Abstract

This study evaluates the implementation of School Operational Assistance Costs for Education (BOS) policy to increase school participation rates in elementary, secondary, and high school levels, both public and private, in East Java. This research is a systematic literature review that gathers existing data. The researchers surfed the largest web search engine for scholarly literature, Google Scholar, to collect the data. Five articles that represented the implementation of BOS Funds in East Jawa were selected as the data. To analyse the data, the researcher used Miles Huberman’s (1994) analysis steps, namely data reduction, data verification, and data display. The conclusion of the research results showed that the Education BOS program's budget allocation had been directed to improve the quality of learning. Almost most aspects of the implementation of Education BOS program have been implemented properly according to the Technical Guidelines BOS. The scope of financing, which is included in the allocation of the use of BOS for Education Administration and School Operational Assistance, is sufficient to support the implementation of the free school policy. However, the unit cost per student indeed needs to be re-evaluated by giving affirmations or special treatment, especially on the aspect of accessibility, for poor private schools and schools with very few students or schools that are geographically remote and isolated in rural areas to be given an additional unit size cost per student.

Abstract

Afghanistan merupakan negara dengan tingkat kerawanan pangan tertinggi didunia. penelitian ini berusaha untuk melakukan kombinasi teori dalam hubungan internasional dan data analisis kerawanan pangan melalui pendekatan FIES (Food Insecurity and Experience Scale). Motode penelitian ini adalah kualitatif yang bersifat deskriptif dan dianalisa menggunakan teori hegemoni dari Antonio Gramsci. Hasil penelitian menunjukkan bahwa Afghanistan dianggap sebagai sebuah masalah bagi negara Amerika Serikat sebagai hegemon. Amerika Serikat menggunakan segala macam ancaman dan sanksi untuk membuat Afghanistan tunduk dibawah kekuasaannya. Akan tetapi usaha tersebut gagal ketika pemerintahan hasil demokrasi yang diberlakukan oleh Amerika Serikat dan sekutunya diambil alih kembali oleh Taliban.

Abstract

This study aims to analyze efforts to silence women's political movements in the 1930s through narratives perpetuating patriarchal ideology in two novels by John Steinbeck: Tortilla Flat and Of Mice and Men. This research is a literature study using a descriptive qualitative analysis approach in order to present a more varied perspective in viewing John Steinbeck's contribution to American politics. Two of Steinbeck's novels are examined as material to analyze attempts to silence women's political movements in their time by using theories from feminist critics, such as Judith Butler and See Gayle Rubin. The results of this study found that there is weakening of roles, strengthening stereotypes, and giving stigma to female characters in Steinbeck's stories which are considered as an effort to build narratives that marginalized women, as well as repetition of discourse to strengthen patriarchal ideology in Steinbeck's texts.

Abstract

Communication requires attention to honesty and trust. Communicators must have credibility that can be trusted. The speech will be rewarded if it matches the action. The discrepancy between speech and implementation action will only make a speech as lip service. This research aims to identify lip service from President Jokowi and reveal its context. This intertwined reading of the text and context will provide a comprehensive understanding of President Jokowi's lip service communication as well as an understanding of why this lip service communication occurred. This research uses the Political Discourse Analysis (PDA) method. PDA method analyzes Jokowi's lip service texts and contexts: the permissibility of demonstrations, KPK law revision, call for more criticism, and TWK for KPK employees. It has been observed that President Jokowi engages in lip service communication when the topic of discussion revolves around two key discourses: fundamental democratic values and anti-corruption measures. The research findings suggest that such communication is employed to politicize these discourses and maintain President Jokowi's image as a democratic and anti-corruption leader

