Abstract

Unlicensed Gold Mining Activity (PETI) is one of the problems that has not been resolved by the government yet. One mining area that has PETI activities is Merangin District. This study aims to find out who the stakeholders are involved and how their roles are, as well as identify the factors that are obstacles for stakeholders in overcoming the activities of PETI. This study will use the Base of Power-Directions of Interest to identify stakeholder influences and interests, and Power vs Interest Grid to see stakeholder positions based on power and interests. The results showed that the handling of PETI activities in Merangin District was still carried out by the local government and each stakeholder had different power and interests. The stakeholders who had the greatest influence in the socialization were the Environmental Office of Merangin District, the Merangin Regional Police was the most important stakeholder in eradication, and the sub-district government was the stakeholder who had the important role in land rehabilitation.

Abstract

Keberadaan tambang batu bara di Kabupaten Indragiri Hulu merupakan sektor yang berfungsi meningkatkan Pendapatan Asli Daerah (PAD) apabila di kelola dengan baik, tetapi dengan adanya aktifitas angkutan tambang batu bara yang menggunakan jalan umum memicu konflik antara Pemerintah Kabupaten Indragiri Hulu dengan masyarakat setempat. Hubungan yang bersifat konflik tersebut tidak terlepas dari adanya dampak ekologis yang diakibatkan oleh aktifitas tambang batu bara, yang mana pemerintah daerah tidak memiliki komitmen dalam menjaga kualitas lingkungan masyarakat. Dalam penelitian ini penulis ingin menganalisis bagaimana dinamika konflik yang terjadi antara masyarakat sipil dengan Pemerintah Kabupaten Indragiri Hulu terkait aktifitas pertambangan batu bara di Kabupaten Indragiri Hulu. Penelitian ini menggunakan metode kualitatif. Hasil penelitian ini menunjukkan adanya ketidak percayaan masyarakat pada Pemerintah Daerah terkait kebijakan yang mengatur tentang transportasi hasil tambang yang cenderung menguntungkan perusahaan tambang, pada aspek negosiasi prinsip adanya perbedaan pandangan antara Pemerintah Daerah dengan masyarakat terkait aktifitas pengangkutan batu bara yang menggunakan jalan umum, dan adanya kebutuhan warga yang terhalangi akibat dampak transportasi tambang batu bara.

Abstract

Agrarian conflict is a recurring structural issue in Indonesia, mainly caused by overlapping land claims and legal uncertainty. This study examines the conflict in Bagan Besar, Dumai, focusing on key actors, root causes, and resolution mechanisms. Using a qualitative approach through document analysis, interviews, and field observations, the research finds that the Community Forest (HKm) scheme serves as a legal tool to secure land tenure and foster multi-stakeholder collaboration. HKm also enables the transition of encroachers into government partners in sustainable forest management. Nevertheless, challenges persist, such as mechanized land encroachment and weak institutional legitimacy. The success of HKm implementation relies on coherent government policies and active community participation in building inclusive and sustainable forest governance.

Abstract

This study aims to see the equality related to access to inclusive education in Yogyakarta City from the perspective of Polycentric Governance. Inclusive education in Yogyakarta City is integral to the government's efforts to realize equal education rightsfor all children, including children with special needs (ABK). Qualitative Descriptive Analysis using Qualitative Data Analysis Software (Q-DAS) is the research method. This study analyzes the application of polycentric governance in the accessibility of inclusive education in Yogyakarta City through three approaches: analysis of main indicators, identification of dominant themes, and relationships between indicators using NVivo 12Plus. The results show multi-actor involvement (37.5%) as the most dominant indicator, followed by coordination between institutions (33.33%) and decentralization of local innovation (29.17%). The main themes that emerged were "education," "inclusive," and "disability." The relationship analysis shows a high correlation between indicators, especially between institutional coordination and local innovation (0.91), confirming the importance of cross-actor collaboration in supporting an adaptive and sustainable inclusive education system.

Abstract

Artikel ini berfokus dalam mendeskripsikan terkait dengan pengabdian dalam pengembangan Pariwisata Desa di desa Teluk dalam sudut pandang Community Based Tourism. Dalam hal ini pelaksanaan pengabdian dilakukan dengan adanya keterlibatan dari pihak desa teluk serta akademisi Universitas Jambi. Pelaksanaan pengabdian melalui edukasi, diskusi terarah hingga survey Lokasi secara langsung. Dalam pengabdian ini menunjukkan adanya 3 hal yaitu: Pertama, partisipasi masyarakat sangat penting dalam pengembangan pariwisata desa, di mana masyarakat harus dipandang sebagai subjek, bukan objek. Keterlibatan aktif masyarakat dapat mengoptimalkan perkembangan pariwisata yang lebih berorientasi pada kebutuhan lokal. Kedua, buku wisata desa berfungsi sebagai acuan dalam pengembangan dan penataan sumber daya manusia (SDM) serta sumber daya alam (SDA) di Desa Teluk, memberikan konsep yang jelas untuk arah pengembangan pariwisata ke depan. Ketiga, keterlibatan akademisi memainkan peran sentral dalam perencanaan pengembangan pariwisata desa, memastikan bahwa proses tersebut terstruktur, terkonsep dengan baik, dan berkelanjutan.

Abstract

This study aims to analyse the capabilities of the Muaro Jambi Regional Disaster Management Agency (BPBD) and the efforts made to combat forest and land fires. Forest and land fires caused by natural and human factors cause environmental damage and result in ecological, economic, and socio-cultural losses. To effectively prevent and control such incidents, the Muaro Jambi BPBD must have strong institutional capabilities. This study uses a qualitative descriptive approach, with data collected through in-depth interviews and document analysis. Using the Kusumasari Capacity Framework, this study evaluates key indicators such as institutional structure, human resources, policy implementation, financial capacity, technical aspects, and leadership. The findings show that the Muaro Jambi BPBD has demonstrated commendable performance in fire prevention and control. However, several challenges remain, including inadequate infrastructure, limited human resources, and budget constraints, which hamper the agency's ability to operate optimally. In addition, public awareness of fire prevention remains uneven, and land clearing by burning is a major cause of fires, along with weather factors. To improve its capabilities, the Muaro Jambi Regional Disaster Management Agency has focused on strengthening cross-sector collaboration, increasing human resource capacity, and utilising technology to support more effective fire prevention and control strategies.

Abstract

This study examines social media as a platform for rejecting mining concessions by Nahdlatul Ulama and Muhammadiyah. Using a qualitative case study approach and Nvivo 12 Plus for analysis, it draws data from Twitter/X. The findings reveal differing protest focuses: criticism of Muhammadiyah highlights its reputation, while protests against Nahdlatul Ulama emphasize concession acceptance. Social media amplifies voices broadly, playing a key role in modern protests. Popular narratives mainly center on mining, with some also scrutinizing Muhammadiyah. A significant wave of rejection emerged, with strong negative reactions from netizens. This study has limitations in focusing data on social media platforms such as Twitter/X. Recommendations for further research can focus on environmental issues and Indigenous communities in the frame of protests through social media.
