Abstract

Afghanistan merupakan negara dengan tingkat kerawanan pangan tertinggi didunia. penelitian ini berusaha untuk melakukan kombinasi teori dalam hubungan internasional dan data analisis kerawanan pangan melalui pendekatan FIES (Food Insecurity and Experience Scale). Motode penelitian ini adalah kualitatif yang bersifat deskriptif dan dianalisa menggunakan teori hegemoni dari Antonio Gramsci. Hasil penelitian menunjukkan bahwa Afghanistan dianggap sebagai sebuah masalah bagi negara Amerika Serikat sebagai hegemon. Amerika Serikat menggunakan segala macam ancaman dan sanksi untuk membuat Afghanistan tunduk dibawah kekuasaannya. Akan tetapi usaha tersebut gagal ketika pemerintahan hasil demokrasi yang diberlakukan oleh Amerika Serikat dan sekutunya diambil alih kembali oleh Taliban.

Abstract

Sebagai Kuasa Bendahara Umum Negara, KPPN bertugas dalam penyelenggaraan penyaluran dana APBN kepada mitra kerja atau dikenal dengan Satuan Kerja. Dalam memberikan melaksanakan tugasnya, pelayanan yang prima menjadi fokus utama. Oleh sebab itu, setiap lembaga resmi memiliki kebijakan. Seperti KPPN Surabaya 1 memberikan pelayanan kepada Satker berdasar pada Keputusan Jenderal Perbendaharaan No.KEP- No.KEP-66/PB/2013 tentang Standar Prosedur Operasi dalam Rangka Pencairan Dana pada Kantor Pelayanan Perbendaharaan Negara yang mempersingkat durasi penyelesaian dari 1 hari menjadi hanya 1 jam. Pada penelitian ini penulis ingin mengetahui implementasi kebijakan durasi penyelesaian Surat Perintah Pencairan Dana di KPPN Surabaya 1 Periode Triwulan IV Tahun 2023. Metode penelitian yang digunakan yaitu kualitatif-deskriptif dengan menyajikan data secara naratif, dengan melibatkan pegawai Seksi Pencairan dana dan Seksi Bank. Hasil penelitian menunjukkan bahwa implementasi berjalan dengan baik. Namun ditemukan beberapa kendala terkait keterlambatan penyelesaian SP2D yaitu kualitas server yang terkadang lemah dan peak season

Abstract

Taman District provides one of the public service innovations in carrying out population administration, namely the Ready to Serve the Community at Night (SIMMAMAH) program. The SIMMAMAH program was formed and created as a way out of the phenomenon that has occurred in Taman District, namely that people do not have time to carry out population administration during working hours or school hours. This innovation program has been adapted to the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia Number 91 of 2021 concerning the Development of Public Service Innovation. The aim of this research is to measure the effectiveness of SIMMAMAH services in Taman District, Sidoarjo Regency. The sampling techniques used were purposive and snowball. Data collection in this research used was observation, interviews and documentation and data analysis used included data collection, data consolidation, data presentation, as well as drawing conclusions and verification. The results of this research are that SIMMAMAH services have been runninf effectively, although not yet perfect. Due to the obstacles found in these services, namely the lack of availability of KTP forms, damaged KIA printers, village/subdistrict networks that do not use Telkom Orbit and not all villages/subdistricts have KTP recording devices.

Abstract

The market operation program is an activity to sell groceries at a lower price than the lowest selling price outside. This activity was carried out officially by the East Java Provincial Government and in collaboration with PT. Puspa Agro as a subsidiary of PT. Jatim Grha Utama which is one of the East Java Regional Owned Enterprises. Market operations carried out by PT. Puspa Agro cooperates with the Provincial Government of East Java. The Market Operation Program was organized by Nahdlatul Ulama in commemoration of the closing of the 1st Century of NU. The program was organized with the aim of providing sales with a lower difference than the prices sold outside. The method used by the author in this research is descriptive research with a qualitative approach. This study uses several variables to measure program effectiveness, namely program socialization, program objectives, and program monitoring. According to the research that has been done, it can be seen that the effectiveness of the re-registration program has not been fully fulfilled. Due to the implementation there are problems such as the location which is within the Pondok Pesantren area and the lack of spread of program socialization.