Abstract

Abstract: The concept of justice is still relevant for debate, involving two political and legal perspectives. However, the two met in the context of resolving election disputes. Namely the election justice mechanism to resolve all forms of election disputes. This study will focus on resolving election result disputes, the 2020 Regional Head Election Results Dispute. John Rawls is a philosopher and political theorist who strongly influenced the tradition of justice theory. The concept of justice is offered from criticism of utilitarianism and intuitionism. Justice as fairness is a concept of justice that is procedurally fair but also justice that benefits as well as opportunities that are just (equal). Purpose: This article aims to elaborate Regional Head Election Results Dispute from Rawls’ justice as fairness approach to resolve election disputes. Design/Methodology/Approach: The research method used is qualitative research. Using a descriptive approach and literature study as data collection techniques.  Findings: There is still a serious debate about achieving the concept of justice between substantive and procedural justice in electoral studies regarding the equitable settlement of election result disputes. A just Regional Head Election Results Dispute indicates the degree of democracy in implementing direct, general, free, confidential, and honest, fair elections (LUBER JURDIL). Constitutional democracy is a meeting point between Rawls' democratic tradition and Plato's nomocracy. Originality/value: Many articles on Regional Head Election Results Dispute philosophically explain Rawls’ justice as a fairness concept. However, this article explores the relationship between Regional Head Election Results Dispute phenomenon through Rawls’ philosophical concepts.

Abstract

Every five years, the East Java Provincial Government endeavors to document local cultural potential into a Regional Cultural Strategy document, known as Pokok Pikiran Kebudayaan Daerah (PPKD). Nevertheless, several obstacles persist due to weak procedures and a lack of established categories. Consequently, certain cultural elements remain uninventoried because they have either become extinct or were simply overlooked. This article attempts to address these issues through a historical perspective by reviewing the cultural heritage of East Javanese society from the Hindu-Buddhist kingdom period. The methods employed include heuristic (source collection), criticism, and interpretation. Research findings indicate that while some cultural practices can still be found today, many others have vanished. The preservation of culture occurs through intergenerational transmission involving adaptation and interpretation, as well as protection via legal instruments and regulations from the central to the regional levels. The inventorying of regional culture is formally conducted through the drafting of the PPKD. However, field findings also reveal that cultural elements originating from the Hindu-Buddhist era which persist in contemporary East Javanese society have not been fully recorded in the PPKD documents. These findings underscore the importance of more meticulous cultural mapping to prevent the loss of cultural potential with deep historical roots. Furthermore, this study suggests the necessity of revitalizing various cultural elements so they may be passed down to future generations.   Setiap lima tahun sekali Pemerintah Provinsi Jawa Timur berupaya mendokumentasikan potensi kebudayaan lokal ke dalam sebuah dokumen Pokok Pikiran Kebudayaan Daerah (PPKD). Meskipun demikian, ada sejumlah kendala yang terjadi akibat lemahnya prosedur dan belum adanya kategori. Dampaknya, ada unsur-unsur kebudayaan yang tidak terinventaris akibat telah punah atau justru luput dari perhatian. Artikel ini berupaya menjawab permasalahan tersebut melalui perspektif historis dengan cara meninjau potensi kebudayaan warisan masyarakat Jawa Timur periode kerajaan Hindu-Buddha. Metode yang digunakan meliputi pengumpulan sumber, kritik, dan interpretasi. Hasil penelitian menunjukkan sebagian kebudayaan masih dapat dijumpai hingga saat ini, namun tidak sedikit pula yang telah punah. Pemertahanan kebudayaan terjadi karena pewarisan antar generasi melalui adaptasi dan interpretasi, serta perlindungan dengan instrumen hukum dan regulasi di tingkat pusat sampai daerah. Inventarisasi kebudayaan daerah dilakukan dengan penyusunan Pokok Pikiran Kebudayaan Daerah  (PPKD). Temuan lapangan juga menunjukkan bahwa anasir-anasir kebudayaan yang masih berlanjut dan diwarisi masyarakat Jawa Timur pada periode kontemporer belum seluruhnya diinventaris melalui dokumen PPKD. Temuan ini menegaskan pentingnya pemetaan kultural yang lebih cermat untuk menghindari keluputan potensi kebudayaan yang memiliki akar historis panjang. Selain itu, kajian ini menunjukkan perlunya revitalisasi sejumlah unsur kebudayaan agar dapat diwariskan bagi generasi yang akan datang.
