and function plays a major role in the implementation of tasks each field. Accountability, of consistency between the tasks and functions of each section with the activities carried out by the District Office of Medan Sunggal and accountability to donor policies are still low because not all jobs can be accounted for. Giving authorities are not effective and there is no accountability to the public life so that people do not know the program activities carried out by the district office organiasi Sunggal field. Responsivity, in terms of the level of understanding of the duties and functions in accordance with applicable regulations, the level of sensitivity of work assignments with the results achieved, and the priority of the tasks and urgent work is still low. This can be seen in understanding levels of employment and the level of sensitivity of Medan district office employees Sunggal the tasks and functions of the Office of the criticism that is still lacking and also views of conformity with the requirements of the community is not optimal due to budget constraints.Key Word: Organization, Behavioral Approach, Performance.

Abstract

This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El and to find out what constraints are in the process. The methods are used in this research?s qualitative methods with the descriptive approach. The data collecting technique  was  carried  out  in  this  research  through  two  ways,  among  others  through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. In this study, researchers also gain a new understanding that in the implementation of SIAK on the management of KTP-El good state service but it would be good apparatus not only run the activities of population administration, but also need to pay attention and care to public needs.