Abstract

Abstract The study entitled Analysis of Employee Needs in Sub-districts in Sidoarjo Regency Government: "Case Study of Balongbendo, Sidoarjo, and Tulangan" aims to identify the needs and availability of civil servants in the three sub-districts. Using descriptive qualitative methods, data were collected through interviews, observations, and documentation. The results showed that the job descriptions for each division in the three sub-districts were well defined. Sidoarjo in particular faced a significant shortage of staff, filling only half of the positions needed. Balongbendo had several important roles unfilled, while Tulangan was better off, with almost full staff but facing challenges in data processing roles. Abstract

This study aims to evaluate the service quality of Identity Card (KTP) issuance at the Public Service Mal (MPP) in Sidoarjo Regency, which remains a center for population administration services but still faces challenges in completing KTP applications submitted by the community. This study uses a descriptive qualitative method with data collection techniques including observation, interviews, and documentation. The results indicate that the KTP service process at the MPP in Sidoarjo is still suboptimal. This is evidenced by several obstacles caused by insufficient service facilities such as waiting areas, limited KTP blank forms, long waiting times, and uncertainty in KTP collection. Furthermore, the lack of socialization related to digital service like Plavon also affects service effectiveness. These challenges reflect gaps in aspects of adequacy, efficiency, and responsiveness of the service. Keywords: Evaluation, Service, Idetity Card (KTP).

Abstract

The Office of Tourism and Creative Economy, Culture, Youth, and Sports of Gresik Regency has initiated a program to empower Micro, Small, and Medium Enterprises (MSMEs) through the integration of the tourism and creative economy sectors in the Bandar Grissee tourism area, which is realized through the launch of the Cokro Ekraf Festival program. This study aims to examine how the empowerment of MSMEs is implemented through the program. This research employs a descriptive qualitative method with a case study approach. Data collection techniques include observation, interviews, and documentation. The data analysis process followed four systematic stage: data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that at the planning stage, The Office of Tourism and Creative Economy, Culture, Youth, and Sports of Gresik successfully identified the potential of the tourism area and MSME actors, analyzed their needs, and designed programs accordingly. At the implementation stage, the program was carried out routinely and in a well-coordinated manner. In terms of outcomes, the program positively impacted MSMEs by increasing their turnover and expanding market access. However, some technical obstacles were identified, such as time discipline and limited promotional efforts. Program evaluations were conducted both internally and annually by involving stakeholders and MSME actors. In conclusion, the Cokro Ekraf Festival has demonstrated a positive contribution to the empowerment of MSMEs in the Bandar Grissee tourism area.

Abstract

This research aims to find out how PUSPAGA is implemented to stop violence against children. Sidosermo Village is located in Wonocolo sub-district, Surabaya, Indonesia. The village is known for its PUSPAGA program, which is held in every RW Hall. This research uses a qualitative approach with descriptive methods. Based on the study, this research has referred to the public policy implementation model according to Van Metter and Van Horn, fulfilling six variables. During the PUSPAGA implementation program in Sidosermo Village, effective communication occurred between the various organizations involved, making it easier to coordinate interrelated activities throughout the implementation process. The Surabaya Department of Child Empowerment and Protection and Population Control and Family Planning (DP5A) and PUSPAGA collaborate with various departments and institutions according to the community's needs.

Abstract

This research is motivated by how the licensing of the construction of houses of worship to the applicant, this research needs to be done to find out how the implementation of licensing the establishment of houses of worship in the city of Surabaya through various stakeholders such as FKUB, KEMENAG, BAKESBANGPOL, and DPRKPP. The theory used in this research is the implementation theory of Marilee S. Grindle and this theory is measured by two dimensions and nine indicators. The policy content dimension has indicators including the interests that influence, the type of benefits, the degree of change to be achieved, the location of decision making, program implementation, and the sources of resources used. The implementation environment dimension includes three indicators including the power, interests and strategies of the actors involved, the characteristics of the ruling institutions and regimes, and the level of compliance and response from implementers. This research uses a qualitative descriptive method. The results showed that the implementation of licensing for the establishment of houses of worship in Surabaya City can be said to be less successful, this is indicated by 99 houses of worship that get recommendations but only 3 places of worship that take care of their IMB, where 2 worship services have obtained IMB status and 1 house of worship needs to take care of the files to be re-submitted.

Abstract

This research aims to find out what is the role of the DPRKP Cipta Karya Prov. East Java in organizing the Infrastructure, Facilities, and Public Utilities (PSU) Program. PSU is one of the messenger programs of the Ministry of Public Works and Public Housing (PUPR) in terms of development assistance in the form of providing components of housing infrastructure, facilities, and utilities to improve decent housing for low-income people. The research method that the author uses is Descriptive Qualitative Method guided by the four tasks of the Housing and Settlement Area Sector in accordance with Governor Regulation No. 84 of 2019, especially article number 9, namely Formulation, Implementation, Coordination, and Control or supervision. Through data collection techniques with observation and interviews, it was found that the role of the DPRKP Cipta Karya Prov. Jatim in the field of housing and residential areas has carried out its duties in implementation, coordination, and control or supervision. However, in policy formulation, the role of the DPRKP Cipta Karya Prov. East Java Housing and Settlement Division has not taken a role because it is still guided by central regulations, namely Permen-PUPR No. 7 of 2022.
